Project Overview
Pact seeks a Data Analyst for the ACHIEVE Rwanda program. ACHIEVE is a five-year, USAID-funded global cooperative agreement with the dual objectives of attaining and sustaining HIV epidemic control among at-risk and hard to reach pregnant and breastfeeding (PBF) women, infants, children, and youth, as well as to mitigate the impact of HIV/ AIDS and prevent HIV transmission among these populations; and supporting the transition of prime funding and implementation to capable local partners in order to meet the PEPFAR goal of 70% of funding to local partners.
The aim of ACHIEVE Rwanda is to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), and adolescent girls and young women (AGYW) in selected high burden districts in Rwanda. The strategic objectives support the Government of Rwanda strategies and priorities for HIV mitigation and prevention, with an emphasis on minimizing negative impacts of HIV on OVC and AGYW; addressing social, behavioral and structural drivers of HIV, and improving access to comprehensive SRH and violence response services to prevent new infections. The project supports OVC services in two districts and DREAMS activities in two districts. The project also provides capacity development to two local implementing partners to coordinate and support OVC and DREAMS service delivery programming and for USAID and PEPFAR project implementation.
Position Purpose
The Data Analyst will support the ACHIEVE Rwanda monitoring, evaluation, and learning activities to contribute to an increased evidence base for OVC and DREAMS services in Rwanda. The Data Analyst’s primary responsibility is to ensure all programmatic data is properly analyzed, visualized, reported, and used by the project and stakeholders. This may include cleaning, merging, and analyzing large datasets, as well as advanced statistical analysis to produce publishable results. The Data Analyst will work closely with the project’s MEL Director to design the project’s learning agenda, and provide technical input (i.e. study design and methods, sample size, etc.) to all evaluative activities, including enrollment assessments, household, and HIV vulnerability assessments, household economic strengthening surveys, and other learning priorities. The Data Analyst will work closely with the M&E and program teams to design, implement, and supervise learning activities, ensuring that lessons learned are integrated into program implementation to continuously improve quality of interventions and outcomes .

Key Responsibilities
• Serve as the main point of contact for all data analysis activities of the project, including preparing MER data for reporting, cleaning and merging large datasets, conducting secondary analysis of monitoring data, and using data for adaptive management and decision-making
• Lead implementation of activities to respond to the ACHIEVE Rwanda learning agenda, such as outcome assessments, program surveys, case studies, and learning reviews
• Provide technical inputs to assessments and learning activities, including design, data collection, management, analysis, report writing, and dissemination of findings
• Calculate sample sizes based on expected treatment effect, alpha, beta (power), and variance of outcome
• Perform advanced data analysis using a statistics package
• Engage with ACHIEVE global and Rwanda M&E teams to translate statistical findings into meaningful programmatic learnings and recommendations
• Build capacity for basic and advanced statistical analysis, data visualization, and data use skills within ACHIEVE Rwanda and sub-partners
• Ensure ethical conduct of any research activities, including management and implementation of IRB processes as needed, ensuring adherence to country-level IRB policies and procedures, as needed
• Lead the development of case studies, conference abstracts, journal publications, and other materials that communicate program achievements and successes
• Work closely with the MEL Director to engage partners, government officials and policymakers to develop and carry out learning activities and disseminate findings
• Represent ACHIEVE Rwanda in public and professional circles through meetings, conferences, and presentations
• Champion and proactively promote both formal and informal learning, as well as knowledge exchange, among ACHIEVE Rwanda, partners, and stakeholders
• Share analytical and learning findings with ACHIEVE Rwanda and global leadership, staff, partners, and sub-grantees

Basic Requirements
• A Master’s degree in public health, epidemiology, biostatistics, demography or related field
• At least 5 years of experience in conducting statistical analysis and evaluation/research/learning activities for an international health and/or development program
• Experience in establishing or managing M&E systems, tools, reporting, evaluations, and learning for data-intensive health programs highly preferred
• Demonstrated M&E experience on PEPFAR and USAID-funded programs
• Advanced skills in Excel and a statistics package, such as Stata, R, SPSS, and/or SAS
• Experience using data visualization software (Tableau, PowerBI) and/or mapping software (ex. ArcGIS) highly preferred
• Experience with child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement, or policy development highly preferred
• Strong writing and oral presentation skills, including fluency in English and French
Preferred Qualifications
• Demonstrated success implementing programming at the community level
• Expertise in and sensitivity to the socio-cultural barriers facing intended beneficiaries for this program
• Local candidates preferred
