JOB DETAILS:

Purpose of the position:
The DAFI Project Manager is responsible for the management, coordination and implementation of a project supporting high learning studies for refugee students through DAFI scholarship. The project manager shall ensure regular monitoring and follow up on the students ‘attendance in order to reap good results from the sponsorship offered by the program. He/she will be part of refugee Coordination meeting at national level and liaising with MINEMA, UNHCR, High learning institutions and Partners.

MAJOR RESPONSIBILITIES
1. Lead the development of UNHCR education, DAFI projects work plans and budgets and implementation plans.
2. Oversee the purchase and supplies of equipment acquisition, disposition, and management in compliance with WV internal and donor requirements.
3. Project plans and budgets are produced and effectively implemented
4. Procurement plan is implemented in accordance with WV procurement systems and protocols; and supplies and equipment are available when required for grant implementation.
5. Ensure that DAFI project adhere to the set standards (Donor, Government, Education sector).
6. Participate in the development of proposals of education and child protection at National level
7. Ensure integration of UNHCR education projectsto government systems to optimize the use of resource forprogram impact
8. Ensure quality reports, documentation and dissemination of reports, innovations and best practices in accordance with internal and donor requirements.
9. Education in Emergency quality programming ensured.
10. Projects activities monitored and targets timely. Achieved timely.
11. Education in Emergency projects meet required standards..
12. Technical support provided in the monitoring, evaluation and reporting.
13. Establish a selection that shall involve all levels that will facilitate the selection process upon available scholarships. The selected candidates meet the criteria requirements that were set by the donor including recognized refugee status.
14. Provide monthly allowances to all enrolled students and at the same time the project staff will provide financial education to all beneficiaries that will help them to use these allowances accordingly.
15. Selection of university students facilitated using set criteria’s
16. Monthly allowances transferred to students accounts
17. Provide technical support in resource acquisition and projects development related to education in emergency. And establish and maintain partnerships with key actors in high learning schools, MINEDUC, REB, partners and stakeholders as well,
18. New projects/grants funded.
19. Collaboration & Networking promoted.

KNOWLEDGE /QUALIFICATIONS FOR THE ROLE
Required Professional Experience

1. 5 years’ experience in community development work, especially with most vulnerable communities.
2. Experience in project and people management.
3. Strong skills in networking with education sector stakeholders at different levels.
4. Computer literate in word, excel and PowerPoint.
5. Demonstrate problem solving skills.
6. Ability to work under minimal supervision.

Required Education, training, license, registration, and certification
1. Bachelor’s Degree in Education, Social work or any other related field.
2. Experience in management of education in Emergency projects.
3. Strong skills in networking with education sector, child protection, UNHCR, Camp leaders and other stakeholders at district and Cluster level

Preferred Knowledge and Qualifications

1. Strong facilitation skills to prepare and conduct training sessions.
2. Ability to facilitate the implementation of community participation strategy in the improvement of child protection.
3. Ability to facilitate the implementation of project for the improvement of basic education and child protection.
4. Ability to comply with do no harm principles.
5. Ability to work in a multi-culture setting.
