Expression of Interest (EOI) Office Partitioning Works at SPP-DGGP offices – Fairview building

1. Introduction
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Great Lakes Region and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology), Natural Resources, Peace and Security and Sexual and gender-based violence (SGBV).

2. Context:
The Decentralisation and Good Governance Program (DGGP) and the Social Protection Project (SPP) plan to extend the current office space to an additional office in the same building. The additional office has roughly 215 sqm which will provide the workspace for about 10 GIZ staff.

3. Description of assignment:
As mentioned above, the additional space rented in Fairview Building consists of roughly 215 sqm. Currently, the office space is a space with existing partitions and separate toilets. Architectural plans on how to occupy and refurbish the existing space have been drawn up.
The existing space is already separated by existing partitions, but additional partitions are required to create new working spaces.

Tasks to be performed by the contractor
Under the supervision of the architect Jean Marc Rossignol and the project directors of the programmes, the contractor will be expected to undertake the partitioning and refurbishment of the following space (details of the works are provided in the drawings layouts and bill of quantities of the project):
SPP new offices space
Reception and waiting area of SPP:
• The reception and waiting area of the project office will be accessible for different people visiting the office. This area will have small lobby area including one sofa for people to sit.
• There is an existing visible baked bricks wall at the reception. This wall will remain as it is. The waiting area shall be re-painted. The colours to be used in this space shall be agreed upon between the contractor and GIZ. A wooden pergola will isolate the waiting area from the reception area.
• At the main entry door, a piece of granite shall be placed to prevent rainwater to enter under the door during rains.
• Additional electrical plugs will be added at the reception area.

Offices room no4:
• In this existing office room, the works will consist mainly in painting. The existing walls and partition will be re-painted. The colours to be used in this space shall be agreed upon between the contractor and GIZ
• The existing visible baked bricks wall will remain as it is.
Meeting room:
• The meeting room shall be separated from the corridor by laminated glazed aluminium frame partition, up to the existing ceiling.
• In the glazed partition glass a door shall be installed.
• The meeting room will be separated from the kitchen space by a new visible artisanal backed brick with aluminium glazed transoms at the upper part.
• The existing gypsum partition shall be reinforced by setting up a weld steel mesh of 4 x 4 cm well fixed on the existing structure of the partition.
• This partition shall be painted after modification. The colours to be used in this space shall be agreed upon between the contractor and GIZ
Kitchen and Dining space:
• A sink shall be installed in the kitchen space.
• Water supply as well as wastewater drainage from the sink shall be connected at the existing installation.
• The kitchen space shall be re-painted. The colours to be used in this space shall be agreed upon between the contractor and GIZ.
• The partition between kitchen and dining space shall be removed.
• A wooden false ceiling made with wood rafters according to the detailed drawing, shall be placed in the dining space.
Room for Support staff:
• In this existing room, the works will mainly consist in painting. The existing walls and partition will be re-painted. The colours to be used in this space shall be agreed upon between the contractor and GIZ
• A gypsum bord shall be added on the wooden face of the partition between this room and the office no4. This shall include furnishing and all required works.
Storeroom:
To create the storeroom, the following works shall be implemented:
• An existing masonry wall shall be demolished, and a wooden door removed, as shown on the drawings.
• Toilet, urinal and washbasin shall be removed.
• The walls shall be repaired and be painted. The colours to be used in this space shall be agreed upon between the contractor and GIZ.
Other tasks:
Soundproofing
• Any gap between the new and existing partitions, and the false ceiling shall be plugged to improve soundproofing between rooms. This shall be done in all the rooms.
Electrical installation
• After an assessment of the existing installation, the contractor shall provide and install additional plugs connected to existing plugs or the electrical board.
Air conditioning
• The meeting room shall be equipped with a split air conditioning system.
DGGP existing offices
Office room
• A new window will be created in the external wall to provide natural light and ventilation to this room.
• A laminated glazed aluminium frame partition including an aluminium glazed door, shall be placed up to the existing ceiling, just behind the existing wooden partition to isolate this office room from sound of the corridor.
Note:
• The floor tiles of the various spaces will have to be protected during the entire duration of the works. In case of any damage, the contractor will have to replace the same floor tiles at his own costs.
• The contractor is required to check the Bill of Quantities (BoQ) before bidding. If he/she notices any discrepancies with the works to be implemented and/or with the quantities reported in the BoQ, he must indicate this in his offer. Once the bid is submitted, the scope of work and the quantities are considered accepted by the contractor, who cannot contest them or ask for any revision of the quantities during the implementation of the works.
• The contractor will be expected to fill in the costs of each of the items listed in the excel sheet (Bill of Quantities) with clear specifications for each product provided by GIZ upon request and submit it alongside his/her offer.

B. Process description
• The contractor is required to describe the key processes for the services for which he/she is responsible and create a schedule that describes how the services are to be provided.
• In particular, the contractor is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors.
• The contractor is required to draw up a personnel assignment plan that includes information on assignment dates (duration and expert days) and locations of his assignment.
C. Contractor qualifications and requested information
• The contractor is required to provide at least five (5) references of similar works showing its capacities to complete the planned project with the required finishing quality.
• The specified qualification and information below represent the requirements to reach the maximum number of points.
Qualifications:
• Only contractors’ companies are allowed to apply, no individual application will be accepted
• Good business language skills in English, French and Kinyarwanda.
• 5 years of technical experience in a similar area of work in Rwanda with proof
• At least 5 references with proof of similar works
• Provide an RDB Certificate as proof that the company is registered in Rwanda
• Evidence that the company is VAT registered with RRA. (Attach the company’s VAT certificate)
• The contractor shall also be expected to present evidence of tax clearance for the last three months
• The contractor should be willing to allocate at least 5 staff/ from his/her company to fully work on this project. C.Vs of these 5 staff/ should also be attached to the technical offer that will be submitted to GIZ
Timelines for the assignment:
• Period of assignment: From 20th March 2023 until 14th April 2023.
• Place of assignment: Fairview building, Kigali, Rwanda

Briefing session
Interested applicants should be available for a site visit at the ground floor of the Fair view Building on Monday 27th February 2023 from 14h00 to15h00 local time.
Only applicants who will be present for the site visit will receive the artwork and the Bill of Quantities (BoQ) for the assignment.

Only candidates who attended the briefing session will submit their applications (technical offer & financial offer) in separated & sealed envelopes.
The application should include:
• Technical offer including a clear work methodology with Up-to-date CV of technicians and also, registration certificate from RDB and tax clearance.
• Financial offer with all breakdowns of costs in RWF tax excluded

• Technical Proposal:
• A cover letter expressing your interest in this assignment
• Technical proposal with a brief description of why you would be considered as the most suitable for the assignment, relevant expertise, and a detailed, clear methodology, on how will be your approach to complete the assignment
• CVs of the expert/technician proposed
• Company registration certificate (RDB)
• VAT registration certificate
• Latest tax clearance certificate
• Proof of successful completion of related assignments.
• Financial Proposal: indicates the all-inclusive total contract price, supported by a breakdown of all costs. The costs must be in RWF and VAT
