With funding from USAID , Jhpiego Rwanda is implementing the Reaching Impact, Saturation, and Epidemic Control (RISE) project to provide technical assistance (TA) to the Ministry of Health (MoH) in response to the COVID-19 pandemic, to mitigate the impact of COVID-19 on HIV, Malaria, and TB programs with the aim to reduce morbidity related to COVID-19 in Rwanda.  Among of the objectives of the COVID-19 RISE Technical Assistance project is to strengthen the Oxygen Ecosystem through reinforcing the capacity of trained Biomedical Engineers based in the 25 health facilities throughout the country equipped with PSA plants, who were also provided with maintenance kits. Thus, Jhpiego is working with MoH/RBC to provide post-training mentorship and supportive supervision for the aforementioned trained Biomedical Engineers to ensure efficient preventative and curative maintenance for the PSA plants. 

Jhpiego Rwanda, is inviting competent and reputable companies to submit their technical and financial proposals for the post-training mentorship for trained Biomedical Engineers on maintenance of Oxygen plants in 25 Public Health Facilities. 

TERMS OF REFERENCE  

THE SCOPE:

To conduct ONE post-training mentorship for trained Biomedical Engineers on maintenance of Oxygen pressure swing adsorption plants in the 25 health facilities located throughout the country divided in two zones as follow: 

Post-training mentorship for biomedical engineers on maintenance of oxygen (PSA) plants

• The service provider will conduct post-training mentorship for trained Hospital-based Biomedical Engineers on preventative maintenance of Oxygen plants in the 25 health facilities located throughout the country (Appendix 1).
• Preventive maintenance: The Contractor will conduct mentorship visits to perform preventive maintenance as required by the manufacturer (PSA plants in Rwanda).

1. The service provider has to check the condition of the equipment including the Planned Preventive Maintenance (PPM), and cleaning of all parts with appropriate products;
2. The service provider must monitor and calibrate the Oxygen analyzer as needed and as recommend by manufacturer,
3. The service provider has to verify the conformity of the Oxygen PSA plant in accordance with international standards and equipment maintenance manual and catalogue;
4. The service provider must perform troubleshooting, electrical security test, performance test and quality control and provide a corresponding comprehensive written report.
5. All preventive maintenance will be done during working hours Monday to Friday (07H-17H00);

Note: The Contractor MUST ensure transfer of skills in preventive maintenance to the Biomedical Engineers based in the 25 health facilities located throughout the country.

GENERAL REQUIREMENT

Location of the service provider: Service provider's company must provide its full local address and should have at least four Biomedical engineers.

Qualification of Engineers:

• The service provider must avail Biomedical Engineers with at least a Bachelor’s degree certificate in Biomedical Engineering with a minimum of 2 years’ experience working on several brands Oxygen PSA plants,

Or

• An associate Diploma (A1) in Biomedical Engineering/technology, Clinical Engineering, Electromechanical Engineering with 5 years of experience, and license to practice issued by Rwanda Allied Health Professions Council (RAHPC); 

• CVs and certificates for proposed consultants/Biomedical engineers must be submitted with the proposal. 

Added value:

• Certificates of technicians and experience in doing similar assignments
• Certificate of Local representative of the manufacturer: the service provider must submit approved certificate of local representation from the manufacturer of PSA plants, certifying the capacity of providing maintenance services;
• Certificate of specialized training on concerned PSA plants for technicians who will participate in the maintenance activity; 

REPORTING:

The proposed reporting format must be attached to the proposal. 

INSTRUCTIONS TO BID:

1. Trading License / RDB registration certificate
2. Valid Tax clearance certificate

The Financial Proposal should contain the following 

• Quotation in RWF of the detailed post-training mentorship plan on maintenance costs per each zone (Template of quotation attached).
• Validity period of the price (minimum one month)

Technical proposal:

1. Company Profile
2. CVs of technicians
3. Detailed post-training mentorship on maintenance plan for two months / ONE mentorship visit per Health Facility;   
4. Three certificates of proof of past experience in doing similar work (good completion certificate)

OTHER REQUIREMENTS

Please submit a signed and stamped quotation in a sealed envelope no later than Thursday, July 5^th , 2023 at 10:00 AM local time.

1.  Submission is at Jhpiego Office, at Umuyenzi Plaza Building, 2nd Floor. 
2. Indicate at the back of the envelope “OXYGEN PSA PLANTS MAINTENANCE”.
3. The bid shall be addressed to the: Sr Finance and Administration Manager/Jhpiego

An orientation session is planned for June 29th, 2023, at 2:00 p.m. at the Jhpiego Office to share further information on the bid and respond to interested bidders’ queries.

N.B.: Failure to meet the closing deadline will result in rejecting your bidding proposals.
