Tender for developing scripts and conduct AID-I GLR outreach campaigns

  1. BACKGROUND

a. About CRS

Catholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States. CRS in Rwanda works to support the development of healthy, empowered, and prosperous communities by combining various interventions in nutrition, agriculture, economic strengthening, early Childhood Development, and youth empowerment. The primary goal is to ensure that the most vulnerable families achieve integral human development where individuals reach their full potential in an atmosphere of peace and human dignity. CRS has maintained a presence in Rwanda since 1960 and currently working with 12 partners across Rwanda.

b. About AID-I GLR

CRS is implementing the second phase the AID-IGLR project (Great Lakes Accelerated Innovation Delivery Initiative) to promote the adoption and utilization of nutrient-rich crops through capacity building, Gender Equality and Social Inclusion (GESI), and communication efforts across 7 districts where AID-I GLR operates alongside Gikuriro Kuri Bose (i.e. Ngoma, Kayonza, Rwamagana, Rulindo, Burera, Nyabihu and Nyamasheke districts) as well as in 6 additional districts where AGRA participates in agricultural extension efforts (i.e. Musanze, Rubavu, Ngororero, Rutsiro, Karongi and Rusizi Districts).

AID-I GLR project complements Gikuriro Kuri Bose (GKB) program interventions. The present Gikuriro Kuri Bose Program advances crop cultivation within nurturing care hubs (NCHs) and Early Childhood Development facilities where children are hosted, aiming to secure access to nourishing foods and encourage the adoption of a well-rounded, healthy diet.

The AID-IGLR project is implemented by a consortium led by International Institute for Tropical Agriculture (IITA), composed of Alliance for Green Revolution in Africa (AGRA), CRS, Private Seeds Companies, One Acre Fund, and World Vegetables Center, among others, and closely collaborating with the Ministry of Agriculture and Animal Resources through Rwanda Agriculture and Animal Resources Board (RAB) and other relevant Line Ministries. 

  1. The purpose of the required services

CRS seeks an experienced service provider to develop scripts and conduct AIDI outreach campaigns through roadshows at demonstration plots, market days, and public venues in 6 districts (Musanze, Rubavu, Ngororero, Rutsiro, Karongi, and Rusizi). These outreach events will help to strengthen connections among key agricultural stakeholders and promote the benefits of improved seeds and other farming inputs (e.g. adoption and utilization of nutrient-rich crops, including various vegetables, High Iron Beans (HIB), Orange Fleshed Sweet Potato vines) and lime for soil fertility.

  1. Eligibility criteria

Your offer must further take note of the following requirements for evaluation purposes:

3.1. Administrative considerations

  • Full Registration certificate issued by RDB.
  • VAT and Tax clearance certificates
  • Company profile
  • Legal permits for conducting public events
  • Bid validity period.
  • Bids should be signed by an authorized company representative.

3.2. Technical considerations

  • Well-maintained mobile van equipped with High-quality powerful sound system that can cover large outdoor areas (CV -152 C Two Way Full Range System, Power rating 500 W: DMX512 CONTROLLER; ZED 22X)
  • Reliable power source for the mobile van and sound system (30 kVA 3 phase generator, capable of producing 43 Amps per phase in a 415/240V system)
  • Shure QLXD24SM58 Wireless Microphone System with SM58 Handheld Vocal Mic
  • Safety protocols for setting up and operating the equipment and emergency response plan in case of technical issues or public incidents
  • Good standing certificate from RDB and adherence to legal permits for public events
  • Two (2) completion certificates of providing similar services.
  • Team qualifications: The Master of Ceremony possesses proven experience in agricultural extension services, holds an A2 Diploma in Agriculture, and Two (2) completion certificates of providing similar services.
  • Methodology (Technical offer outlining campaign’s performances in a way that address important agriculture issues accordingly to the project rationale as specified above).

3.3. Financial considerations

  • Final best financial offer quoted in Rwanda Francs (Rwf): (Financial offer outlining clear pricing details, including a cost breakdown for equipment, personnel, and other expenses)
  • The offer must be VAT inclusive, if applicable

N.B:

  • For your reference, we have annexed to this tender the supplier’s code of conduct that the successful bidder will be required to sign together with the contract for the successful bidder.
  • CRS payment modalities are 100% payment (full payment) within 15days after receipt of the invoice and acceptance of goods. 
  • The CRS team will be conducting a visit to the successful service provider to assess their capabilities, verify the quality of the equipment, and ensure that all technical requirements meet our project specifications and standards.
