The World Bank's Development Impact Department (DIME) seeks to recruit an ETC to support DIME's portfolio of impact evaluations (IES) in Rwanda by providing programmatic and technical support to individual IEs and to DIME's partnerships in-country. Over the last several years, DIME has been working with projects that are being implemented through the Ministry of Agriculture and Natural Resources (MINAGRI), the Rwandan Agricultural Board (RAB), the Rwandan Transport Development Agency (RTDA), and the Rwanda Revenue Authority (RRA). This research portfolio spans several completed and ongoing IEs in Rwanda across the agricultural, transport, and tax sectors, in addition to supporting the use of evidence in decision-making broadly within partners in government.

For this position, DIME seeks an individual to manage the program of IEs in the field, supporting individual team- members in delivering the IEs that they are tasked with. The role will require frequent coordination with donors (including, but not limited to the EU) and government partners (including but not limited to those in MINAGRI, RAB, RTDA, and RRA). The role will also aim to coordinate the entire program of IEs on the ground and provide support to each of the field teams and related field coordinators.

Selection Criteria and Electronic Applications:

The successful candidate should hold a Master's degree in economics, project management, agriculture, or a related field with at least five years of experience in development projects, household survey data collection, impact evaluation (design and implementation) and analytical work. Previous experience in working with Government counterparts. Demonstrated experience in empirical field research in developing countries - with prior experience in Rwanda; strong technical skills in impact evaluation and micro-econometrics; and the interest and ability to communicate technical knowledge and expertise in a policy environment. Experience in household survey design and implementation, including CAPI, in the context of development countries is essential. Proficiency with Stata and hands-on experience in overseeing implementation of impact evaluations in the field. Excellent verbal and written communication skills in English is required.
