JOB DETAILS:

1. Background:
The Government of Rwanda (GOR) recognizes the rights for its citizens to access decent and affordable housing. As a result, a strong policy framework and program to support the development of affordable housing projects were established. The Affordable housing program aims at not only addressing the existing housing backlog but also meeting the rising housing demand for Rwandans, Servicing of affordable housing sites with basic infrastructure was identified by the Government as one of the enabling factors for the development and supply of affordable housing.
2. Objective of the assignment:
The BRD seeks to recruit a 360 degrees Public Relation (PR) and Creative Agency (“The Agency”) to facilitate increased uptake of mortgages in Rwanda through conducting a top-of-the-mind awareness campaign on the Rwanda Housing Finance Project (RHFP) in order to motivate and appeal to the end-user public and stakeholders, educating consumers on the benefits and opportunities from Rwanda Housing Finance Project (e.g., acquiring decent homes, affordable interest rates, sharing urban infrastructure in the affordable housing estates), and on the benefits from Long-term housing financing at affordable rates geared to support the middle and lower-income earners to acquire decent affordable homes.
3. Scope of work
The primary responsibility of the Agency will be to support the Project Implementation Unit (PIU) at BRD to ensure there is timely, relevant, and up-to-date communication services to targeted stakeholders. The Agency will provide the necessary training and updates to the PIU to build institutional capacity and ensure the timely and effective delivery of the project’s awareness objectives.
4. Contract duration:
The consultancy work will be conducted within Twenty-four (24) calendar months starting from the date of contract signing

The Development Bank of Rwanda (BRD) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are the following:
• A minimum of five (5) years of professional experience in development communications, public relations, journalism, marketing, or a related field.
• Capacity and proven experience in crafting and implementing public relations strategies
• Capacity and proven experience in crafting messages and products in various formats (press releases, websites, success stories, audio, video, blog entries, tweets, etc.) targeting a variety of audiences
• At least having accomplished three (3) similar assignments in Eastern Africa to undertake creative communications
• Demonstration of at least three similar assignments in creative communications proven by reference letters of successful completion indicating nature, type, and scope executed in the past five years (2020, 2019, 2018, 2017, 2016)
• At least having accomplished three (3) similar assignments in public awareness proven by reference letters of successful completion indicating nature, type, and scope executed in the past five years (2020, 2019, 2018, 2017, 2016).
• The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications, and a number of key staff. Do not provide a CV of staff).
N.B:
• Key Experts will not be evaluated at the shortlisting stage and at least the best five (05) firms will be shortlisted for the next stage.
5. Selection process
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revise November 2017, August 2018, and November 2020) (“Consultant Guidelines”) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
