Context

General Context of GIZ

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate, Energy and Sustainable Urban Development, Digitalization and Digital Economy, Mineral Governance, Peace and Security in the Great Lakes Region.

Skills Development for Economic Transformation (SD4T)

Rwanda’s economic growth has been remarkable, annual growth rates averaged at eight per cent over the past two decades. Yet, unemployment (21.1 %) and underemployment (58.9 %) remain high. The majority of the population works in the agriculture sector, where incomes are low. Moreover, the number of young people entering the labour market is increasing. A large proportion of local companies are unregistered micro-enterprises which are not very competitive and cannot harness the long-term potential for growth. Most of them are only creating a handful of jobs at present. Domestic value creation, specifically in the light industrial sector is low and meets international standards only to a limited extent. At the same time, the professional skills of many job seekers do not match the requirements of the labour market.

With strategies like the National Strategy for Transformation (NST 1) and Made in Rwanda Policy, the Government of Rwanda is promoting skills development, the creation of off-farm jobs and domestic value creation. To contribute to the Rwandan Government’s strategy, the German Federal Ministry for Economic Cooperation and Development (BMZ) commissioned GIZ to implement the programme “Skills development for economic transformation (SD4T)” from 2023 to 2026, as part of the priority area “Sustainable Economic Development” of the Rwandan-German Development Cooperation. The programme is co-funded by the European Union (EU). The programme’s main political partners are the Ministry of Trade and Industry (MINICOM) and the Ministry of Education (MINEDUC). As a specific focus, SD4T supports the Government of Rwanda in stepping up its efforts for local inclusion and graduation of refugees out of humanitarian aid, which is reflected in the Joint Strategy on Economic Inclusion of Refugees and Host Communities in Rwanda (2021-2024) by MINEMA and the United Nations High Commissioner for Refugees (UNHCR).

The programme aims to create jobs and strengthen the competitiveness of micro, small and medium-sized enterprises (MSMEs) and cooperatives in the light manufacturing industry (e.g. furniture production, metal processing etc.) according to the principles of inclusivity, productivity, and environmental sustainability. This will be achieved by following an integrated approach to employment promotion, consisting of 1) the promotion of technical and vocational education and training to enhance the quality of labour supply, 2) private sector development to raise labour demand, and 3) economic policy advice to improve the matching of labour supply and demand. A specific focus is placed on the economic empowerment of women, refugees, and host communities.

Rationale for the assignment

In 2012, the Government of Rwanda initiated the establishment of Integrated Crafts Production Centers (ICPCs) in each District to increase and improve employment of local artisans. The ICPCs were created to serve as standardized and modern business centres that accommodate carpenters, tailors, and other artisans in one place for production and marketing of their products. Before the creation of ICPCs, artisans operated in scattered makeshift structures within residential areas. The establishment of ICPCs was also essential in facilitating technology transfer and technical skills development among the different operators within the ICPCs. Established centers contribute to the implementation of government’s National policies and strategies such as the National Skills Development and Employment Promotion Strategy (NSDEPS), National Strategy for Transformation (NST1) and Made in Rwanda Policy (MiR).

Soon after approval of that initiative, ICPCs in each district were set up, however, without a clear governance structure and a management model to strengthen them. All ICPCs started to report challenges with regards to management whereby their operators faced challenges to manage the centers efficiently. Moreover, essential skills were lacking, outdated technologies and equipment used were on the list of crucial challenges the centers faced, whom affected the competitiveness and reputation of ICPCs.

Together with the Partners (MINICOM, MINALOC and RDB), GIZ supported the development of the ICPC management model and since July 2019 they started its implementation as a pilot in seven selected ICPCs: Kayonza, Karongi, Muhanga, Bugesera, Rubavu,Gisagara and Rusizi. To ensure sustainability of the ICPC management model project, a national ICPC task force composed by MINICOM, MINALOC, RDB, BDF, GIZ and chaired by MINICOM suggested a continuation and replication of interventions and support in piloted ICPCs and roll it out in all remaining ICPCs countrywide. Based on the positive results of supporting the initial ICPCs and the demand from districts, MINICOM requested us to support three more ICPCs. Starting in April 2023: Nyanza, Rulindo, and Rwamagana ICPCs were added. One year into the project, the promising results from this support are already observable. 

Through this support, GIZ /Eco-Emploi Programme (Now, GIZ/SD4T) provided the technical support in piloted ICPCs by assigning qualified experts who worked as the managers responsible for all the operations in the centers, businesses’ development, and capacity building of operators in ICPCs.

Whereas another GIZ Programme focusing on the economic inclusion of refugees and host communities (ECOREF), supported ICPCs in capacity building and entrepreneurship development to ICPCs operators and graduates from vocational training institutions in Gisagara, Nyamagabe,Huye and Kirehe districts.

Furthermore, in consideration of the request from MINICOM and other concerned partners which recognized and appreciated the positive impacts of the project and proposed the continuation of the support, GIZ Skills Development for Economic Transformation Programme (SD4T) would like to hire a qualified consultancy company that will mobilize, equip, assist and facilitate a team of ten experts who will be assigned as ICPCs experts. The consultancy company will support to effectively deploy them in the 10 districts and ensure their effective support to ICPC management committees. The consultancy company will monitor and evaluate the performance of the ICPCs management committees and ensure the provision of trainings and capacity development program for the cooperatives and businesses operating in ICPCs.

Objectives of the assignment

In close collaboration with the Ministry of Industry and Trade (MINICOM), GIZ SD4T programme would like to initiate a tender for hiring a consultancy company to provide the support in strengthening the capacities of selected ten ICPCs through the implementation of the management and governance model.

Prior, the focus will be on reinforcing the managerial capacity of the ICPCs’ management committees and promoting competitiveness for companies and cooperatives operating within the ICPCs; the clear goal is to create sustainable jobs by promoting skills development through managerial and technical capacity building. Moreover, this assignment will contribute to the creation of conducive working spaces for youth, women, and people with disabilities (PWDs) within the targeted ICPCs. In addition, this intervention envisions to support the long-term financial and operational sustainability of ICPCs and mobilization of other stakeholders to contribute towards the improvement of infrastructures and the technical capacity of ICPCs operators.

The main objectives of this assignment are to:

  • Support the selected ICPCs to gradually acquire financial autonomy through effective management for their sustainability; thus, providing services that are substantial for increased competitiveness and economic growth of occupants (cooperatives & individual businesses).
  • Facilitate the execution of the proposed "Intervention Exit Strategic Plans" in piloted ICPCs while concurrently enhancing the financial capacity of the supported ICPCs.
  • Enhance collaboration between concerned ICPCs’ district boards and other stakeholders towards the sustainability of the intervention even beyond the support of GIZ.
  • Support the capacity development programme of ICPCs operators.
  • Integrate specific actions/measures to ensure greater participation and retention of women, youth, and persons with disabilities.
  • Prepare detailed documentation of successful implementation stories and outcomes to support the rollout of the intervention in other ICPCs.

Scope of work

This assignment will take place in Ten districts’ ICPCs: Kayonza, Karongi, Muhanga, Bugesera, Rubavu, Rusizi, Nyanza, Rwamagana, Rulindo and Gisagara. The consultancy company will assign one qualified consultant per ICPCThe assignment will be conducted over a one-year period. Thus, it will start in October 2024 and ends by October 2025 (12 months).

Tasks to be performed by the consultancy company.

In close coordination with GIZ and MINICOM, the contractor is required to strategically manage the implementation of activities in order to fully achieve the objectives described above. The contractor is responsible for providing the following services:

Assign a pool of ten consultants and ensure an effective implementation in the supported ICPCs:

The contractor will:

  • Assign ten consultants to the listed ICPCs (one consultant per ICPC) to support the management and businesses within ICPCs through, management advisory services and business management trainings, coaching and mentoring, access to finance, advisory on taxation, market information services, tendering assistance, facilitation of joint finance and financial linkages, facilitation of linkages for technological upgrading, peer-to-peer learning and networking, as well as advertising for supported businesses in ICPCs.

Support the implementation of the existing “Intervention exit strategic plans” in pilot ICPCs.

The contractor will:

  • Assess and propose a long-term strategy to achieve the financial and operational sustainability to make the ICPCs financially autonomous and diversify the ways they generate revenues.
  • Support and follow up the implementation of elaborated “Intervention exit strategic plans“in early piloted ICPCs whereby ICPCs’ consultants in (Muhanga, Rubavu, Karongi, Rusizi, Nyamata,Gisagara and Kayonza) will continue to implement the agreed plans.
  • Coach and provide on-the-job training to the ICPCs supporting staffs (Accountants, companies’ managers, etc.) for strengthening the capacity of the management teams in ICPCs.

Ensure a good collaboration between stakeholders:

The contractor will:

  • Ensure the effective implementation of a communication plan, to promote the flow of information between key stakeholders amongst the ICPC National Task Force Committee, District governance boards and the ICPC’s management committees.
  • Be expected to engage the ICPC district’s governance Boards and ensure that the district boards are proactively playing their role towards the development and sustainability of the centers.
  • Support the ICPCs’ management to strengthen the collaboration between the centers and TVET schools.
  • Support strengthening the collaboration of ICPCs with other stakeholders e.g., development partners towards employment.
  • Identify GIZ SD4T’interventions at district level and ensure linkage with ICPCs’ activities where applicable.

Support Nyanza Workforce Cooperative

Based on existing collaboration between GIZ SD4T and Nyanza district, regarding the promotion of economic inclusion of people with disabilities (PWDs) and their participation in light manufacturing sector; the contractor will provide the following services:

  • Collaborate with Nyanza district and its ICPC’s leaders to find a suitable training space (atelier) that meets the cooperative's needs at the ICPC Nyanza. The cost of training space will incur for 40 to 50 training days within the period of the contract.
  • Support technical and financial relocation (transport and other logistical needs from their current location to and within the training facility such as moving the equipment, etc..) of the cooperative and support to equip their new atelier with the necessary tools and equipment for their training.
  • Assess the training needs for this cooperative and organize training sessions to enhance their craft skills and provide opportunities for practice. The contractor will train 25 members and hand over training materials to the cooperative afterward. (The materials to procure are: Welding machine, bending, or folding machine, cutting machine and disc, sander, drilling machine, metal saw, measuring tape, hammer, and a square measurer.
  • Support to develop a business plan to promote their growth/sustainability and generate more income for the cooperative members.

Enhance networking and capacity development of ICPCs’ management committees.

The contractor will:

  • Coordinate the improvement of an existing “online exchange platform” for ICPCs’ committees and other ICPCs representatives to support exchanges regarding the experiences, business ethics, management practices etc...
  • Advise and support ICPCs to set up or improve an internal accounting and financial monitoring / reporting system for the centers.
  • Advise and support ICPCs to review and upgrade their business plans, highlighting financial projections until 2029.
  • Consult GIZ and MINICOM to analyse/check on the training programmes offered to the cooperatives in early supported ICPCs and prepare, organize the complementary training programmes; so as to avoid any overlap/duplication of activities.
  • Initiate the participants of cooperatives’ trainings in business management using relevant tools such as Microbusiness simulations games and savings game simulations.
  • Support the organization of exchanges between actors through study tours (in other ICPCS), networks etc...

Provide technical support to improve working conditions in centers:

The contractor will:

  • Consult the client to oversee an OHS/EHS checklist developed for each ICPC and support the implementation of agreed recommendations.
  • Support implementation of recommended measures in each ICPCs to improve working conditions and promote women participation in ICPCs.
  • Support the implementation of proposed designs (Elaborated by MICs) and set measures especially in wood workshops of targeted Centers.

The consultancy company will coordinate the implementation of activities in ten ICPCs and will provide advisory services to the ICPCs consultants to achieve their given tasks.

Deliverables

In close coordination with the GIZ/SD4T and MINICOM focal persons for this assignment, the consultancy firm is expected to perform and come up with the following deliverables:

General Deliverables of the assignment

  • Periodic monthly progress reports on the progress of activities in piloted ICPCs, including monthly reports for each ICPC, elements for the evaluation of the performance of ICPCs consultants in implementation of activities and clear recommendations for adjustments wherever needed.
  • Compiled documents and other deliverables tasked to the ICPCs experts.
  • Quarterly consolidated reports including presentations of results to the National task force.
  • Quarterly consolidated Progress reports on the implementation of “Intervention Exit strategy” and its evolution in each ICPC and recommendations for adjustments where necessary.
  • A document on proposed long-term strategy to achieve the financial and operational sustainability in ICPCs.
  • A business plan for Nyanza workforce cooperative
  • A detailed Actionable marketing strategy
  • A list of newly registered businesses
  • Concept notes of proposed incentives for promoting women participation in ICPCs.
  • Report on activities performed in line with workplace learning e.g. Number of interns, etc…
  • Training’s plan and methodology, tools, and materials to be used in training workshops.
  • Monthly reports on status of deliverables.
  • Special reports on performed activities between TVET and ICPCs vis a vis capacity building of ICPCs operators and TVET students.
  • Trainings reports including the list of certified participants.
  • communication plan, to promote the flow of information between key stakeholders amongst the ICPC National Task Force Committee, District governance boards and ICPC’s management committees.
  • Document on success stories of the implementation of activities and outcomes and recommendations for the roll out of intervention to the remaining ICPCs.
  • Assignment final report including a final presentation of results and way forwards.

Deliverables from the pool of consultants

  • Follow-on detailed action plan to transform an ICPC into a self-managed and self-financed center and to promote the economic growth of all ICPC’s operators.
  • Monthly updated economic data related to ICPC’s operators including business relationships with suppliers and vendors of their products. Inputs and outputs related to refugees shall be marked separately.
  • A plan to ensure the conformity of the ICPC infrastructure with the OHS/EHS regulatory frameworks, keeping in consideration all gaps identified in the ad hoc audit already executed.
  • Monthly reports on activities performed to support the economic growth of ICPCs Operators, including key parameters for the evaluation of their performance (including not limited to monthly/annual turnovers and rate of profit),
  • ICPC internal and external communication and Marketing strategies.
  • Copies of signed MoUs, minutes of meetings and contracts between ICPC ‘s operators and TVET schools or other service providers.
  • Progressive weekly reports and monthly, quarterly, and final cumulative reports on ICPCs activity.

Specific reports on the activities performed in regards with Businesses networking, exposure, and linkages to sources of financing.

Reporting and cooperation

The consultancy company will have a seat in Districts ICPC’s Governance board meetings and report to both the special National ICPC’ s Task Force headed by MINICOM and to GIZ/ SD4T Programme. The consultancy company will work in close cooperation with ten piloted districts (especially with the District ICPC governance Boards and District Business Development and Employment Units, BDEU) and with the piloted ICPCs members’ representatives, and other relevant stakeholders at the district level to ensure proper execution of the activities outlined in the contract.

At the end of this assignment, the full right on the documentation file is reserved to MINICOM and GIZ. At each step of the project, data protection should be respected jealously. (Documentation file includes all the developed documents related to this assignment such as reports, managerial and business plans, and guidelines, etc.) In case of any arising issues regarding the data protection and deliverables after the assignment is completed, the contracted company will be responsible and available for required support.

Concept

In the tender, the tenderer is required to show how the objectives defined in Chapter 2 (Tasks to be performed) are to be achieved, if applicable under consideration of further method-related requirements (technical-methodological concept). In addition, the tenderer must describe the project management system for service provision.

Note: The numbers in parentheses correspond to the lines of the technical assessment grid.

Strategy (1.1): The tenderer is required to consider the tasks to be performed with reference to the objectives of the services put out to tender (1.1.1). Following this, the tenderer presents and justifies the explicit strategy with which it intends to provide the services for which it is responsible (see Chapter 2 Tasks to be performed) (1.1.2).

The tenderer is required to present the actors relevant for the services for which it is responsible and describe the cooperation (1.2) with them.

The tender is required to present and highlight the interaction between the relevant actors in the contractor’s area of responsibility (1.2.1.) and indicate the strategy for establishing cooperation and then cooperating with the relevant actors (1.2.2.).

The tenderer is required to describe the key processes(1.4) for the services for which it is responsible and create an operational plan or schedule (1.4.1) that describes how the services according to Chapter 2 (Tasks to be performed by the contractor) are to be provided. In particular, the tenderer is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors (partner contributions) in accordance with Chapter 2 (Tasks to be performed) (1.4.2).

Project management of the contractor (1.6)

The tenderer is required to draw up a personnel assignment plan (1.6.2.) with explanatory notes that lists all the experts proposed in the tender; the plan includes information on assignment dates (duration and expert months) and locations of the individual members of the team complete with the allocation of work steps as set out in the schedule. The tender is also required to indicate contractor’s backstopping strategy (incl. CVs of technical and administrative back stopper) (1.6.3.).

Personnel concept

The tenderer is required to provide personnel who are suited to filling the positions described, based on their CVs (see Chapter 6), the range of tasks involved and the required qualifications.

The below specified qualifications represent the requirements to reach the maximum number of points in the technical assessment.

Team leader

Tasks of the team leader

  • Overall responsibility for the advisory packages of the contractor (quality and deadlines)
  • Coordinating and ensuring communication with GIZ, partners and others involved in the project.
  • Personnel management, identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts.
  • Regular reporting in accordance with deadlines
  • Produce the inception report.
  • Coordinate activities regarding support to Nyanza workforce cooperative and produce the specific report on this intervention.
  • Ensure good communication and collaboration between the company’s experts/ consultants and all partners involved.
  • Develop the overall draft report as well the assessment report for each ICPC which will inform the development and performance of ICPCs Committees:
  • Develop and submit the overall final report and a presentation to use in the National Task Force meeting.

Qualifications of the team leader

Education/training (2.1.1):

  • Having a university degree at MSc-level in Business Administration, Law, Project Management, Cooperatives and business management, Human Resources Management.

Language (2.1.2):

  • Fluent in both English and Kinyarwanda

General professional experience (2.1.3):

  • 10 years of experience in project management preferably in business administration and management context.

Specific professional experience (2.1.4):

  • Having led 5 comparable assignments (5 years of experience as project team leader or manager), preferably in financial management and implementation of projects proven by certificates of good completion.
  • 5 years working experience in development cooperation, three of which are specific to evaluation and learning proven by certificates of good completion.
  • Having conducted any research, study or worked with cooperatives in previous 3 years proven by CV.
  • 3 years working experience in Human resources management proven by certificates of good completion.
  • Having worked on two (2) assignments as team leader.

Leadership/management experience (2.1.5):

  • Having five (5) years in leadership/managerial positions managing and coordinating employees or consultants.

Development cooperation experience (2.1.7).

  • Having five (5) years of working experience with development partners.
  • Key expert 1An expert in capacity building, M&E and follow up of project’s activities.

Tasks of key expert 1

The following are the tasks of key expert 1:

  • Supervise the implementation of activities in supported ICPCs.
  • Advise ICPCs’ consultants and committees on issues related to reporting and evaluation formats.
  • Liaise and organize consultations and trainings with ICPCs’ consultants and local partners, including districts governance boards.
  • Support the development and the implementation of monitoring and trainings plans, concepts, and materials.
  • Present results and analyses to the Team Leader, GIZ and other concerned partners.
  • Follow up on various trainings conducted in supported ICPCs and develop a detailed and compiled trainings report at the end of the assignment.
  • Conduct other activities that contribute to achieving the objectives of the project.

Qualifications of key expert 1

Education/training (2.2.1):

  • University degree at MSc level in the social sciences with a focus on evaluation and research methods, economics, MBA, and qualifications in monitoring and statistical techniques, Cooperatives, and business management.

Language (2.2.2):

  • Proficiency in English and Kinyarwanda

General professional experience (2.2.3):

  • Five (5) years of work experience in Monitoring and evaluation of projects.

Specific professional experience (2.2.4):

  • 5 years’ experience as trainer in cooperatives’ organizations and management proven by the CV.
  • Having conducted two (2) workers’ trainings.

Development cooperation experience (2.2.7):

  • Having a 5 years’ work experience in development cooperation projects three of which are specific to projects with cooperatives organizations proven by certificates of good completion.

Short-term expert Pool with Ten (10) Members

For the technical assessment, an average of the qualifications of all specified members of the expert pool is calculated. Please send a CV for each pool member (see below Chapter 6 Requirements on the format of the bid) for the assessment.

Tasks of the short-term expert pool

The following are the tasks of consultants:

  • To supervise the implementation of business development plans of the ICPCs businesses & cooperatives and provide appropriate advice.
  • To support ICPCs’ wood operators in implementation of proposals/designs developed by Master instructor Carpenters (MICs) for wood workshops. At the end of this contract, the wood workshops in supported ICPCs shall be operating as recommended by the experts.
  • To develop the mid-term and annual performance-based contracts aiming at ranking the best performers therefore stimulate effective implementation.
  • To promote joint actions of ICPC’s operators in implementing common activities such as: joint purchase of raw materials, establishing joint showroom in the neighbouring town joint tendering, etc...
  • To track the status and follow up on the implementation of “Intervention exit strategy” proposal and adjust them, where deemed necessary and support their speedy implementation.
  • Build and/or strengthen the partnership between the neighbouring TVET schools with respective ICPCs in line with the implementation of workplace learning and placements. Furthermore, ensure concrete/tangible outcomes from the existing agreements.
  • To collaborate with Monitoring and Evaluation team of the client to establish and/or improve an effective data collection approach/method in the supported ICPCs.
  • To advise ICPC management on implementation of ICPC annual action plan retrieved from the 5yr business plans approved at the district and assist them to develop the following year’s action plan.
  • To plan and implement interventions related to the compliance of OHS/EHS based on the recommendations and set measures highlighted in each of ICPC checklist.
  • To continually ensure the growth of profitability for ICPC Operators and the increase of economical flow towards the Center self-financing according to the qualitative and quantitative objectives as defined by GIZ and the National Taskforce.
  • To identify interventions aiming at Improving technical and managerial capacities of MSMEs and Cooperatives in ICPCs.
  • To encourage/mobilize ICPCs operators to create a safe, modern, standardized, and well-organized Center.
  • To support ICPCs members selected within Incubation and Acceleration programme of NIRDA to effectively benefit from the acceleration services provided by the Wood Sector Facility and sensitize new actors for the upcoming opportunities.
  • To encourage and engage ICPC’s operators to participate to national and local tenders.
  • To support ICPC to put in place an actionable marketing strategy for products made in the ICPC including participation in trade fairs, etc.
  • To promote formalization of businesses operating in ICPCs.
  • Identify incentives needed to increase participation of women in ICPCs’ activities and engage key stakeholders for necessary actions.

Qualifications of the short-term expert pool

Education/training (2.6.1):

  • A bachelor’s degree in SMEs/cooperative management, Finance management, accounting, economics, business administration, project management, and similar options.

Language (2.6.2):

  • Fluent in English and Kinyarwanda

General professional experience (2.6.3):

  • 5 years’ professional experience in SMEs /Cooperatives and business management.
  • Experience (either by certificates or CV) in carpentry or wood industry.
  • Five (5) years of experience in organising workshops and trainings’ sessions.

Specific professional experience (2.6.4):

  • Having conducted business assessment, business counselling and coaching assignments to private operators..
  • Excellent Analytical, problem-solving, and organizational skills; Being acquainted with computer skills (in word and excel, power point…)
  • Clear and strong communication.

Development cooperation experience (2.6.6):

  • Having three (3) years of working experience with development partners’ organisations..

Requirements on the format of the tender

The structure of the tender must correspond to the structure of the ToRs. In particular, the detailed structure of the concept (Chapter 3) should be organised in accordance with the positively weighted criteria in the assessment grid (not with zero). The tender must be legible (font size 11 or larger) and clearly formulated. It must be drawn up in English language.

The complete tender must not exceed 10 pages (excluding CVs). If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered.

The CVs of the personnel proposed in accordance with Chapter 4 of the ToRs must be submitted using the format specified in the terms and conditions for application. The CVs shall not exceed 4 pages each. They must clearly show the position and job the proposed person held in the reference project and for how long. The CVs shall be submitted in English language.

Please calculate your financial tender based exactly on the parameters specified in Chapter 5 Quantitative requirements. The contractor is not contractually entitled to use up the days, trips. The number of days, trips and the budgets will be contractually agreed as maximum limits. The specifications for pricing are defined in the price schedule.

  • Technical Proposal (attached template for technical proposal MUST be used)

Financial offer:

Financial offer indicates the all-inclusive total contract price, supported by a breakdown of all costs as described in the specification of inputs. The costs must be in RWF and VAT excluded (Price sheet must be used).
