The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Social Protection Project (SPP) aims at supporting a more efficient social protection service delivery in line with the GoR priorities to strengthen its national social protection system. The project focuses especially on the digital backbones of the system, focusing on supporting the development of the social registry, as well as on its shock-responsiveness. It is part of the GIZ global programme “Global Alliances for Social Protection” and through that has access to learning and experiences from around the world

The acquisition of powerful laptops for MINALOC Staff is crucial for enhancing the efficiency and effectiveness of the development and management of the social registry with regards to the software development, its maintenance as well as data analysis. 

It is in that context that GIZ is looking for a reputed and experienced company to supply the following IT Equipment:

The assessment is divided into three stages: Eligibility check, technical assessment, and financial evaluation:

Evaluation

Eligibility criteria

Participating companies must meet the following eligibility criteria:

• The company must have a minimum experience of 3 years in Rwanda supplying different brands/categories of IT equipment to international organizations, embassies and medium to large multi-national corporations. 2 Letters of Reference from the past four years (2019 onwards) from such companies must be provided. 

• The company must possess a valid registration certificate (issued by RDB), VAT certificate (issued by RRA) and tax clearance certificate (issued by RRA). 

• The company must confirm in writing that the offer is valid until at least 4 weeks after the submission period has ended. 

Please submit the documentary evidence for the above criteria. Non-submission/Partial submission of commercial/technical documents mentioned above by any supplier will lead to a rejection of the entire bid.

Technical Assessment

• The bidders are encouraged to include a company profile that displays they fulfil the eligibility requirements.
• The technical specification of each item proposed must meet the technical requirements as described above. The offer must provide clear and complete specifications of items proposed. 

Financial Evaluation

• The financial evaluation will be done only in respect of those firms, which meet the eligibility criteria and the technical requirements.
• Offer must indicate the unit price of each item and total price as per quantities given. Total amount of the offer must be VAT exclusive, if applicable.

Other conditions:

• Delivery place: The items will be delivered at Fair view building, Ground floor, N˚ 701 in Rugando cell, Rebero village, Kimihurura sector, Gasabo district; opposite Lemigo hotel.
• Delivery period: Please indicate your shortest period for delivery.
