TERMS OF REFERENCE FOR E-LEARNING FOR IMMUNIZATION

 Background

Since its establishment in 1980, the immunization program in Rwanda has developed its capacity to deliver immunization services and reach the most remote areas in the countries. The program started by six antigens in the routine and expanded to introduce new vaccines to the number of 7 antigens currently being delivered in routine immunization. The program extended services to adolescent with the provision of vaccine against Human Papilloma Virus (HPV) to adolescent girls of 12 years old, in the framework of cervical cancer control. The country achieved and maintained coverage above 90% for almost all the antigens, sustained the interruption of Polio transmission and its on track for Measles and Rubella elimination. The proportion of fully immunized children was estimated at 95%.   The immunization services are delivered at health facilities through fixed and outreach sites and schools to reach the targeted population. Efforts are ongoing country wide to ensure universal access to immunization for all children through the implementation of reaching every child approach.

Justification

Adequate human resource in quantity and quality is the backbone to achieve high quality immunization services. at the health facility level, staff shortage is the biggest challenge that affects immunization activities. Health facilities were observed with long waiting time for clients during sessions with over 120 clients in a single session which were being managed by only one vaccinator with other work responsibilities. Each Health Center has one staff responsible for vaccination services. The comprehensive EPI review reported that over 70% of respondents expressed the need of training, and reviewers recommended to accelerate the roll-out of e-learning platforms for refresher trainings and capacity building of health care providers.

The e-learning platform is the best and effective way to build capacity of health care providers, for immunization services delivery. The immunization program plans to increase the number of health care providers well knowledgeable and capacitated to plan, implement, and monitor the performance immunization services in their respective health facilities. While face to face trainings are costly and time consuming and would not be appropriate to reach the high number of health workers, the e-learning platform provides the opportunity for training of a large number of health care providers,  and easing accessibility to refresher trainings and continuous capacity building  on  real-time updates on new vaccines, vaccination schedules, evolving vaccine safety monitoring as well as changes in immunization policies at  national, and global levels.   

Purpose of the consultancy

The purpose of this consultancy is to support the MOH to establish an e-Learning platform for immunization. This platform will help the immunization program to enhance and sustain capacity building on immunization through continuous learning of health care workers. The consultancy will support the design, development, implementation, and evaluation of e-learning experiences to ensure they are effective, engaging, and accessible to learners.

Work assignment

 The consultancy firm will be requested to provide experts in e-Learning who will work with the MOH to:

  1. identify and address the needs for a functional e-Learning platform for immunization
  2. lead the development of modules and multimedia learning materials (videos, presentations, content dynamics...) and incorporate interactive elements such as simulations and case studies, to keep learners engaged
  3. design and develop quizzes, tests, and other assessments to evaluate learner progress and mastery of the material, track learner performance and engagement,
  4. provide technical support to learners and instructors on using e-learning tools and platforms.
  5. provide timely feedback to learners and offer ongoing support throughout their learning journey.
  6. organize tasks and manage timelines to ensure the timely delivery of courses and learning materials
  7. provide technical support to evaluate the effectiveness of e-learning courses, revise and improve the learning materials and course structure based on outcomes and participant feedback
  8. provide technical support to build capacity of MOH instructors/trainers  

Deliverables

  1. Submission of inception report which include the methodology and timelines for the implementation of the e-learning for immunization
  2. Interim report on the progress of the e-Learning
  3. Final report on the completion of activities

Scope of work

The work will be performed in collaboration with the Ministry of Health and Maternal Child and Community Health (MCCH)/Vaccine Program Unit within the Rwanda Biomedical Center. The RBC will provide necessary support to the consultancy agency such as facilitating communication with relevant health facilities and enrollment of participants.  

Qualification

The consultancy agency should:

  • have experience in the provision of e-Learning capacity including design and development of learning modules and materials
  • prove human resources capacity including a professional team able to support the administrative and logistic needs to facilitate the implementation of e-learning activities.  This is evidenced by detailed CVs of key staff within the consultancy agency
  • have good understanding of the Rwanda health and immunization system

Proposal documents and submission

The consultancy agency will submit proposal which comprises the technical and financial details. The technical proposal should be a narrative which includes the proposed approach, methodology and timeframe for each deliverable. Staffing structure, including staff CVs with completion certificates of e-learning activities undertaken in the past, details of days per team member articulated against a workplan of activities should be also included. The financial proposal includes activities and budget details. Interested agencies shall submit their proposals with their full address to afwcorwbids@who.int

The deadline for submission of proposal is 5th May 2025

Selection and contract signing

After analysis of proposals, WHO will notify the winner in writing and call for discussion followed by contract signing if fully agree. The work is expected to start immediately after contract signing.

WHO Rwanda reserves the right to cancel any or all the proposal without assigning any reason thereof.
