General information

Nyungwe National Park (NNP) is managed by Nyungwe Management Company (NMC) since 2020. NMC is a company formed through an agreement between Rwanda Development Board (RDB) and African Parks Network (APN), a conservation NGO working throughout the continent of Africa to sustainably conserve protected areas in partnership with Governments and/or communities. The agreement stands for 20 years, with the prerogative to fully manage all aspects of management within Nyungwe National Park inclusive of tourism as well as the close collaboration and engagement with the surrounding communities and stakeholders.

Context

During its first four years of the management of Nyungwe, NMC has established the first fully functional Park Headquarters (HQ) at Gisakura (Mujabagiro Village, Buvungira Cell, Bushekeri Sector, Nyamasheke District). The present sport facility project is the final component of the HQ, which will be located in the vicinity of the Community Centre. The sport facility is expected not only to be architecturally, functionally and aesthetically compatible with the rest of HQ compound while blending with the environment, but also to meet required standards as one of the sport facilities of reference in the Western Province.

Requested Expression of Interest (EoI)Nyungwe

Management Company is seeking expressions of interest from qualified consultants to undertake the design of a sport facility/gymnasium as part of facilities at the Nyungwe National Park Headquarters. The goal of this project is to design (and later build) a Gymnasium (basketball, volleyball and annexes) which will serve the park staff and the community, thus enhancing the park's existing recreational amenities.

Simplified description of the Gymnasium needs

Components

Basic requirements (not limited to the list below)

2 parallel courts

Two parallel basketball courts with a functional, friendly, flexible, space-efficient, and innovative separation. Multipurpose courts (at a minimum, each court must also be used for volleyball and if possible, lines allow for badminton and indoor tennis). Needs to be standard high-performance basketball courts (with rubberized flooring)

Spectators’ tribune

Staired and space-efficient seats for a minimum of 400 people with associated ablutions

Gym room

Designed for the setup of gym equipment and enough space for at least 20 users at a time. This facility should still allow other sports to be happening in the main area

Annexed facilities

Dressing rooms and associated showers and toilets (Gents and Ladies separated); a store; and first aid room

Other information

The whole structure will be sheltered/roofed. Roof and walls designed to maximise the use of natural light, and be mindful to the 'sense of the place'. Standards expected to meet relevant requirements and regulations (by FERWABA, Rwanda Housing,…).

Flow of foot traffic, minimisation of sound and light pollution

The structure is within a complex (including large community centre, residential houses etc) and it will be paramount to ensure foot fall are guided and affecting the other facilities that could have residents or other visitors in them. Additionally, where possible sound and light should be restrained tot the specific area and ideally not be heard or seen (lights) from a distance

Submission of EoI:

  • Rwandan companies are eligible to apply for this assignment.
  • The EoI should contain the following:
  1. Cover letter expressing interest in this assignment
  2. Technical Proposal (for the design) with a brief description of why you would be considered as the most suitable for the assignment, relevant expertise, and a detailed clear methodology describing the approach to be used from the start to the completion of the assignment

CVs (not exceed 4 pages each) of:

  • Senior Architect with MSc in architecture or Bachelor’s degree with a minimum of 10 years working in this field with preference to sustainable design of sport facilities and use of natural materials. English spoken and written; Kinyarwanda is an added advantage.
  • Junior Architect with Bachelor’s in architecture and at least 3 years of working experience as an architect with preference to sustainable design of sport facilities and use of natural materials. English spoken and written; Kinyarwanda is an added advantage.
  • Structural / Civil Engineer with Bachelor’s in civil or structural engineering and at least 10 years of working experience in the region as a structural and civil engineer with demonstrated experience in sustainable design of sport facilities and use of local materials and techniques. English spoken and written; Kinyarwanda is an added advantage.
  • MEP Engineer with Bachelor Degree in Electrical/Mechanical engineering and at least 5 years of working experience as Electrical/ Mechanical engineer with proven track record of working with similar sustainable designed buildings.
  • Financial proposal detailing the costs associated with the design services
  • Company registration certificate (RDB)
  • VAT registration certificate & Latest tax clearance certificate
  • Proof of successful completion of three (3) sport facilities design, preferably using sustainable and nature-friendly materials.
  • Proposed timeline (specify time needed to complete all deliverables)
  • Company profile
  • RSSB social security certificate

Note that the missing of required document and providing the false information by bidder during the tendering process will lead to the disqualification of the bidder. The site visits are accepted during working days (Monday-Friday, 09:00am-3:00pm).

Section 2: Upon selection, the design firm shall have to provide the following services: 

After the evaluation of bidders’ EoIs, NMC will invite successful contractor(s) for contract negotiation and submission of the final documents for executing of development of NNP Gymnasium (Lot 2). At this level, the main objectives, activities, and deliverables of the assignment include but are not limited to:

  • Architecture
  • Landscape design
  • Detailed design
  • Interior design
  • Civil/structural engineering
  • Mechanical, electrical & Plumbing
  • All BoQs
  • Topographical surveying & Geotechnical investigation
  • Environmental impact assessment
  • Permitting and “As Built” drawings
  • Schematic Design
