2.1 Duration of contract 

GIZ shall hire the contractor for the anticipated contract term, from 01/11/2024 to 30/05/2025.

3. Concept 

3.1 Technical-methodological concept

 Strategy:

  • The tenderer is required to consider the tasks to be performed with reference to the objectives of the services put out to tender. The bidder presents and justifies the strategy with which it intends to provide the services for which it is responsible.
  • The tenderer is required to present the actors relevant for the services for which it is responsible and describe the cooperation with them.
  • The tenderer is required to present and explain its approach to steering the measures with the project partners and its contribution to the results-based monitoring system.
  • The tenderer is required to describe the key processes for the services for which it is responsible and create a schedule that describes how the services to be provided or performed. In particular, the bidder is required to describe the necessary work steps and, if applicable, take account of the milestones
  • The tenderer is required to describe its contribution to knowledge management for the partner and GIZ and promote scaling-up effects (learning and innovation).
  • Other specific requirements include crosscutting issues (gender, capacity building and regional cooperation -based indicators).
  • The indicators need to take into consideration the crosscutting issues including Gender, capacity development to mention few.

3.2 Project management of the contractor

The tenderer is required to explain its approach for coordination with the GIZ project. In particular, the project management requirements must be explained in detail.

The tenderer is required to draw up a personnel assignment plan with explanatory notes that lists all the experts proposed in the tender; the plan includes information on assignment dates (duration and expert days) and locations of the individual members of the team complete with the allocation of work steps as set out in the schedule.

4. Personnel Concept 

4.1 Qualification of proposed staff 

4.1.1 EXPERT I: SOIL SCIENTIST/AGRICULTURE SPECIALIST

General qualifications

The expert is required to have the qualification and experience that include:

  • Education/training: at least master’s degree or equivalent in Agriculture, Agriculture economics, and Food Security, Crop Science, Plant biotechnology, Agronomy or any related field proven by academic degree.
  • General professional experience: Proven experience working on carbon markets and/or GHG measurement and carbon stock.
  • Specific professional experience: Proven experience working in the sector of agriculture, in climate change and/or GHG mitigation context.
  • Having skills in quantification of GHG emissions in agriculture sector
  • Development Cooperation experience: Excellent coordination and partnership (at least 1 year working experience with public or any other development partner)
  • skills in conducting climate change assessment in agriculture sector proven by one certificate of good completion or 2 publication links.
  • 1 year Experience in capacity building and development is an asset

Experience in the knowledge of the country

The expert is required to have been working in Rwanda at least for 4 years non- successive as a researcher or individual consultant for the topic of assessing the climate change impacts in field of agriculture or soil management

Language skills

The expert will be is required to be fluent in English (C2) and Kinyarwanda. French will be an added advantage.

4.1.2 EXPERT II: ENERGY SPECIALIST

General qualifications

The expert is required to have the qualification and experience that include:

  • Education/training: At least MSc in energy engineering, renewable energy, science materials, or energy systems or any related field proven by academic degree.
  • General professional 1 year experience: Having skills in conducting climate change assessment in the energy sector proven by one certificate of good completion or 2 publication links.
  • Specific professional experience: Proven 2-year experience working in the sector of energy, in climate change and/or GHG mitigation context.
  • Having skills in quantification of GHG emission in energy sector
  • Development Cooperation experience: Excellent coordination and partnership (at least 1 year working experience with public or any other development partner)
  • 1 year Experience in capacity building and development is an asset

Experience in knowledge of the country

The expert is required to have been working in Rwanda at least for 4 years non- successive as a researcher or individual consultant for the topic of assessing the climate change impacts in field of energy

Language skills

The expert will be is required to be fluent in English (C2) and Kinyarwanda. French will be an added advantage.

 4.1.3 Expert III: Forestry Specialist

General qualifications

The expert is required to have the qualification and experience that include:

  • Education/training: at least master’s degree or equivalent in in forestry, agroforestry, ecology, or botanyor any related field proven by academic degree.
  • General professional 1 year experience: Having skills in conducting climate change assessment in the forestry sector proven by one certificate of good completion or 2 publication links.
  • Specific professional 2-year experience: Proven experience working in the sector of forestry in climate change and/or GHG mitigation context.
  • Having skills in quantification of removals in forestry sector
  • Development Cooperation experience: Excellent coordination and partnership (at least 1 year working experience with public or any other development partner)
  • 1 year Experience in capacity building and development is an asset

Experience in the knowledge of the country

The expert is required to have been working in Rwanda at least for 4 years non- successive as a researcher or individual consultant for the topic of assessing the climate change impacts in field of forestry.

 Language skills

The expert will be is required to be fluent in English (C2) and Kinyarwanda. French will be an added advantage.

 4.1.4 Expert IV: Livestock specialist

General qualifications

The expert is required to have the qualification and experience that include:

  • Education/training: at least master’s degree in animal production, Animal Science, Animal Nutrition, animal biotechnology or veterinaryor any related field proven by academic degree.
  • General professional 1 year experience: Proven experience working on carbon markets and/or GHG measurement and carbon stock.
  • Specific professional experience: Proven 2-year experience working in the sub-sector of livestock, in climate change and/or GHG mitigation context.
  • Having skills in quantification of GHG emissions in livestock (different animal species)
  • Development Cooperation experience: Excellent coordination and partnership (at least 1 year working experience with public or any other development partner)
  • skills in conducting climate change assessment in livestock sub-sector proven by one certificate of good completion or 2 publication links.
  • 1 year Experience in capacity building and development is an asset<

Experience in the knowledge of the country

  • The expert is required to have been working in Rwanda at least for 4 years non- successive as a researcher or individual consultant for the topic of assessing the climate change impacts in field of livestock management.

Language skills:

Fluent in English (C2) and Kinyarwanda. French will be an added advantage.

 5.Costing requirements 

5.1 Assignment of personnel and travel expenses

Per-diem and overnight accommodation allowances are reimbursed as a lump sum up to the maximum amounts permissible under tax law for each country as set out in the country table in the circular from the German Federal Ministry of Finance on travel expense remuneration (downloadable at https://www.bundesfinanzministerium.de).

Accommodation costs which exceed this up to a reasonable amount and the cost of flights and other main forms of transport can be reimbursed against evidence

All business travel must be agreed in advance by the officer responsible for the project.

5.2 Sustainability aspects for travel

GIZ would like to reduce greenhouse gas emissions (CO2 emissions) caused by travel. When preparing your tender, please incorporate options for reducing emissions, such as selecting the lowest emission booking class (economy) and using means of transport, airlines and flight routes with a higher CO2 efficiency. For short distances, travel by train (second class) or e-mobility should be the preferred option.

If they cannot be avoided, CO2 emissions caused by air travel should be offset. GIZ specifies a budget for this, through which the carbon offsets can be settled against evidence.

There are many different providers in the market for emissions certificates, and they have different climate impact ambitions. The Development and Climate Alliance (German only) has published a list of standards (German only). GIZ recommends using the standards specified there.

Calculate your financial bid exactly in line with the quantitative requirements of the specification of inputs above. There is no contractual right to use up the full days/travel or workshops or budgets. The number of days/travel/workshops and the budgets will be contractually agreed as maximum amounts. The regulations on pricing are contained in the price schedule.

6.Requirements on the format of the tender

The contractor must submit the following documents: (i) the CVs of the four (4) short-term experts (maximum 4 pages per CV), (ii) a financial proposal (daily fees/honorarium) and (iii) a proposed methodology concept (not more than 4 pages maximum). The concept shall briefly describe how the proposed short-term experts are planning to carry out the assignment and implement the planned activities in a manner that ensures the successful achievement of all the objectives and the timely submission of all the scheduled deliverables with high quality.

All documents must be submitted in English. Exception may only apply to reports from previous similar assignments that were conducted by the contractor and might be submitted in French.

If the maximum page required length is exceeded in a submitted document under this tender, the content appearing after the cut-off point will not be included in the assessment. External content (e.g. links to websites) will also not be considered. There are no additional required documents besides those listed above that need to be submitted for this tender and that should be considered in the assessment
