1. General overview
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate and Energy, Digitalization, Extractive Governance and Peace and Security in the Great Lakes Region.
a. Skills Development for Economic Transformation (SD4T)Rwanda aspires to improve standards of living for all its citizens in the Vision of 2050. The Country is aiming to become a middle-income economy by 2035 and high-income economy by 2050. The Vision will be implemented through a series of seven-year National Strategies for Transformation (NST1), underpinned by detailed sectoral strategies that are aimed toward achievement of the SDGs and the Africa Agenda 2063. The NST1 came after the implementation of two, five-year Economic Development and Poverty Reduction Strategies—EDPRS (2008-12) and EDPRS-2 (2013-18), under which Rwanda experienced robust economic and social transformations. The growth averaged 7.5% over the decade to 2018 while per capita growth domestic product (GDP) grew at 5% annually. However, the rate of unemployment and underemployment is still prominent. With strategies like the NST 1 (2018-2024) and the Private Sector Development and Youth Employment Strategy (PSDYES), the Government of Rwanda is promoting skills development and the creation of off-farm jobs.’

b. Context About Nyanza District
Nyanza District is amongst the eight districts that form the Southern Province of Rwanda, and Nyanza City is the administrative chief town of this province. At present, the district is also the ‘capital’ for the Heritage Corridor Sub-Master Plan and recognized as the center for cultural enlightenment in Rwanda. The district is divided in 10 sectors covering a total surface of 672 square kilometers.
Commonly referred to as the “Igicumbi cy’Umuco n’Amateka” (Cultural and Historical Hub), Nyanza District is undoubtedly a cultural tourism destination, blessed with two public museums, the Kwigira Museum-Rwesero and the Kings’ Palace Museum (Rukali); a private museum known as the Rwanda African Art Museum; and the Mwima Mausoleum. Along with these remarkable tourism products, this beautiful destination has identified and well documented five heritage sites that form part of the National Heritage: Icyuzi cya Nyamagana, Mu Gakenyeri Kwa Musinga, Ku Bigega, Amariba ya Mutende, and Mututu.
In addition, there are certified premium trails, known as the "Nyanza Cultural Trails," where visitors can obtain an authentic traditional experience: The Royal Trail, and the Big-View Trail, certified as premium hiking trails, and the Gatagara Trail under the development. The trails offer hikers an incredible experience that blends hiking with discovering Rwandan history and culture.
Nyanza district vision is to become a cultural and historical tourism hub, fully functional with international competitiveness. This will be done through the valorization of key cultural and heritage resources into tourism products, that benefit both the communities and tourists visiting the district; by promoting domestic and international tourism in Rwanda.
About Rusizi DistrictRusizi District is one of the seven districts of the Western Province in Rwanda, bordering the Democratic Republic of Congo and Burundi. The district is fortunate to be part of the Nyungwe Tourism Destination Management Area and have Nyungwe Forest, a National Park with a diverse fauna and flora that attracts a large number of tourists. Rusizi District intends to be an outstanding green city in Rwanda.
The district is also surrounded by Lake Kivu, which serves as a tourist attraction as well as a stimulus for business growth owing to fish trade and other associated industries. The district has several accommodation facilities ranging from big four-star hotel to small guest houses as well as conference and meeting facilities. Rusizi is also proud to have the current second largest airport in Rwanda and is intending to extend the airport to support tourism.
Rusizi is endowed with tourism potentials and believe these can create employment hence transforming the economy of the district. This is intended to be achieved through the development of a tourism development plan that will guide the tourism in stakeholders’ coordination, tourism products development and diversification, marketing as well as the capacity building for the service providers.
Stakeholders involved in the promotion of Nyanza and Rusizi Districts Rwanda Cultural Heritage Academy (RCHA)
RCHA is a government institution with the main objective to preserve and promote the Rwandan language, culture, and historical heritage. It coordinates and promotes activities related to culture and creative activities. With the overall mandate to manage all national museums and heritage sites around the country, the academy is currently the core stakeholder in promoting cultural tourism in Nyanza and other parts of the country, with the aim of national economic development. Rwanda Cultural Heritage Academy has heritage sites under its management in Rusizi District.
Rwanda Development Board (RDB)RDB is a government institution set up by merging government institutions responsible for the entire investor experience under one roof. This includes key agencies responsible for business registration, investment promotion, environmental clearances, privatization, and specialist agencies that support the priority sectors of ICT, Tourism and small and medium enterprises (SMEs), and human capacity development in the private sector. RDB, in partnership with the RCHA, has been much involved in the development of the heritage sites, especially their signalization (both directional and informative).
Private SectorThe Rwanda Chamber of Tourism (RCOT) is one of the 10 professional chambers that currently exist under the umbrella of the Private Sector Federation (PSF) with a mandate of enhancing business opportunities through effective lobbying and advocacy for the tourism and hospitality industry in Rwanda. RCOT, in particular the Rwanda Hospitality Association (RHA), has been involved in the capacity building and coordination of its members to offer quality services to tourists. Apart from the RHA, other private sector stakeholders are to be involved in the marketing and promotion of this destination. This includes, amongst others, potential private investors, transport, retailers in different services used by tourists, the private museum, Rwanda Tours and Travel Association, Rwanda Safari Guides Association, and the Community-Based Tourism Association.
Development PartnersThe districts work together with a variety of development partners on several projects. The districts have been and will continue to collaborate with various development partners in the execution of a destination management plan in the tourism sector. The development partners' experts will provide technical support to the consultant in completing the specified duties.
Training Institutions
Training and skills development is key to ensuring that business has the necessary human resources to run successful businesses. There are several TVET schools as well as private training institutions which are key stakeholders to developing local destinations.
Local GovernmentThe local government plays a crucial role in the development of tourism in their daily work. They are responsible for creating an environment that is conducive to tourism planning, promoting, and regulating tourism. Nyanza and Rusizi District local authorities are taking the lead in working to promote their destinations as tourists’ destination and create marketing campaigns to attract visitors. Additionally, the district local authorities will strive to provide support for local businesses through strategies that encourage tourism.
Stakeholders Coordination and Collaboration
Stakeholder coordination and collaboration is essential to work towards the development and promotion of DMOs. Coordinated actions between the public and private sector will ensure that the destinations have successful tourism planning, management, marketing, product development and capacity building activities.
c. Timeframe of the assignmentGIZ shall hire the contractor for the anticipated contract term, from May, 2023 to February
2024. This is a 10 months’ consultancy starting from May 2023 ending in February 2024 with
possibility of extension to May 2024. After this time, an evaluation of the performance of the
consultant and the available resources will determine the renewal of the contract.
d. Task and responsibilities of the consultant
The consultant will be responsible for the following tasks, with a provided procurement budget set aside for the activities that require it.
The tasks listed below are the primary tasks of the destination coordinator. Additional task and responsibilities or changes to the consultant’s task and responsibilities are only permitted after consultation with GIZ tourism team, the technical team and depends on the acceptance of the consultant.
Stakeholders’ coordination and capacity building• Setting up the responsible technical teams and steering committee; members appointed with clear responsibilities and a working system as per the tourism development plan in Rusizi.
• Coordinating the technical team and steering committee in Nyanza
• Setting up the destination management organization for Rusizi and strengthening the destination management organization in Nyanza with a sustainable and realistic business model, a structure and a legal status
• Organizing regular meetings with the respective responsible teams and committees
• Acting as the focal person and linkage for all the involved internal and external stakeholders in the development of the destinations
• Advising the district on the needed destination coordination approaches and capacity development of district staff on tourism
• Attending and organizing regular meetings with relevant national institutions and national actors
• Establishing a monitoring system to measure tourism economic impact on the destinations
• Help in drafting projects proposals related to tourism
• Coordinating workshops between national and local stakeholders before every national event to maximize local involvement and economic benefit from events
Marketing
• Designing destination marketing strategies for Rusizi and implementing the existing marketing strategy for Nyanza
• Including newly developed tourism products and outlets that were recently developed in marketing campaigns
• Supporting the websites and social media platforms developer for Rusizi and Royal Nyanza
• Developing a brand image for Rusizi
• Supporting with the conceptualizing and development of physical tourist information services
Tourism product development
• Support in the development and implementation of a tourism development plan for Rusizi
• Support Rusizi District in conceptualizing the green city strategy in tourism
• Implementing the Destination Management Plan for Nyanza
• Identifying and developing of at least 10 new tourism products
• Designing a concept, organizing annual events like Inyambo Festival together with the involved partners
• Improving the concept and business plan for Nyanza information Centre and guide Rusizi District in establishing it
• Organizing other tourism events and coordination as assigned by the districts
II Tender requirements1. Qualification requirements for the consultant
• At least a bachelor’s degree in Travel and Tourism Management, Business Administration, Marketing and Communications, or a related field
• Demonstrated experience and deep understanding of the tourism sector with at least 5 years’ experience from developing new tourist products
• Demonstrated experience (at least 7 years) in developing and implementing comprehensive marketing, communications, and business development strategies
• Demonstrated experience (at least 5 years) in the preparation and delivery of websites, marketing collateral and other types of print, digital and social media; as well as proven capacity in public relations and media relations
• Knowledge of digital marketing and conversion methods, especially in the context of the tourism industry; with proven knowledge and understanding on how to drive sales revenue across a variety of online and offline platforms.
• Demonstrated experience (at least 5 years) in leading conversations, marketing data analysis and preparing key presentations and reports
• Excellent leadership, organizational and time management skills with the ability to multi-task and effectively prioritize competing demands (proven by 1 previous managerial position)
• At least 1 year experience in creating and registering companies and organizations would be an added value
• At least 1 year experience from developing tourist destinations and working with Destination Management Organizations is highly valued.
• At least 5 years of experience in Tourism in Rwanda. International experience is an added valued
• Excellent interpersonal and problem-solving skills with team spirit
• Fluency in both English and Kinyarwanda is compulsory (manifested in CV). Knowledge of French will be an added value
