ICAP at Columbia University is an international non-profit organization that aims to ensure the wellness of families and communities by strengthening health systems around the world.
ICAP at Columbia University has received PEPFAR funding from the U.S. Government/CDC to provide technical assistance (TA) to Ministries of Health (MOH) and in-country implementing partners in seven sub-Saharan African countries to establish a Tracking with Recency Assays to Control the Epidemic (TRACE) program. Each TRACE program will monitor epidemic trends, inform rapid programmatic responses at national, local and individual levels and accelerate progress towards epidemic control.
In view of the above, ICAP is tasked to provide TA to RBC in scaling up the use of rapid recency assays at HIV testing sites and build data systems to capture recency data to characterize emerging hotspots and help target HIV prevention interventions.

JOB DESCRIPTION
POSITION: The Data Manager (DM)
REPORTS TO: The HIV Active Case-based Surveillance (CBS) Project Manager at RBC and HIV Research and Surveillance Unit Director
LOCATION: Kigali, Rwanda
POSITION SUMMARY
Based at the Rwanda Biomedical Center (RBC) and under the supervision of the HIV Active Case-based Surveillance (CBS) Project Manager at RBC and HIV Research and Surveillance Unit Director, the Data Manager (DM) will contribute to the development, implementation, management, analytics and capacity building for the active case-based surveillance (Active CBS) system, which includes HIV recency data for surveillance. The DM will support the Active CBS Core Team in the reviewing of HIV testing services, clinical services, laboratory and geospatial data on a routine basis, and in the development of user-friendly, high-quality interfaces for data visualization, including hotspot maps and trend analyses. The objective of this position is to enhance surveillance of HIV clinical services to inform public health response strategies and interventions that contribute to reaching and sustaining HIV epidemic control in Rwanda. The specific role of this position is to support collection, quality, analysis and dissemination of Active CBS data to produce high quality and timely surveillance data for individual-level health analytics and response. While the DM reports to CBS Project Manager, he/she works closely with the RBC-IHDPC Prevention Services Unit and the HIV Research Surveillance Unit within HIV Division, plus the RBC Health Information Systems Unit and the CBS Core Team. With this position, the incumbent will be an ICAP Employee seconded to the Rwanda Biomedical Center (RBC). .

MAJOR ACCOUNTABILITIES
In collaboration with RBC, CDC, and ICAP:
• Manage the data input into the electronic Case Report Form (eCRF) from Active CBS sites
• Support Active CBS Core Team in the design and implementation of the Active CBS digital platform
• Design data cleaning, de-identification and deduplication programs to prepare analytic datasets for use by surveillance teams to conduct epidemiologic and geospatial analyses to inform recency and HIV surveillance
• Work with users to define surveillance data products needed for recency and HIV surveillance and with central TRACE team to customize existing business intelligence software to meet Rwanda specific needs
• Prepare analytic products to demonstrate critical trends in recent HIV infection and HIV care and treatment Participate in routine data reviews to inform recency and HIV surveillance and HIV programming
• Integrate data quality procedures for recency and HIV surveillance data into existing national data quality standards
• Create and manage a continuous quality improvement (CQI) program to ensure and maintain high quality of data and processes within the Active CBS program
• Develop training materials and standard operating procedures (SOPs) to enhance data quality and reporting at health centers and lab
• Mentor and train data managers at health centers and lab on data quality techniques
• Performs other duties as assigned.

EDUCATION
• Bachelor's degree Statistics, Applied mathematics, Epidemiology, Biostatistics, Biomedical Engineering, Computer Science, Health Informatics, Health Information Technology or other related fields. Additional training/degree in fields mentioned above or health-related field is a plus.
EXPERIENCE, SKILLS, AND MINIMUM REQUIRED QUALIFICATIONS
• Minimum four (4) years of related experience designing, managing and working directly with databases from large research studies or commercial business using large datasets.
• Proficiency with at least one major programming language (e.g. Java, Python, C#)
• Proficiency and experience designing and managing relational database management systems (RDBMS)
• Proficiency in SQL programming and experience with SQL databases.
• Proficiency with Microsoft Office Suite (e.g., Excel, Word, Outlook, PowerPoint).
• Excellent skills in critical thinking and analysis
• Excellent organizational and oral/written communication skills (please provide a sample of technical writing)
• Ability to work independently and manage various tasks under tight deadlines
• Excellent attention to detail
• Fluency in English, both spoken and written
EXPERIENCE, SKILLS, AND PREFERRED QUALIFICATIONS
• Master’s Degree in a computer or information science, computer systems engineering, health informatics, biomedical engineering, public health or related field with two (2) years of related experience designing, managing and working directly with large/complex data systems
• Demonstrated experience with developing and implementing distributed software systems, service-oriented architecture, and enterprise integration patterns (please provide links/references to examples)
• Proficiency with at least one geospatial analysis application (e.g. ArcGIS, QGIS)
• Proficiency with at least one business intelligence platform (e.g. Power BI, Tableau)
• Proficiency with data science and/or statistical analysis software (e.g. SAS/STATA/R, python data-science extensions)
• Experience managing and analyzing surveillance or population-based survey data
• Knowledge and experience working in the field of HIV
• Familiarity with mainstream open-source health information technologies (e.g. DHIS2, OpenMRS)
• Familiarity with health information technology standards for messaging or content.
• Experience working in resource-limited environments, preferably in sub-Saharan Africa
• Basic proficiency in French or Kinyarwanda is beneficial
TRAVEL REQUIREMENTS
• No frequent travel or trips required.
