ABOUT THE CHAMBER OF TOURISM:
The Rwanda Chamber of Tourism is one of the 10 professional chambers that currently exist under the umbrella of the Private Sector Federation (PSF), which is dedicated to promoting and representing the interests of the Rwandan business community. It was established in December 1999, replacing the former Rwanda Chamber of Commerce and Industry. Following the establishment of the PSF, the Rwanda Chamber for Tourism was established in 2006, with a mandate of enhancing business opportunities through effective lobbying and advocacy for the tourism and hospitality industry in Rwanda.
Job description
DG will be the first in command in the CoT and will be responsible for giving the proper strategic direction as well as creating a vision for success.
The DG will be responsible for leading the development and the execution of the CoT/Association’s long term strategy with a view to creating impact value. The DG’s leadership role also entails being ultimately responsible for all day- to- day management decisions and for implementing the CoT’s/Associations long and short term plans. The DG will act as a direct liaison between the Board, public and private stakeholders, development partners and communicates to the Board on behalf of CoT management. The DG also communicates on behalf of the CoT / Associations to PSF, association members, government authorities, other stakeholders and the public. .
In general, DG will be responsible for
• Setting the strategic directions of the CoT / Associations,
• Modeling and setting the CoT /Association‘s culture and values,
• Allocating the budget of the CoT/ Association’s priorities to implement set programs,
• Anticipate and analyze problematic situations and occurrences and provide solutions,
• Oversee all the CoT/ Associations operations and activities to ensure they produce the desired results ,
• Enforce adherence to legal guidelines and in-house policies to maintain the CoT/Associations legality and business ethics,
• Lead and motivate subordinates to advance employees engagement to develop a high performing managerial team ,
• Lead CoT /Associations restructuring, rebuilding and coming up with corporate innovations,
• Building trust relations with key partners and stakeholders and act as a point of contact ,
• Represent the CoT /Associations as required, including attendance of important functions, industry event and public meetings,
• Initiate and coordinate the projects on behalf and for the CoT/ Associations,
• Report to the CoT Board members, monthly, quarterly, and annually about the progress of CoT/ Associations activities and strategies.
Specifically the duties and responsibilities of the DG will include the following:
• To lead, in conjunction with the Board, the development and implementation of the CoT/ Associations action and strategic plan,
• To lead and oversee the implementation of the CoT’s long term and short term plans in accordance with its strategy,
• To ensure the CoT is appropriately organised to achieve the approved strategy ,
• To ensure that expenditures of the CoT/Associations are within the authorized annual budget and procedures,
• To ensure effective internal controls and management information system are in place,
• To ensure that the CoT has appropriate system to enable it to conduct its activities both lawfully and ethically,
• To ensure that the CoT maintains high corporate standards
• To act as a liaison between management and the Board,
• To communicate effectively with partners, association members, employees, government authorities, development partners, other stakeholders and the public,
• To insure that the Coordinators and Directors are properly informed and that sufficient information is provided to the Board to enable Board members to make appropriate decisions,
• In consultations with the Chairman, to develop Board agendas, determine the date, time and locations of the meetings,
• Compile minutes and submit timely reports to PSF, Board, and compile a quarterly newsletters to share with members
• To ensure specific internally established control systems and authorities are strictly enforced
• To lead by personal example and encourage all employees to conduct their activities in accordance with all applicable laws and CoT standards, policies, guidelines and laws ,
• To maintain projects proposals, policy papers and research aimed at informing policy makers, members and the Board
