TERMS OF REFERENCE FOR HIRING A CONSULTING FIRM ON JOB READINESS TRAINING

Background and Introduction

FAWE Rwanda (Forum for African Women Educationalists Rwanda Chapter) is a leading non-governmental organization dedicated to promoting gender equality and empowering women and girls through education in Rwanda. FAWE in partnership with the Mastercard Foundation has been implementing a comprehensive Scholarship Program integrating some of FAWE’s flagship approaches to support girls’ success in education. The approaches include; Tuseme girls’ empowerment, gender-responsive pedagogy (GRP) teacher-training, and a focus on Science, Technology, Engineering and Mathematics (STEM), Career guidance and counselling. As part of its commitment to support Scholars in making informed and impactful career choices within industries and empower young women to become leaders and active participants in their communities and the workforce. Most of the scholars are completing and graduating from university and transitioning to the world of work. Thus, the transition from academia to the professional world can be challenging for many graduates. Despite possessing academic knowledge, they often lack the practical skills and insights needed to excel in the job market.

To bridge this gap, it is this context that FAWE Rwanda is hiring a consultant to facilitate a three days’ training workshop on comprehensive Job Readiness Training for all graduating scholars and those who already graduated and have no occupation the training will prepare them to get, keep and excel in their future careers.

Objectives

The primary objective of the consultancy services is to equip scholars with necessary skills, knowledge, mindset and resources to navigate the job market effectively, enabling them to secure meaningful and fulfilling employment opportunities
The specific objectives include:

  1. Enhance Job Search Skills: Provide scholars with practical tools and strategies for searching and applying for jobs
  2. Personal Branding: Teach scholars how to effectively present themselves, their skills, and experiences to prospective employers
  3. Professional Development: Provide insights into workplace etiquette, and essential soft skills necessary for success in a professional environment.
  4. Networking: Encourage scholars to build and leverage their professional networks, both in-person and online, to increase their chances of finding suitable job opportunities.
  5. Access to Resources: Introduce scholars to job placement services, career counselling, and other resources available to assist them in their job search.
  6. Entrepreneurship and Business Basics: Introduction scholars to entrepreneurship and its benefits, to identifying business opportunities and assessing feasibility. And Basics of business planning, funding, and marketing.

3. Targeted Participants

The training will target 211 FAWE Rwanda/MCF Scholars who have graduated from university and support them in their transition to the job market. The training will be delivered in 3 days.

4. Scope of the Services

The consultant's responsibilities will include, but are not limited to:

  • Develop and submit an inception report detailing how they understand the assignment, proposed training methodology, work schedule and final report template.
  • Develop a training material for three-days duration in line with the FAWE Rwanda empowerment goal ethics, discipline management, employability skills;
  • Designing a tailored job readiness training program that covers essential topics such as resume writing, interview preparation, communication skills, job search strategies, professional etiquette, and workplace adaptability.
  • Developing engaging training materials, including presentations, handouts, mock interview scenarios, and interactive exercises.
  • Delivering in-person training sessions to the participants, ensuring a clear and engaging presentation style that accommodates various learning styles.
  • Providing personalized coaching and feedback to participants on their resumes, interview performance, and overall job readiness skills.
  • Assessing the progress and effectiveness of the training program through pre-and post-training evaluations, participant feedback, and any other relevant metrics.
  • Adapting the training content as needed based on participant feedback and emerging job market trends.
  • Preparing a comprehensive final report that includes a summary of the training, outcomes, challenges faced, and recommendations for future job readiness initiatives.

The consultant is expected to deliver the following:

  • Develop and submit an inception report detailing how they understand the assignment, proposed training methodology, work schedule and final report template.
  • Conduct pre-training and post-training evaluations of the training, and include the results in the main report;
  • Prepare a pre-work before the training and post work after the training for scholars
  • Prepare and submit training delivery schedule for scholars
  • Training outline and contents, power point presentations, handouts, and links;
  • Coaching (group and individual)
  • Develop a strategy for a follow-up;
  • Submit detailed report on the delivery of the training programme for all trainees along with group work exercises;
  • A detailed job readiness training program outline, including the topics to be covered, training schedule, and expected outcomes.
  • Engaging and comprehensive training materials.
  • Conducted training sessions with documented attendance.
  • Individualized feedback and recommendations for participants.
  • Pre-and post-training assessments to measure the effectiveness of the program.
  • A final report summarizing the training, outcomes, challenges, and recommendations for improvement.

6. Assignment Period and coordination mechanism

The service provider shall consult and coordinate with FAWE Rwanda Program coordinator and Officers to accomplish the assignment successfully. The service provider needs to report on the progress of the assigned tasks as per the detailed outline in the ToR. FAWE Rwanda shall monitor and provide regular technical assistance in planning and implementation of the aforementioned training. Therefore, the selected training service provider will be required to keep close and constant interactions with FAWE Rwanda focal point Staff to ensure the proper organization of the training. FAWE Rwanda will arrange for the training venue and logistics; it will also monitor the quality of the training in line with the TORs as per its procedures and protocol.

7. Required Qualifications, Skills, and Experiences

The ideal consultant should possess the following qualifications:

  • Proven experience in conducting job readiness training or similar professional development programs.
  • Strong knowledge of job market trends, resume writing, interview techniques, and job search strategies.
  • Have strong knowledge of the labor market in Rwanda.
  • Excellent communication and presentation skills.
  • Ability to engage with diverse groups of participants and provide constructive feedback.
  • Experience in developing training materials and assessments.
  • Demonstrate availability of at least four or more trainers;
  • Provide evidences about your previous work experiences in relation to this assignment.
  • Proven capacity to develop practical training guidelines and programme; experience in documentation, reporting and evaluation of training programmes;
  • Demonstrate methodology you will use to provide for quality training.

8. Reporting and Documentation

The training service provider will maintain proper documentation process of the training and assess evaluation and quality of the training through standard template. In addition, the contracted Training Service Provider will share a report on completion and achievement of training deliverables.

  • Ddetailed CVs of trainers of 6 trainers
  • A Technical proposal outlining your approach to conducting the job readiness training
  • Budget proposal that is competitive and responsive to value for money principles
  • At least three Certificate of good completion in related work
  • RDB Certificate
  • A valid Tax Clearance Certificate

9. Submissions technical and financial Proposals

Interested eligible bidders shall submit their proposals both in 2 separate sealed inner envelopes (one containing the technical offer and the other one the financial offer).

The Financial Offer should be submitted in Rwandan Francs.

The following physical address of FAWE Rwanda Address: REB premises, Remera, B.P 6703, and Kigali-Rwanda shall be written on the outer envelope containing the 2 offers and submitted by 1st September 2023 before 2 pm. Please submit the your bid in ROOM 4 Confidentiality

The consulting will be required to maintain strict confidentiality regarding all project-related information and participant data.
