II. Organizational Context and Scope

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Head of Programmes, under the direct supervision of IOM National program officer (LMI), the consultant will work in collaboration with key relevant institutions members of the Migration Data Technical working group [the National Institute of Statistics of Rwanda (NISR), the Directorate General of Immigration & Emigration (DGIE), the Rwanda development Board (RDB), the Ministry of Public Service and Labour (MIFOTRA), the Ministry of Foreign Affairs & International Cooperation (MINAFFET)], to conduct a migration data capacity assessment to identify practices, gaps, and priority areas of intervention, and implement a capacity building program on migration data management.

III. Responsibilities and Accountabilities

The selected consultant will be in charge of conducting a migration data capacity assessment on migration data and facilitate a capacity building program on migration data management. The consultant will deliver on the following:

a. Identify gaps and need in terms of migration data management capacities among relevant institutions.

b. Define and implement a capacity building plan based on the needs identified.

Methodology

a. Identify gaps and need in terms of migration data management capacities among relevant institutions.

In particular:

  • Develop an inception report including the methodology of intervention, data collection tools to be used to conduct capacity gap assessment and present them for the technical working group (TWG) for validation.
  • Conduct a desk review including analysis of existing migration data indicators (both statistic and administrative sources) and a stakeholder analysis.
  • Conduct consultative meetings with key stakeholders to assess the available capacities, needs and gaps (NISR, DGIE, RDB, MIFOTRA, MINEMA, BNR, etc).
  • Produce and present an assessment report for the validation of the TWG members.

b. Define and implement a capacity building plan based on the needs identified in the assessment.

In particular:

  • Produce a capacity building implementation program, including a workplan.
  • Develop training tools.
  • Develop pre and post-test for assessing the impact of the training.
  • Deliver trainings to address identified skills gaps.

Outputs

Key outputs for this consultancy will be the following:

  1. One assessment report on migration data management in Rwanda elaborated and validated.
  2. A capacity building program on migration data management elaborated and delivered.

How the work must be delivered

All outputs related to this assignment must be reviewed and approved by IOM, in consultation with relevant lead institutions from the GoR.

The consultant will be required to deliver the following:

  • Inception report
  • Assessment report
  • Final assessment report after incorporating inputs from the TWG.
  • Training materials and training report including pre and post test results.

Performance indicators for evaluation of results

  • Clear communication with relevant stakeholders
  • Strong writing skills
  • Good planning skills
  • The quality of the reports is up to standards (language, formulation, result)
  • Performances are assessed (pre and post-test)
  • Accountability and integrity

IV. Required Qualifications and Experience

Education

  • Master’s degree from an accredited academic institution in Data Science, Statistics, Economics and population studies with at least 5 years of relevant professional experience.

or,

  • Bachelor’s degree in the above-mentioned fields with at least 8 years of relevant professional experience.

Experience

  • Experience in conducting assessments in field of migration data.
  • Experience in working with different government stakeholders.
  • Experience in organizing and delivering trainings.
  • Experience in elaborating high level reports.
  • Experience working with NISR and DGIE will be an added advantage.

Travel required:

The Consultant may be required to travel. The International Organization for Migration (IOM) will take care of the costs of travel in accordance with IOM’s travel policies, including IN/6.
