The Future In Our Minds Rwanda (FIOM Rwanda) is a non-profit making non-governmental organization based in Kigali. FIOM has been working with vulnerable communities in the Eastern Province of Rwanda since 1998. FIOM is legally recognized by the Republic of Rwanda since 2001 and its legal entity No 128/08.11 of 22nd August 2011 has been published in the official gazette of the Republic of Rwanda No 40BIS of 03 October 2011. It was officially registered in the Rwanda Governance Board (RGB) as a national NGO and its’ revised statutes for compliance with the new law no 04/2012 of 17/02/2012 governing the organization and the functioning of national non-governmental organizations has been published in the official gazette of the republic of Rwanda no 50 of 16/12/2013.
FIOM envisages the world in which vulnerable populations are able to prepare their future with confidence so as to serve as the catalyst for development and improved wellbeing of the target communities. In this line, the central purpose is to contribute to the promotion of Rwandan community by assisting and providing a voice for at-risk youth, women and other vulnerable populations to ensure their social, economic and cultural well-being; and enhancing hope and confidence to these groups for encouraging their active involvement in the country development.
In order to achieve his objectives and implement efficiently his projects, FIOM Rwanda would like to recruit a dynamic Rwanda national for the vacant position of Finance and Human Resource Manager.


Tasks and responsibilities:
The Finance and Human Resource Manager will be the head of FHR department and therefore responsible of management of all FIOM Rwanda projects. The task of the FHR Manager includes but not limited to:
1. Ensure the planning, centralization, and coordination of the financial transactions, accountants, and related administrative services;
2. Participate in budget preparation for action plans and different projects
3. Prepare accurate project budgets; track expenses; oversee payroll, benefits, and reimbursements; ensure that required project financial controls and cost performance monitoring mechanisms are in place and adhered to; prevent over-expenditure of budgets; ensure proper safeguards of funds;
4. Participate in staff recruitment process;
5. Provide guidance and support for contract development and management;
6. Supervise the treatment of salaries to assure the respect of liabilities of regulations relating to taxes on remunerations and social security;
7. Manage staff records and establish the calendar of staff's holidays/leave and training plan;
8. Centralize and verify the use of bank accounts of the organization;
9. Prepare the administrative and financial reports of the organization regularly: monthly, quarterly, and annually according to the administrative and financial procedures of the organization;
10. Proceed to the monthly control of bank statement and bank reconciliation;
11. File all documents and justifications of the financial operations
12. Supervise the management of stocks for office materials and supplies
13. Oversee local procurements and execute all approved payments for local vendors, contractors, and consultants for goods and services received, in accordance with the laws and regulations of FIOM Rwanda;
14. Carry out any other task as assigned to him by his supervisor towards FIOM Rwanda’s interest/objectives.


Qualification and experience

  • A University Degree in financial management / accountancy and administration is essential.
  • Excellent computer literacy and knowledge of Microsoft Office applications - Word, Excel, Power point, internet, etc.
  • Excellent knowledge of accountancy packages.
  • Team player with good interpersonal skills, particularly working with a team of diverse backgrounds.
  • Fluency in writing and speaking English is a must. Good level of French is an asset.
