The Fondation Paul Gérin-Lajoie's mission is to contribute to the improvement of living conditions through quality education. In Canada, the Fondation contributes to the mobilization of citizens with regard to international solidarity issues and for the promotion of the French language.

*This assignment is open to Canadian citizens, permanent residents of Canada, as well as to people holding African citizenship. In all cases, the person must currently be in Rwanda.
The Pcv-Clé Program
The present assignment is part of the Programme de coopération volontaire Compétences, Leadership, Éducation – PCV-CLÉ, it is conducted by a consortium composed of the following organisations: Fondation Paul Gérin-Lajoie, Éducation internationale and the Fédération des cégeps and funded by Global Affairs Canada (MAC). The PCV-CLÉ program began in 2020 and will run until 2027 in 7 countries (Benin, Cameroon, Guinea, Rwanda, Senegal, Togo, Haiti). It aims to increase the economic and social well-being of the most marginalized and vulnerable populations, particularly girls and women, by improving the quality of basic and secondary education and vocational and technical training. The program will strengthen the capacity of 45 partners in order to implement quality education initiatives and services that are more inclusive, innovative, environmentally sustainable, and which advance gender equality. 

Assignment’s Definition
There’s a country representative placement in Rwanda (Kigali). This is a long-term assignment. The country representative will be under the supervision of the director of the volunteer cooperation program and will be in contact with the members of the organisations forming the consortium.
As needed, and not limited to what is listed, the Country Representative will be responsible for:
Oversee the selection, logistics, training, and work of all volunteers assigned in Rwanda:
• Participate in their selection;
• In collaboration with partners, organize all the logistics (welcoming, housing and integration)
• Facilitate collaboration between volunteers and partners in initial meetings, assignment’s follow-ups and evaluation;
• Support and validate work plans, reports and tools created by the volunteers in the context of their assignment;
• Coordinate and lead the community of international volunteers working in the field;
• Facilitate problem solving regarding issues affecting volunteers.
Ensure the health and safety of all volunteers assigned in Rwanda:
• Update resources related to volunteers’ health and safety;
• Ensure proper application of safety and security procedures by all volunteers and country teams;
• Ensure a safety and security watch in the country of intervention, constant communication during situations requiring support from the management team and coordinate responses to emergencies;
• Complete incident reports and all necessary follow-ups.
Support capacity building of partner institutions and organizations:
• Develop and maintain partnerships, including management of agreements between the program and its partners;
• Develop, evaluate, and update organizational diagnostics and strengthening plans specifying expected outcomes and activities to be carried out with partners;
• Develop terms of reference for North-South, South-North, and South-South volunteers in collaboration with partner organizations;
• Ensure integration and monitoring of strategies for the promotion of gender equality and inclusion, environmental protection and governance at the country office, with partners and in the realization of assignments.
Coordinate and support planning, monitoring and evaluation of the program in Rwanda:
• Support program planning, monitoring and evaluation by conducting data collection, drafting work plans, reports and any other documents relevant to the program;
• Organize and facilitate annual country review and annual planning meetings;
• Participate in and contribute to the program's biennial knowledge-sharing meetings, when necessary;
• Collaborate with other Canadian projects to ensure synergy between all projects;
• Host and provide logistical support for missions of consortium team members, consultants and funders, as required.

Manage and operate the country office and the program planning:
• Recruit, supervise and manage local staff hired for program implementation;
• Plan and facilitate coordination meetings as outlined in the management manual;
• Participate in the development of program management tools and/or their adaptation to the country and ensure their proper application;
• Ensure proper logistical, administrative and financial administration of the country office as well as program activities;
• Ensure the continuous reinforcement of the skills of local teams for their performance in their duties and in the acquisition of knowledge, particularly relating to the programmatic values of gender equality and inclusion, environmental protection and governance.
Contribute to the program representation as well as project development:
• Identify presentation opportunities and provide a representation of the program and the consortium organizations;
• Contribute to the development of project proposals complementary to the program or for new initiatives.

Required qualifications:
• Undergraduate degree in project management, human resources, administration, international development, education, related discipline or equivalent work experience;
• 3 years of professional experience in project management, international cooperation or volunteer’s management;

• Professional experience in a developing country, ideally in Africa and more specifically in the country targeted by the application;
• Knowledge in the areas of education, gender equality, environmental protection and governance;
• Demonstrated ability to work in intersectional approaches such as inclusion, including gender, diversity, disability and age;
• Demonstrated capacity in results-based management (RBM);
• Proven experience in human resource management, ideally of international volunteers;
• Experience in risk analysis and mitigation, health and safety, incident management and response;
• Excellent writing and oral skills in French and English
• Strong cross-cultural skills;
• Excellent communication, advocacy and training skills;
• Positive attitude towards leadership, strategic planning, team building and constructivism;
• Autonomy, creativity and initiative.

Eligibility criteria:
• Hold the Canadian citizenship or the Canadian permanent residency or hold an African citizenship (essential);
• Be currently in the country of assignment of the targeted assignment (essential);
• Be able to successfully complete the criminal history analysis procedures;
• Meet the criteria required to complete visa procedures to reside and work in the country of assignment;
• Be in good physical and mental health and have the ability to work under difficult conditions as demonstrated in a medical examination report.
