About Spark Microgrants
Since its founding in 2010, Spark Microgrants has built the civic and economic power of rural communities facing poverty in East Africa and West Africa. Spark Microgrants has created a unique Facilitated Collective Action Process (FCAP) which creates space for residents to design a village graduation plan, make collective decisions, and receive funds directly to fuel the local economy. This is accomplished through an inclusive facilitated series of weekly village meetings over the course of eighteen months where families sit and plan together for their own future, a seed grant of $8,000 and funding for a technical advisor per village.

Spark is slated to grow three fold in 2022 and has demand from national governments and the World Bank to replicate across geographies if FCAP evaluation results are encouraging. Over the next five years, 1.1 million residents across 1,500 villages stand to benefit from engagement in the FCAP. Studies have shown that families engaged in the FCAP see a 25%+ increase in household assets and income-earning potential in year one. Families are slated to launch 3,300+ new poverty alleviation projects through the Every Village Initiative. 90,000 new families will contribute to village savings, providing increased capital for business loans and allow for vulnerable families to manage unforeseen challenges. The total cost per household is $152, making this a remarkably low-cost, high yield program.

In order to support this growth Spark Microgrants is looking to move away from its entirely face to face model of training. As well as its continued support of project stakeholders through traditional face to face means. It is looking to invest in a hybrid training and support solution that allows for
remote and face to face training and support via a web and smartphone application. Through this investment Spark Microgrants will reduce the monetary and human cost currently associated with training new partners and villages, reducing barriers to scale, whilst maintaining high quality of delivery of the FCAP. These stakeholders will be based within rural African communities and will have limited technical literacy.

Terms Of Reference And Scope Of Work
Spark is seeking a short term consultant to deliver technical support and expertise on the methods and theories of remote learning, and the delivery of learning experiences via technology. As we develop our curriculum and approach to delivering training remotely we are looking for an individual with significant experience in this area to guide our thinking and provide technical support for a part-time duration of 6 months. This scope is based on our current understanding of the problem, but has the potential to lead into something longer term and more permanent based on the success of this initial contract.

Project Scope
This scope of this project includes:
1. Support our In-house training team to transfer our training curriculum from a face-to-face delivery modality to a hybrid model of learning. Where training is delivered through a reduced number of face-to-face sessions, alongside digitized mobile-led learning. We believe that due to the technical literacy of our learners, complexity of some topics, and the importance of practicing soft skills that are part of the curriculum, we should always have a significant component of face to face training, but we are looking for support in designing an approach that allows us to effectively scale whilst ensuring quality.
2. Provide technical expertise on different styles of learning within a remotely delivered environment. This support is envisaged to be given on a weekly basis through a one or two hour remote check-in.
3. Support the roll-out and piloting of this hybrid training model in Malawi
4. Delivering an in-person capacity building workshop to key organizational stakeholders on E-Learning and education pedagogy.

Timelines
The project is expected to consist of an in-person workshop in Rwanda in May. 20-30 working days delivered remotely within May-August 2022 before 10 - 20 days consecutively on the ground in Malawi in September 2022.

Requirements/Who We Are Looking For
Expressions of Interest are invited from individuals, or teams, whether belonging to an organization or otherwise. Expressions of interest that meet the essential criteria will be requested to submit a more detailed work plan.
The following skills and experiences are essential criteria for all applicants:
1. Experience in conducting and/or managing similar or comparable assignments within low-income settings.
2. An understanding of the technical situations and barriers faced by individuals living in rural African communities.
3. An understanding of virtual learning or virtual training web/mobile applications
4. A deep understanding of remote learning pedagogies.
