Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Great Lakes Region and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology), Natural Resources, Peace and Security and Sexual and gender-based violence (SGBV).

Context
The Kigali Special Economic Zone (KSEZ) was set up to facilitate FDI, job creation and economic diversification in Rwanda. KSEZ was born out of SEZ policy of 2008. The development and management of KSEZ is directly under the mandate of three key stakeholders, namely:

MINICOM: The Ministry of trade and industry oversees KSEZ operations through supervision as one of the projects under its supervision.
RDB: Rwanda Development Board (RDB) is the regulator of the Special Economic Zone
PEZ: Prime economic zones ltd promotes, develops, and operates the Kigali special economic zone

Whereas KSEZ was set up to drive industrial growth through export promotion, job creation, manufacturing, and innovation, the IP has faced several challenges which have hindered its growth. These challenges include:

Inefficient and ineffective utilization of industrial park resources (such as parking and handling visitors)
Poor communication between park management and tenants
Navigation within the park for both visitors and tenants
Poor business linkages between KSEZ and the wider business community
The inability for real-time incident management
Inefficient factories monitoring (health and safety environment)
Limited access to information on employment and employability within KSEZ

It is in this regard that GIZ and the PEZ, are looking for a competent Consulting Firm with knowledge of IoT and sensor integrated and embedded systems to build test and deploy a smart cities sensor project in the Kigali Special Economic Zone.

Specific Context:
GIZ in collaboration with PEZ seeks to develop a sensor smart cities platform, for the KSEZ to improve cluster performance for competitiveness, innovation, productivity, and the creation of employment and efficiency of the user experience in the KSEZ. The platform shall enable users to share different information tied to goods, and services and easily and efficiently connect with the KSEZ Ecosystem.

Rationale/Objective
The Sensor platform specifically seeks to strengthen the corporate ecosystem within the KSEZ through:

Improving management of entrances and exits into the zone by logging and tracking check-ins and checkouts at all levels of the park.
Some sensors can be dedicated to aspects of climate change and circularity for insurance of air quality measurements, water quality, and consumption and waste management pollution levels.
Accountability of the park management with usable logged data.

The Sensor Platform shall be layered but not limited to the following proposed components/processes:

Management of entry and exit points for logs (cars, tracks, packages and people among others)
Tenant safety (fire, electricity, water, etc for both emergency and consumption logging)
Utility measurements (water, electricity outage, etc)
PEZ/KESZ, analytics dashboard AIDC sensors and scanners monitoring

Tasks to be performed by the contractor
GIZ is therefore looking for a competent Consulting Firm with knowledge of IoT and sensor integrated and embedded systems to build test and deploy a smart cities sensor project in the KSEZ.

Specific tasks to be performed include:
A collection of expounded diagrams of all the subcomponents under each component of the proposed sensor platform. For example, under check-in checkout - specify the subcomponents, Under, water and air quality management – specify the subcomponents, and so on for all components.
Provision of a revised list of channels to access the Sensor platform for the various business processes with their required mode of operation.
In partnership with GIZ team design iterations for the proposed build of all the components of the Sensor platform and their roll-out. The system will be designed with an agile approach with components deployed in iterations, all functionalities do not have to be operational for the system to be ready for deployment, therefore iterations must be designed for vertical integration.
Produce a revised system architecture with specific component detail and processes, like data management, flows, disaster and risk recovery, encryption modules, etc.
Design, build, test, iterate, improve, and deploy the Sensor platform with all components working seamlessly
Conduct a risk assessment of each Sensor platform and document a mitigation strategy for all identified risks for business continuity.
Ensure data protection and data security as well as privacy based on Rwandan data protection standards of the entire Sensor platform
Design APIs and integrate the entire Sensor platform to external interfaces of for example telecom service providers.

Work package1: Review business processes and design iterations
Propose a list of all business processes related to the Sensor platform. These must be shared as part of the Bid (Functional and non-functional requirements and sensors)

The Consulting Firm will work with GIZ and PEZ to review iterations for a seamless rollout of the system.

Work package 2: Build, Test and Deploy System
Build, test, and deployment of the Sensor platform. The Consulting Firm should design and follow a series of iterations (designed in work package 1) to build the system and follow the iterations in an agile manner that is guided by the product owner from GIZ. All functionalities do not have to be operational for the system to be deployed, therefore iterations must be designed and deployed incrementally.

Work package 3: Integrations
The consulting team must consolidate all source code and user knowledge about the Sensor platform to connect with additional systems for the management of the park.

Ensure and prepare the Sensor platform to connect with telecom service providers.
Ensure the overall data protection and privacy is implemented with grade encryption and data is segregated based on user base cases and team requirement standards.

Work package 4: Training and Capacity building
Training and capacity building of the GIZ and PEZ teams on the use of the systems

Documentation of all modules of the Sensor platform
Risk, disaster, and recovery measures as well as a business continuity plan for the Sensor platform.
Detailed definition of the target group and their needs for training
Define formats of the training/ of the training sessions
The curriculum includes the training objectives and content that will be used during the training.
Design of training materials and exercises to facilitate knowledge transfer
Timeline of the training.

Expected Deliverables

The following deliverables shall be delivered to the Client:
Deliverable1: Inception report detailing the Consulting Firm/Consultants' understanding of the assignment and the methodology to be employed to complete the assignment; roadmap with specific, clear, and detailed milestones with their respective implementation, and deployment timelines to ensure timely system delivery.
Deliverable 2: Produce the detailed system architecture, module and system integration architecture, system hierarchy/level diagram, system & user manuals, and system entity relationship diagram of the newly developed system or any other system-related documentation
Deliverable 3: Deploy the newly developed system to two (2) separate environments (development and production environment), and locations (applications and database servers). Consulting Firm will produce and deliver detailed documentation of the new server deployment and configuration.
Deliverable 4: migrate, import any existing data to the newly developed Sensor Platform, and whenever required perform cleaning, and staging for data consistency and harmonization.
Deliverable 5: Integrate with the existing infrastructure ensure smooth system components communication, integration, and flow of data
Deliverable 6: Assist and participate in status assessment of the existing infrastructure base available at PEZ ready to be connected to the Sensor platform and ensure smooth system components communication, integration, the flow of data
Deliverable 7: Hand over shall include but is not limited to system source code, repositories, packages, libraries, development and production environment, system credentials, and/or any other system-related artefact, dependencies
Deliverable 8: Elaborate and implement a knowledge transfer plan and roadmap with specific training milestones, outcomes, and timeline to strengthen and increase the capabilities of the staff’s dedicated technical support team.
Deliverable 9: Overseeing full operationalization and increased usability by users and proposing corrective or preventive measures and strategies accordingly to mitigate any future risks.
Deliverable 10: Ensure and strive for 100% of support request tickets are closed with successful and timely support as per SLA conditions as well as per the critical level of the request.
Deliverable 11: Ensure that required reports are timely submitted and adjust accordingly as per respective feedback received from all different involved stakeholders.
Deliverable 12: Conduct training and knowledge transfer for PEZ staff on all the modules.
Deliverable 13: Produce a final sign-off detailed report at the completion of the assignment that includes all achieved milestones, challenges faced, mitigation strategies used and recommendations that can guide future similar assignments.

Organization and Supervision Arrangements
The Consulting Firm/Consultants will work daily with GIZ and PEZ Technical Team.

Reporting Requirements

The Consulting Firm/Consultant is required to report directly to GIZ and PEZ.

The following reports shall be submitted in English:

Inception Report
This report shall be given two (2) weeks after the commencement of the assignment detailing but not limited to the approach and methodology, proposed work plan for undertaking the assignment, and implementation timeline scheduling of the assignment. It should be submitted in three (2) copies to the assigned Project Manager.

The Phases Completion Reports
This report shall constitute a summary of the accomplished work for each phase and shall reveal in detail the achieved milestone and the work plan for the coming phase. The report shall also identify the problems encountered during the implementation of previous phases and the suggested measures and needed help from the Client to facilitate the next phase of work. This report should be submitted after each phase.

Training Report
The Training Report will contain all the details about the training conducted to the designated technical team with specific topic done under the Consulting Firm/Consultants Supervision. The report will also contain all the related materials, diagrams and manuals used in the training and for future reference.

The Draft Final Report
This report will elaborate all activities undertaken during assignment execution including all project documentation. This will include all the system and software development documentation and manuals.

The Final Report
The final report shall incorporate comments/ feedback from PEZ and GIZ on the draft report.

Milestones:

The contractor is requested to provide an implementation plan for the project incl. the following milestones: Integrations of the Sensor Platform and service level support.

Period of assignment: From as soon as possible until 30/03/2023.

Concept

In the bid, the bidder is required to show how the objectives defined in Sections 3.1 to 3.3 are to be achieved, if applicable under consideration of further specific method-related requirements (technical-methodological concept). In addition, the bidder must describe the project management system for service provision for this development, it is preferable that in the technical offer the bidder stipulates the number of sprints required for the development, testing, and deployment. This should also include a contingency concept if the development work has to be transferred into a virtual format due to any Corona Pandemic.

Technical-methodological concept
Strategy: The bidder is required to consider the tasks to be performed with reference to the objectives of the services put out to tender (see Sections 2 to 2.3). Following this, the bidder presents and justifies the strategy with which it intends to provide the services for which it is responsible.

The bidder is required to present the actors relevant to the services for which it is responsible and describe the cooperation with them. Experts in the field of Software development and system integration for the Sensors Platform.

The bidder is required to present and explain its approach to steering the measures with the project partners PEZ and GIZ

The bidder is required to describe the key processes for the services for which it is responsible and create a schedule (project plan) that describes how the services according to Sections 2 to 2.3 are to be provided. In particular, the bidder is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors in accordance with Section 2.

The bidder is required to draw up a personnel assignment plan with explanatory notes that lists all the experts proposed in the bid; the plan includes information on assignment dates (duration and expert days) and locations of the individual members of the team complete with the allocation of work steps as set out in the schedule.

Personnel concept
The bidder is required to provide personnel who are suited to filling the positions described, based on their CVs, the range of tasks involved, and the required qualifications.

The below-specified qualifications represent the requirements to reach the maximum number of points.

Team Leader – Project Lead

Tasks of the team leader
Overall responsibility for the advisory packages of the contractor (quality and deadlines) of this project.
Ensure timely and quality delivery of key deliverables of work packages.
Coordinating and ensuring communication with GIZ, partners, and others involved in the project
Personnel management, identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts

3 years’ experience in project methodologies, software architecture, governance, enterprise documentation, infrastructure migration, development team evolution, and IT support.
3 years’ experience KPI designing, data modelling, determining dimensions
Leadership/management experience (2.1.5): 5 years of hands-on experience in implementing IT projects, managing teams, and delivering IT projects on schedule.

Expert 1: Technical Architect

Revise the business process alongside the project lead and the team developing the system
Produce an overall system architectural plan for development
Align with the project lead to follow the sprints and ensure development is on time
Ensure that the development process fits within the scope of the architecture and the developed system meets the required standards and quality

Qualifications of Technical Architect
Education/training (2.2.1): Master’s Degree university degree in IT, Computer Science/Information Technology, or related field
Language (2.2.2): Level C1 English Level C1 English is mandatory
General professional experience (2.2.3): 5 years’ Proven experience in system architecture and/or developing high quality, robust Enterprise Applications involving complete SDLC.
Specific professional experience (2.2.4): 5 years’ experience in

Qualifications of Senior UI/UX designer/specialist
Education/Training (2.5.1): Bachelor's Degree in Graphic/web design, visual design, human-centered design (HCD), or similar fields or equivalent education/experience.
Language (2.5.2): Level C1 English Level C1 English is mandatory
Professional experience (2.5.3): 5 years of proven work experience as a UI/UX Designer, Product Designer, or similar role
A 3-year portfolio of professional design projects that includes work with web/mobile applications.

The bidder must provide a clear overview of all proposed short-term experts and their individual qualifications.

The contractor will facilitate the organization of the different workshops/studies described, but the expenditures related to those activities will be fully covered by the DSSD program only within the duration of this assignment.

Inputs of GIZ or other actors

GIZ DSSD is expected to make the following available:
DSSD will provide the venue as well as catering during the induction phase of the knowledge transfer for the adoption of the sensor platform (if physical event)
DSSD will provide learning equipment such as chairs, tables, projectors, and whiteboards, as well as a reliable internet connection.
GIZ will handle catering for all training sessions of PEZ staff conducted at the Digital Transformation Center.

Requirements on the format of the bid
The structure of the bid must correspond to the structure of the ToRs. In particular, the detailed structure of the concept (Section 3) is to be organized in accordance with the positively weighted criteria in the assessment grid (not with zero). It must be legible (font size 11 or larger) and clearly formulated. The bid is drawn up in English (language).

The CVs of the personnel proposed in accordance with Chapter 7 of the ToRs must be submitted using the format specified in the terms and conditions for application. The CVs shall not exceed 8 pages. The CVs must clearly show the position and job the proposed person held in the reference project and for how long. The CVs should also be submitted in English (language). If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. Please ensure that CVS is accompanied by copies of qualification certificates (Do not provide originals).

Please calculate your price bid based exactly on the costing requirements. In the contract, the contractor has no claim to fully exhaust the days/travel/workshops/ budgets. The number of days/travel/workshops and the budget amount shall be agreed in the contract as ‘up to’ amounts. The specifications for pricing are defined in the price schedule.
