The selected contractor must complete the project within three and a half (3.5) months of contract signing.

Period of assignment: from 15 June 2024 until 30 Aug 2024.

GIZ owns all intellectual property rights, the complete website and dashboard content, and all work performed under this assignment’s service contract.

Concept

For the bid, the bidder is required to show how the objectives defined in Chapter 2 & 3 are to be achieved, if applicable under consideration of further specific method-related requirements (technical-methodological concept). In addition, the bidder must describe the management system for service provision. This should also include a contingency concept if the timeline of the development of the system changes due any impediments.

Technical-methodological concept

The bidder is required to consider the tasks to be performed with reference to the objectives of the services put out to tender. Following this, the bidder presents and justifies the strategy with which it intends to provide the services for which it is responsible.

The bidder is required to present the actors relevant for the services for which it is responsible and describe the cooperation with them. Experts in the field of web development.

The bidder is required to present and explain its approach to steering the measures with the project partners.

The bidder is required to describe the key processes for the services for which it is responsible and create a schedule (project plan) that describes how the services according to the above sections are to be provided. In particular, the bidder is required to describe the necessary work steps and milestones to complete the project.

Personnel Concept

The bidder is required to provide personnel who are suited to filling the positions described, based on their CVs, the range of tasks involved and the required qualifications.

The below specified qualifications represent the requirements to reach the maximum number of points.

Expert 1: Team Lead/Key Account Manager

Experience & Technical expertise.

• Experience in project management, including planning, executing, and delivering complex IT projects.
• Strong leadership and communication skills to effectively manage teams and stakeholders.
• Proficiency in gathering and analysing requirements from stakeholders.
• Strong analytical and problem-solving skills to identify and translate project needs into actionable tasks.

Qualifications required.

• Master’s degree in project management, business administration, or a related field.
• 5+ years of experience in project management, with progressively increasing responsibilities and successful project deliveries.

Expert 2: Full-Stack developer

Experience & Technical expertise.

• Proficiency in front-end web technologies such as HTML, CSS, and JavaScript.
• Experience in building responsive and accessible websites.
• Knowledge of front-end frameworks and libraries such as React, Angular, or Vue.js.
• Understanding of cross-browser compatibility and web performance optimization techniques.
• Proficiency in server-side programming languages such as Python, Java, or PHP.
• Experience in designing and implementing databases using SQL or NoSQL technologies.
• Knowledge of web frameworks such as Django, Ruby on Rails, or Node.js.
• Familiarity with web services, APIs, and data retrieval and storage integration techniques.

Qualifications required.

• Master’s degree in computer science, software engineering, or a related field.
• 5 years’ experience in front-end and back-end web development, including server-side programming database design and integration.

Expert 3: Data Engineer

Experience & Technical expertise.

• Strong knowledge of data integration techniques and technologies.
• Experience in working with databases, data warehouses, and ETL processes.
• Proficiency in programming languages such as Python or SQL for data manipulation and retrieval.
• Understanding of data quality, data governance, and data security best practices.

Qualifications required.

• Master’s degree in computer science, data engineering, or a related field.
• 5 years of experience in data engineering, working with databases, ETL processes, and data integration techniques.

Expert 4: UI/UX Designer

Experience & Technical expertise.

• Proficiency in UX/UI design tools such as Sketch, Figma, or Adobe XD.
• Strong understanding of user-centered design principles and usability testing.
• Ability to create wireframes, prototypes, and user flows to guide the development process.
• Knowledge of accessibility standards and best practices for inclusive design.

Qualifications required.

• Master’s degree or advanced certification in user experience design, interaction design, or a related field.
• I have 5 years of experience in UX/UI design and a strong portfolio that showcases user-centred design principles and practical design solutions.

Expert 5: Web developer

Experience & Technical expertise.

• Proficiency in graphic design tools such as Adobe Photoshop, Illustrator, or Sketch.
• Strong understanding of user experience (UX) principles and ability to create visually appealing and user-friendly website designs.
• Knowledge of responsive design principles and the ability to optimise designs for different devices and screen sizes.
• Familiarity with the latest design trends and best practices for modern website interfaces.

Qualifications required.

• Master’s degree or advanced certification in graphic design, web design, or a related field.
• I have five years of experience in web design, graphic design, or related roles, and my portfolio demonstrates proficiency in creating visually appealing and user-friendly designs.

Costing requirements

The bidder is required calculate their financial tender based exactly on the parameters specified in the inputs. The contractor is not contractually entitled to use up the days or budget in full. The number of days and the budget will be contractually agreed as maximum limits.

The bidder must also provide an estimation of the quantity of web tools, plugins, SSL certificates, and any additional tools necessary to fulfil the project requirements outlined in the inputs.

Requirements on the format of the bid

The structure of the bid must correspond to the structure of the ToR. In particular, the detailed structure of the concept. The bid should be drawn up in English (language).

The CVs of the personnel proposed in accordance with the Personnel Concept section of this ToR must clearly show the position and job the proposed person held in the reference project and for how long. The CVs should also be submitted in English (language).

The Expression of Interest will be evaluated based on the following criteria:

• Personnel offer
• Financial offer.

The EoI should contain the following:

For Technical Proposal:

• A Cover letter expressing interest in this assignment.
• Technical Proposal with a brief description of why you would be considered as the most suitable for the assignment, relevant expertise, and a detailed clear methodology, on how will be your approach and complete the assignment. It should be formatted, font type ARIAL, fond size 11, and should be clearly formulated. The offer should be drawn up in English language.
• The CVs shall not exceed 4 pages.
• Business /company registration certificate
• Tax clearance certificate.
• References and recommendations of similar works executed in Rwanda for the Financial Proposal:
• The Financial Proposal indicates the all-inclusive total contract price, supported by a breakdown of all costs. The cost must be in Rwf, and VAT must be excluded.
