The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development; Good Governance; Climate, Energy and Sustainable Urban Development; Digitalization and Digital Economy; and regional projects in the Great Lakes Region. 

Context

GIZ Rwanda’s Project ‘Prevention of sexualised and gender-based violence’ (P-SGBV) with a special focus on women and girls is a joint Rwandan-German Development cooperation project implemented by GIZ, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The project works in close collaboration with its political and main implementation partner, the Ministry for Gender and Family Promotion (MIGEPROF) as well as Civil Society Organisations.

The project aims at improving the range of prevention measures offered by governmental and non-governmental actors, which should be aligned with recognised quality standards and improved for persons affected by SGBV. This shall be achieved, amongst others, by improvement of medical, psychosocial and legal service provision for persons affected by SGBV and the dissemination of knowledge about SGBV and available support structures throughout the country. A special focus is on people with disabilities (PWD) who experience challenges in accessing existing services and support structures and information on SGBV.

 It is in that context that GIZ is looking for a reputed and experienced company to supply the following sanitary items:

The assessment is divided into three stages: Eligibility check, technical and financial evaluation:

Eligibility criteria

Participating companies must meet the following eligibility criteria:

• The company must have a minimum experience of 3 years in Rwanda supplying similar items to different institutions. three Letters of Reference from the past three years from such institutions must be provided. 

• The company must possess a valid registration certificate (issued by RDB), VAT certificate (issued by RRA) and tax clearance certificate (issued by RRA). 

• The company must confirm in writing that the offer is valid until at least 4 weeks after the submission period has ended. 

Please submit the documentary evidence for the above criteria. Non-submission/Partial submission of commercial/technical documents mentioned above by any supplier will lead to a rejection of the entire bid. 

Technical Assessment

• The bidders are encouraged to include a company profile that displays they fulfil the eligibility requirements.
• The technical specification of each item proposed must meet the technical requirements as described above. The offer must provide clear and complete specifications of items proposed.
• As part of the technical evaluation process, GIZ will request eligible bidders to provide a sample of products based on the technical specification. This sample must be delivered to GIZ Rwanda’s Country Office in Kiyovu, 17 KN 41 St, Kigali within 3 working days upon instructions by GIZ’s Procurement Department.
• The cost of the sample is borne by the bidder. By submitting an offer, the supplier agrees that there is no additional charge for a sample of product to GIZ as a buyer. 

Upon completion of the technical evaluation, GIZ will inform suppliers when and where to pick up the samples. The samples must be in good condition and will be returned similarly after finalization of the evaluation. 

Financial Evaluation

• The financial evaluation will be done only in respect of those firms, which meet the eligibility criteria and the technical requirements.
• Offer must indicate the unit price of item and total price as per quantities given. Total amount of the price must be VAT exclusive, if applicable. 

Other conditions:

• Delivery place: The items will be delivered at SGBV office KN 16 St./Nr.61, Kiyovu Kigali, Rwanda
• Delivery period: the items must be delivered to GIZ within 14 days after signing confirmation of the order.
