Gender Equity and Social Inclusion Advisor, USAID/Rwanda Modernizing Agriculture ActivityProject Overview And Role
The United States Agency for International Development/Rwanda (USAID/Rwanda) intends to award an acquisition activity through a competitive process, subject to availability of funding. The Modernizing Agriculture (ModAg) Activity aims to support increased agriculture productivity and income, access to finance and markets, and access and consumption of nutritious food products in Rwanda, while increasing the resilience of the agriculture and food systems to the changing climate. ModAg will use a facilitative approach to support market actors from the public and private sector to develop Rwanda’s agricultural sector.
Palladium seeks a Gender Equity and Social Inclusion (GESI) Advisor based in Rwanda to oversee the integration of gender equity and social inclusion throughout the ModAg Activity, including activity design; monitoring and evaluation; and collaboration, learning, and adaptation. The GESI Advisor will support and ensure mainstreaming of GESI principles and objectives across the project.
Primary Duties And Responsibilities• Develop and implement the GESI strategy, ensuring incorporation into the program’s Work Plan and
• Monitoring, Evaluation, and Learning Plan
• Develop the ModAg Gender Analysis and Gender Action Plan
• Provide monitoring and evaluation (M&E) technical support to ensure the inclusion of gender equity and social inclusion considerations in data collection methodologies
• Contribute to the development of activities to ensure a GESI lens is applied and incorporated throughout the project
• Train and mentor ModAg staff on mainstreaming GESI
• Design approaches and tools that align with project GESI strategy and are consistent across the program
• Train staff and partners on gender awareness, gender analysis, and gender-responsive planning
• Assist partners with incorporating GESI into their activities and reporting milestones
• Assist with M&E and reporting on GESI elements of the program during Quarterly and Annual Reporting, and as requested by USAID
Required Qualifications• At least 5 years of experience supporting USAID or other donor-funded programs in designing and implementing GESI systems, deliverables, and measures
• 5+ years of experience working in development within the regional and GESI context
• Strong analytical skills and problem solving, including demonstrated ability to effectively communicate strategies or plans to stakeholders and co-workers
• Knowledge of USAID’s ADS 205 and other regulations and standards related to gender equity, diversity and social inclusion throughout the program cycle
• Experience supporting USAID monitoring and evaluation, as well as program management
• Strong leadership, communication, and interpersonal skills, including ability to develop and communicate a common vision and foster collaboration across an interdisciplinary team
• Strong management skills to guide all project human, technical, and financial resources
• Strong interpersonal, writing, and oral presentation skills in English and Kinyarwanda
