Project Overview and Role
Palladium is a consortium member of the USAID funded Data for Impact (D4I) Project. The D4I mission is to support countries to realize the power of data as evidence that can improve programs, policies, and outcomes. The D4I strengthens the technical and organizational capacity of local partners to collect, analyze, and use data to support their move to self-reliance. https://www.data4impactproject.org
Data for Impact (D4I) Rwanda is a USAID Displaced Children and Orphans Fund (DCOF)-funded project that contributes to the Rwanda National Integrated Child Rights Policy and the Strategy for National Child Care Reform. D4I’s main goal is to strengthen the collection, management, analysis, and use of routine data to support program planning and monitoring of alternative care provision. The project works with the National Child Development Agency (NCDA), the Ministry of Gender and Family Promotion (MIGEPROF), and its partners to improve the availability and use of data on children who have lost or risk losing parental care.
Palladium is currently seeking a consultant to support its work through Data for Impact project to develop a an instance in DHIS2 for Child Protection and the Orphans and Vulnerable Children as part of the Integrated Child Development Information system (ICD IS) in Rwanda. The period of performance will be one Month, starting by May 16, 2022 (with possibility of extension), and will work with the NCDA team and MIGEPROF Business analysist in Rwanda in collaboration with D4I counterparts. He/She will report to Palladium Regional CMIS Advisor

Consultant Responsibilities
The consultant will provide informatics expertise to design and build a DHIS-2 based digital solution for Child Protection and Orphans and Vulnerable Children for use by NCDA to monitor performance in the child protection sub sector. The consultant will also outline an implementation roadmap, including all aspects related to system design, system development, and roll out plan. Specifically, the consultant will:
1. Analyze the priority child protection and OVC M&E indicators and propose a design for implementation in DHIS2. The design should clearly demonstrate how reporting periods, user and organization units’ management will be handled.
2. Set up a DHIS2 instance under the existing DHIS2 instance, known as ICD dashboard, to implement the child protection and OVC data elements and indicators
3. Develop the analytics and dashboards in DHIS2 following data use requirements.
4. Develop user manuals and training materials for the system.

Required Qualifications:
1. Degree bachelor or master’s in computer science, technology, information systems, or related area.
2. Minimum 5 years of experience in Management Information Systems (MIS) at large organizations.
3. Proven technical expertise and experience supporting DHIS-2 based projects, including configuration and deployment, with insights on the most recent DHIS-2 versions.
4. Proven experience managing software development projects,
5. Proven 3 certificates of good completion in similar works in Rwanda
6. Knowledge of information systems design standards and modelling languages, such as UML.
7. Knowledge of agile methodologies in software development life cycle.
8. Ability to work in a dynamic and agile environment with changing requirements and priorities.
9. Ability to work independently and solve day-to-day problems.
10. Strong facilitation, problem-solving, analytic, and evaluative skills.
11. Strong interpersonal, writing, and oral presentation skills.
12. Ability to work in a multicultural environment.

13. Fluency in English.

• Relevant experience in developing, implementing digital solutions as per Rwanda’s Information Society Authority (RISA) guidelines (10)
• Relevant experience in developing analytics dashboards in DHIS2 (10).
• Relevant experience in developing user manuals and training for the systems (10)
• Demonstrated expertise working with country counterparts in digital/informatics support, in group facilitation, with presentation skills. (5)
• Knowledge about Rwanda child protection and care programs (5)

Abilities 0 to 35 (35%)
• Providing stewardship in technical expertise and experience supporting DHIS-2 based projects, including configuration and deployment. (15)
