District Project Coordinator

Background

Energy Development Corporation Limited (EDCL) Rwanda in partnership with the National Fund for Environment and Climate Change (FONERWA) won a four year grant from Global Environment Facility-Least Developed Countries Fund (GEF-LDCF) through African Development Bank (AfDB) to increase the adaptive capacity of vulnerable Rwandan communities to the adverse effects of climate change. The GEF-LDCF grant will added resources to the ongoing Scaling-Up Energy Access Project (SEAP) funded by AfDB under the Electricity Access Roll out Program (EARP).

The project for Increasing Climate Change Adaptive Capacity seeks to increase the adaptive capacity of vulnerable Rwandan communities to the adverse effect of climate change through livelihood diversification and investment in rural infrastructures. The project will maximize the impact of SEAP which provides infrastructure to distribute electricity for households and public institutions, creates and expands opportunities for local populations to pursue electricity-dependent income generating activities.

The project intends to impact the lives of over 800,000 people in Karongi, Nyamasheke and Rusizi districts, and has the following key outcome:
“Diversifying and strengthening climate resilient rural livelihood opportunities for vulnerable communities in Karongi, Nyamasheke and Rusizi Districts.
Under the framework of the above, EDCL is recruiting three (3) district project coordinators to supervise and coordinate project activities in thea above mentioned Districts.

Key roles/responsibilities

The primary duties of the District Project Coordinator will include:

  • Supervise and coordinate the production of project outputs to the required standard of quality and within the specified constraints of time and cost as planned
  • Supervise, guide and coordinate the work of consultants and activity project contractors
  • In close liaison with the Project Focal Point Person, prepare and revise project work and financial plans
  • Liaise with relevant government agencies, and all implementing partners for effective coordination of all project activities
  • Coordinate activities closely with other climate change projects executed in the district.
  • Oversee the exchange and sharing of experiences and lessons learned with these and other relevant conservation and sustainable development projects nationally and internationally
  • Carry out regular, announced and unannounced inspections of all sites and activities
  • Assist in the identification and implementation of adaptation practices for testing and replication, building on local/indigenous knowledge and innovations and recent research findings, in close collaboration with the local authorities
  • Ensure that equipment, technical assistance and services are provided to beneficiaries efficiently and with timely action
  • In close collaboration with the local authorities, organize training activities at all levels and in accordance with the project work plan
  • Oversee and ensure timely submission of the project quarterly reports and other reports as may be required by EDCL and other oversight agencies
  • Disseminate project reports and respond to queries from stakeholders
  • Report progress of project to the EDCL, and ensure the fulfilment of EDCL directives
  • Accomplish any other duties assigned by EDCL

Qualifications and experience

  • At least a Bachelor’s Degree in Natural/Environmental Sciences, Climate Change, Agronomy and any other related field.
  • A post-graduate degree is preferred
  • At least 5 years of experience in natural resource management
  • Prior experience in a senior management role
  • Ability to effectively coordinate a multi-stakeholder project
  • Ability to administer budgets, lead a team, train and work effectively with counterpart staff at all levels, and interact effectively with all groups involved in the project
  • Excellent communication skills and effective interpersonal and negotiation skills proven through successful interactions with all levels of stakeholder groups, including senior government officials, business executives and local people/communities
  • Strong writing, presentation and reporting skills
  • Strong computer skills
  • A good working knowledge of English is a requirement
