HIRING A CONSULTING FIRM OR AN INDIVIDUAL WITH REPUTABLE PROFESSIONAL EXPERIENCE IN TRAINING THE PSYCHOLOGISTS ON KEY CORE COMPETENCIES, TELEPSYCHOTHERAPY AND PROPER CASE MANAGEMENT TECHNIQUES.

  1. Context

Humanity & Inclusion (HI) is an independent and impartial aid organization working in situations of poverty and exclusion, conflict and disaster. The organization works alongside vulnerable population taking action and bearing witness in order to respond to their essential needs, improve their living conditions and promote respect for their dignity and fundamental rights. HI works in a range of humanitarian, resilience and development contexts with vulnerable populations and in particular persons with disabilities and persons living with chronic disabling diseases; refugee populations, populations living in disaster areas or populations displaced by crises, conflicts and catastrophes.

In partnership with UNHCR and the Ministry in charge of Emergency Management (MINEMA), HI launched its operations in Refugee camps of Rwanda since 2015, responding to the specific needs of Persons with Disabilities, elderly people, and persons with mental health and psychosocial issues living in urban areas: Kigali & Huye, 5 refugee camps and the surrounding host communities as well as Gashora ETM that was later opened in September 2019 to accommodate evacuees from Libya under the Emergency Transit Mechanism. In July 2022, HI received funds from the Germany Federal Foreign Office (GFFO) to implement a project titled “Rehabilitation, Inclusive Humanitarian Action, MHPSS and stimulation therapy in crisis affected Sub-Saharan Africa for Vulnerable groups (RIMSCASSA)”. This project is aimed at eliminating all form of discrimination, inequalities, and existing barriers that hinder the above-mentioned persons of concern with specific needs from equal participation and access to the services and opportunities that are available in their respective communities. Among the key project interventions include: provision of mental health and psychosocial support (MHPSS) services to the persons of concern with MHPSS issues.

It is against this background that HI Rwanda Programme wishes to hire a well-experienced consulting firm that will conduct a 4-day training of 18 project psychologists on:1key core competencies: ethics and standards, communication and interpersonal skills, intervention, assessment and supervision skills, 2) how to conduct telepsychotherapy and proper individual case management techniques and 3) provision of psychological support when language interpretation is needed.

  1. General objective of the training

Increase the professional skills and competencies of the project psychologists on how to deliver effective and result-oriented psychosocial interventions in a humanitarian context.   

  • Specific Objectives:
  • Increase the knowledge and skills of HI psychologists on key core competencies: interpersonal relationships, confidentiality, listening skill, supervision, assessment and evaluation, intervention, ethics, and standards.
  • Enhance the competencies and skills of the project psychologists on proper individual case management techniques, group therapy, and tele psychotherapy
  • Improve the capacity of the project psychologists to undertake psychological support when language interpretation is needed
    • Expected outcomes:

By the end of this training, the participants are able to:

  • Identify their personal strengths and weaknesses in terms of interpersonal relationships, assessment and evaluation, intervention, research, ethics and standards, supervision and how they affect the clients;
  • Demonstrate active listening techniques, and clarity speaking with the clients about sensitive matters, conduct a deeper assessment of the clients’ needs using standard tools and make a proper diagnosis;
  • Undertake appropriate psychological support including individual case management remotely and when language interpretation is needed
  1. Scope of work

A prior assessment will be undertaken by the selected consultant to determine their level of knowledge and skills on the subject matter. Based on the ascertained level of knowledge and skills, the consultant will design or adapt the existing training manuals to match them with the skills and knowledge gaps identified during the assessment.

  1. Training deliverables
  • Training manuals with clear content + Training material (PowerPoint, simulations, exercise, etc. depending on trainers’ proposition)
  • Standardized Psychological intervention tools focusing on Cognitive behavior therapy (CBT), and assessment tools used worldwide including those which are exclusively designed for Children
  • Psychological assessment tests: Depression tests, PTSD, intelligence, personality, attitude, neuropsychological, direction observation
  • Attendance lists for the participants
  • Training report
  • Certificates of completion issued to the trained participants
  1. Responsibilities of the consultant
  • Elaborate the training curriculum and share it with HI for validation
  • Develop training materials: training manual, and handouts, and share them with HI for validation
  • Train the participants on:
  1. key core competencies: ethics and standards, communication and interpersonal skills, assessment and supervision skills,
  2. how to conduct telepsychotherapy and proper individual case management techniques and
  3. provision of psychological support when language interpretation is needed. The first component is just an over of key core competencies that has to be covered in a single day and the rest will be covered in the remaining three days.
  • Before & after the training: Assess the participants Knowledge and Skills, strengths and potential challenges that psychologists face in their daily psychosocial interventions
  • Proper management and safety of the training materials bought under HI budget
  • Prepare and submit invoices to HI reflecting on the period agreed in the contract
  • Issue certificates of completion to the participants after the training
  • Make regular follow-ups of the trainees and provide reports of attendance and absenteeism to HI management.
  1. Requirements
  • To be a Registered consulting company or individual consultant with strong expertise and proven experience in conducting similar trainings in Rwanda or other countries across the World
  • Licensed by Rwanda Allied Health Professions Council (RAHPC) or any other accredited institution recognized worldwide. A license has to be presented along with other required documents  
  • High expertise in interculturality & intercultural psychology, intercultural mediation or any other relevant fields
  • Proven experience of MHPSS working with an interpreter
  • MHPSS Community-based approach and psychological case management techniques through an integrated, interdisciplinary or multidisciplinary case management approach
  • Demonstrate strong expertise in psychological case management when language interpretation is needed. Any publication on the subject matter is needed to prove one’s expertise in that area.
  • A PhD in Clinical Psychology from a recognized University accredited by competent Institutions is required or Master’s degree with demonstrated experience of 5 years in the required field (especially working in displacement, refugee, / intercultural settings and working with an interpreter)
  • Demonstrate excellent time management and planning skills
  • Having knowledge in Protection of refugees
  • Ready to start immediately after signing the contract
  • A Strong experience working with persons with disabilities will be an added advantage
  • Authorized to work in Rwanda
  1. Technical and financial documents required

  • Certificate for membership from Rwanda Allied Health Professions Council (RAHPC) or any other accredited institution recognized worldwide
  • Three Good completion certificates for similar types of work
  • Financial offer in Rwandan francs
  • Bank details (Account name, account number, and Bank name)
  • Payment conditions
  • Evidence for having EBM invoice
  • Declaration of acknowledgment of policies, ethics, and adhesion to the HI code of conduct by signing two declaration forms.
  1. Submission of bids
