The Rwanda Environment Management Authority (REMA) in its capacity as the National Designated Authority (NDA) for Green Climate Fund (GCF) in Rwanda together with the Global Green Growth Institute (GGGI) Rwanda, its Delivery Partner, will undertake a twenty-four months project on National Adaptation Planning (NAP) Readiness Support. The NAP Readiness aims to build flood resilience capacities in Rwanda in line with the governmental policies, strategies and priorities, and enhance Rwanda’s capacity to respond to climate change in high risk zones by implementing a NAP for integrated flood and landslide management in urban areas.
Objectives/Purpose of the Assignment
The Gender Consultant for the National Adaptation Readiness and Preparatory Support for Building Flood Resilience Capacities in Rwanda (hereafter referred to as the “Project”) will undertake a gender analysis and develop a gender action plan in order to effectively mainstream gender into the projects outcomes and outputs. This will involve close collaboration with the Rwanda Environment Management Authority (REMA), Ministry of Environment (MoE), Ministry of Infrastructure (MININFRA), Ministry in charge of Emergency Management (MINEMA), City of Kigali, Meteo Rwanda and other Districts and institutions related to the projects area of focus.
The role of the Gender Consultant will involve a close working relationship with the Project Team and relevant technical/administrative staff of the NDA and related government institutions and agencies, and partners at all stages of the project implementation to ensure gender-responsive programming, monitoring and reporting. It will also entail a close interaction with the Ministry of Gender and Family (MIGEPROF) and the Gender Monitoring Office to ensure any identified interventions and strategies align with and complement existing National Policies and Strategies. .
Output/Reporting Requirements/Deliverables
Under the direct guidance of the NAP Project Coordinator, the Gender Consultant will be responsible for the following tasks:
• Review relevant policy and strategy documents relative to the sector on the requirements for gender mainstreaming;
• Conduct a detailed gender assessment of all relevant stakeholder institutions, with specific emphasis on gender issues in the area of floods and landslides risk management. Provide for a cross over into key sectors that have potential to influence the outcomes and objectives of the project;
Based on the gender assessment, elaborate an action plan that identifies opportunities for mainstreaming gender into the project and across the sector.

Qualifications/Experience/Expertise
• Advanced Degree (MSc or PhD) in Social Sciences, Development Studies and/or any other related field with a focus on gender. Undergraduate degree in these subjects combined with specialized experience in similar organization/s may be considered in lieu of a master’s degree.
• At least 5 years of relevant experience in the field of gender equality, equity and gender mainstreaming. Specific experience in gender mainstreaming for the sectors of urbanization, infrastructure and climate change is an added advantage;
• Formal training in gender analysis and gender planning and demonstrated expertise in mainstreaming gender in projects and programmes;
• Extensive knowledge of the gender context in Rwanda and experience working with international organizations and government institutions is an asset;
• Good organizational and interpersonal skills, ability to work effectively both independently and as part of a team;
• Excellent communication, and ability to liaise with various stakeholders, presentation, report writing and analytical skills.
• Capability to deliver within a specified deadline
• Fluency in written and spoken English is required with fluency in Kinyarwanda considered an asset.
