General overview

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region.

With regards to support in the topics of climate change, energy and sustainable urban development  (CEU Cluster) which are new areas of cooperation between Rwanda and Germany, a number of projects are being implemented which include (1) Green City Kigali (2) Support to Rwanda’s Nationally Determined Contributions (NDCs), (3) Energizing Development (EnDev), (4) Policy Dialogue and Knowledge Management on Low Emissions Development Strategies (DIAPOL-CE),  (5) Waste Management and Circular Economy, (6) Urban Development, (7) Sustainable Mechanisation, (8) Mobilize Net Zero and  among others.

Context

The CEU Cluster is expecting more projects to join CEU soon, there is a need for an additional office space measuring 269 SQM which will accommodate new staff members who will be boarding soon. The new office space has to create and provide a conducive environment for teamwork, while including sufficient individual space for specific tasks, space for fostering easy exchange between staff, an inviting atmosphere for meetings with partners and visitors, a layout that guarantees daylight in all offices, meeting rooms and common areas, kitchen area, server room despite all partitions.

Description of assignment:

As mentioned above, the additional space rented in Golden Plaza building consists of roughly 269 sqm. Currently, the office space is an open space without any partitions.  Architectural plans on how to occupy and refurbish the existing space have been drawn up.

Note:

  • All materials supplied by the Contractor must be new, of the best quality and free of any defects that could compromise the strength, appearance, or duration of the works
  • The Contractor must justify, at the request of the Client or his representative, the origin of the materials by the presentation of invoices or by any other means.
  • The Contractor must provide, free of charge for examinations, any samples that the Client or his representative deems useful to request.
  • The Client or his representative may authorize the use of products similar to those prescribed if he considers these products of qualitative performance at least equal and similar appearance.
  • The contractor is required to check the Bill of Quantities (BoQ) before bidding. If he/she notices any discrepancies with the works to be implemented and/or with the quantities reported in the BoQ, he/she must indicate this in his offer. Once the bid is submitted, the scope of work and the quantities are considered accepted by the contractor, who cannot contest them or ask for any revision of the quantities during the implementation of the works.
  • The contractor will be expected to fill in the costs of each of the items listed in the excel sheet (Bill of Quantities) with clear specifications for each product provided by GIZ upon request and submit it alongside his/her offer.

A. Tasks to be performed by the contractor

Under the supervision of the designated architect and the project directors of the programs, the contractor will be expected to undertake the partitioning and refurbishment of the following space (details of the works are provided in the drawings layouts and bill of quantities of the project):

a. Reception:

  • The reception of the project office will be accessible for different people visiting the office.
  • The reception space shall be separated from the Office room for SM project by a glazed partition with aluminium frame up to the ceiling from the reception space and the circulation space
  • The waiting area shall be re-painted. Colors to be used in this space shall be agreed upon between the contractor and GIZ. A wooden pergola will isolate the waiting area from the reception area.
  • Additional electrical plugs will be added at the reception area.

b. Office room for Sustainable Mechanization (SM) (one big shared office for all 5 staff):

  • The Office room for SM project shall be separated by a glazed partition with aluminium frame up to the ceiling from the reception space and the circulation space 
  • The existing tiles on wall shall be removed, including evacuation of rubbles, wall rendering of the relevant area.
  • The existing walls will be re-painted. Colors to be used in this space shall be agreed upon between the contractor and GIZ
  • Additional electrical plugs will be added.

c. Central Open Space and Circulation:

  • The Central Open space will be separated from circulation space (i) on one side by an artisanal baked bricks exposed masonry 2.40 m height - Industrial or semi-industrial bricks, including repointing (2 faces) and all required works,(ii) on the other sides by MDF laser cut panels, according to the detailed drawing, including finishing, varnish, wooden structure supports and all necessary finishing works
  • 8x4 cm horizontal rafters, Muvula or Musave wood, well dried and without any deformation, shall be placed on top of sofa areas, according to the detailed drawing, including finishing, varnish, supports and all necessary finishing works 
  • The existing columns will be re-painted. Colors to be used in this space shall be agreed upon between the contractor and GIZ
  • Additional electrical plugs will be added.

d. Meeting room:

  • The Meeting room shall be separated by a glazed partition with aluminium frame up to the ceiling from the AREECA office room and the circulation space 
  • Additional electrical plugs shall be added.
  • A Split Ceiling Cassette AC unit type DAIKIN or similar, cooling only, cooling capacity adapted to the volume of the meeting room, R32 Refrigerant, shall be installed in the meeting room, including all the required refrigerant pipes, power cable, drain pipe, electrical connection, installation, gypsum board, finishing, pressure test, and all required works.

e. AREECA shared office room:

  • AREECA staff office room shall be separated by a glazed partition with aluminium frame up to the ceiling from the meeting room and the circulation space 
  • Split Wall mounted AC unit type DAIKIN or similar, cooling only, cooling capacity adapted to the volume of the office room, R32 Refrigerant, including all the required refrigerant pipes, power cable, drain pipe, electrical connection, installation, pressure test, and all required works.
  • Additional electrical plugs shall be added.
  • The existing painted walls will be re-painted. Colors to be used in this space shall be agreed upon between the contractor and GIZ

f. AREECA single office room:

  • AREECA single office room shall be separated by a glazed partition with aluminium frame up to the ceiling from the circulation space 
  • Split Wall mounted AC unit type DAIKIN or similar, cooling only, cooling capacity adapted to the volume of the office room, R32 Refrigerant, including all the required refrigerant pipes, power cable, drain pipe, electrical connection, installation, pressure test, and all required works.
  • Additional electrical plugs will be added.
  • The existing painted walls will be re-painted. Colors to be used in this space shall be agreed upon between the contractor and GIZ

g. PDP & Mobilize Net-Zero office room:

  • PDP & Mobilize Net-Zero office room shall be separated (i) from the AREECA single office room and from the circulation space by a glazed partition with aluminum frame up to the ceiling, and (ii) from UD single office room, by a soundproof gypsum partition up to the slab.
  • Additional electrical plugs will be added.
  • The existing painted walls will be re-painted. Colors to be used in this space shall be agreed upon between the contractor and GIZ

h. Urban Development (UD) single office room:

  • UD single office room shall be separated (i) from the UD staff office room and from the circulation space by a glazed partition with aluminum frame up to the ceiling, and (ii) from the PDP & Mobilize Net-Zero office room, by a soundproof gypsum partition up to the slab.
  • Additional electrical plugs will be added.
  • The existing painted walls will be re-painted. Colors to be used in this space shall be agreed upon between the contractor and GIZ

i. Urban Development (UD) staff office room:

  • UD staff office room shall be separated (i) from the UD single office room and from the circulation space by a glazed partition with aluminum frame up to the ceiling, and (ii) from the PDP & Mobilize Net-Zero office room, by a soundproof gypsum partition up to the slab.
  • Additional electrical plugs will be added.
  • The existing painted walls will be re-painted. Colors to be used in this space shall be agreed upon between the contractor and GIZ

j. Printing and kitchen space:

  • Printing and kitchen space shall be separated from the UD staff office room by a gypsum partition up to the slab.
  • A sink and furniture shall be installed in the kitchen space according to the detail layout.
  • The sink shall be connected to the existing plumbing network.
  • The existing painted walls will be re-painted. Colors to be used in this space shall be agreed upon between the contractor and GIZ

k. Server room:

  • The server room shall be separated from the Meeting room by a gypsum partition up to the slab.
  • The existing painted walls will be re-painted. Colors to be used in this space shall be agreed upon between the contractor and GIZ

B. Process description

The contractor is required to describe the key processes for the services for which he/she is responsible and create a schedule that describes how the services are to be provided.

In particular, the contractor is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors.

The contractor is required to draw up a personnel assignment plan that includes information on assignment dates (duration and expert days) and locations of his assignment.

C. Contractor qualifications and requested information

The contractor is required to provide at least five (5) references of similar works showing its capacities to complete the planned project with the required finishing quality.

The specified qualification and information below represent the requirements to reach the maximum number of points.

Qualifications:

  • Only Construction companies are allowed to apply no individuals’ applications will be accepted
  • Good business language skills in English, French and Kinyarwanda.
  • 5 years of technical experience in a similar area of work in Rwanda with proof
  • At least 5 references with proof of similar works
  • Provide an RDB Certificate as proof that the company is registered in Rwanda
  • Evidence that the company is VAT registered with RRA. (Attach the company’s VAT certificate)
  • The contractor shall also be expected to present evidence of tax clearance for the last three months (Valid tax clearance certificate)
  • The contractor should be willing to allocate at least 5 staff/ from his/her company to fully work on this project. C.Vs of these 5 staff/ should also be attached to the technical offer that will be submitted to GIZ

D. Timelines for the assignment:

  • Period of assignment: 5 weeks
  • Place of assignment: Kigali, Rwanda, Golden Plaza building

F. Briefing session

Interested applicants should be available for a site visit at the second floor of the Golden Plaza Building 16th January 2024 from 14:00 to 15:00. Only applicants who will be present for the site visit will receive the artwork and the Bill of Quantities (BoQ) for the assignment. (Essential for submission of tender documents).

G. Application

Only candidates who attended the Visit/briefing session will submit their applications (technical offer & financial offer) in separated & sealed envelopes.

The application should include:         

  1. Technical offer including a clear work methodology with Up-to-date CV of technicians and registration certificate from RDB and tax clearance.
  2. Financial offer with all breakdowns of costs in RWF, VAT excluded.

  • A cover letter expressing your interest in this assignment
    • Technical references,
    • a clear work methodology,
    • works schedule,
    • available equipment for the implementation of the works,
    • up to date CV of technicians involved in the implementation of the works
  • Company registration certificate (RDB) only registered companies can bid
  • VAT-Registration certificate
  • Latest tax clearance certificate
  1. Financial offer:

indicates the all-inclusive total contract price, supported by a breakdown of all costs. The costs must be in RWF and VAT excluded
