Director of Finance, Administration, and Operations, USAID/Rwanda Modernizing Agriculture ActivityProject Overview And Role
The United States Agency for International Development/Rwanda (USAID/Rwanda) intends to award an acquisition activity through a competitive process, subject to availability of funding. The Modernizing Agriculture (ModAg) Activity aims to support increased agriculture productivity and income, access to finance and markets, and access and consumption of nutritious food products in Rwanda, while increasing the resilience of the agriculture and food systems to the changing climate. ModAg will use a facilitative approach to support market actors from the public and private sector to develop Rwanda’s agricultural sector.
Palladium seeks a Director of Finance, Administration, and Operations based in Rwanda to lead all the financial and administrative functions in the USAID-funded ModAg Activity.
Primary Duties And Responsibilities• Oversee program operations, including but not limited to accounting and financial management and reporting, human resources, logistics, procurement, and sub-contracts and sub-awards management
• Develop internal control measures, conduct internal financial audits, and coordinate external financial audits
• Prepare budgets for annual work plans and financial reports for USAID
• Oversee all grants and subcontracts administration with Senior Grants and Subcontracts Manager, from calls for expressions of interest through to implementation
• Review and finalize grants manual and related program documents
• In accordance with Palladium’s USAID-approved Grants Under Contract (GUC) manual, work with Grants and
• Subcontracts Manager to develop and execute all aspects of the GUC process, including development of the GUC Manual
• With support from the Grants and Subcontracts Manager, implement Palladium’s grant tracking system to ensure the timely and compliant execution of all grant agreements
• Resolve external issues/problems related to grants administration in a timely manner
• Review and approve drafted grant agreements in compliance with applicable Palladium policies and procedures and USAID conditions
• Ensure the accurate tracking and recording of project expenditures and financial reports
• Guide and assist accountants and other program staff in preparing, revising, and monitoring budgets for ongoing activities
• Manage the financial operations and financial reporting of the project, providing guidance and technical assistance to financial management personnel.
Required Qualifications• At least seven (7) years of progressively responsible experience in accounting, auditing, finance, or business management with a recognized organization, preferably for USAID
• Extensive knowledge of USAID policies, procedures, and reporting requirements
• Strong financial and operational management experience, including a track record of developing and managing large budgets and in-depth knowledge of accounting principles
• Progressively responsible experience supervising project operations, including human resources, procurement, and subcontracts or subawards
• Experience with several of the following areas of expertise: Rwandan private sector, financial inclusion, working with agro-enterprises, value chain development
• Prior experience in a management role on a USAID- or donor-funded program highly desired
• Familiarity with ensuring appropriate risk-sharing between and/or among USAID, implementing partners and the private sector
• Bachelor’s degree in business administration, finance, or a related field in international business management, finance, accounting and/or auditing experience
• An ACA/ACCA/CPA or other recognized professional accounting qualifications is preferred
• Experience in managing financial and administration programs for USAID-funded programs of a similar size
• Demonstrated experience managing staff
• Demonstrated experience coordinating and collaborating with various stakeholders and grant awardees
• Knowledge of local labor, banking, and tax laws and reporting procedures
• Advanced knowledge of computers and MS Excel
• Written and oral proficiency in English and Kinyarwanda
