Introduction
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy, and ICT (Information and Communications Technology).

General context of Eco-Emploi 2020– 2022
Over the last decade, Rwanda has experienced robust economic growth. However, the rate of unemployment and underemployment is still high. With strategies like the National Strategy for Transformation (NST 1) and the Private Sector Development and Youth Employment Strategy (PSDYES), the Government of Rwanda is promoting skills development and the creation of off-farm jobs. The bilateral programme for the “Promotion of Economy and Employment (Eco-Emploi)”, commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by GIZ as part of the priority area “Sustainable Economic Development” of the Rwandan-German Development Cooperation, is supporting these efforts.
Eco-Emploi incorporates an integrated approach of Technical and Vocational Education and Training (TVET), Labor Market Interventions (LMI), and Private Sector Development (PSD) and is being implemented by GIZ between January 2020 and December 2022. The Programme aims at employment-intensive growth in selected economic sectors, namely the wood industry, tourism & hospitality, and film industry, with a special focus on digitalization. The economic empowerment of women, youth, and people with disabilities is a crosscutting effort in all activities of the Programme. Eco-Emploi works towards achieving SDG 1 "No poverty", SDG 4 "High-quality education", SDG 5 "Gender Equality", and SDG 6 "Decent work and economic growth”.

Ampersand
Ampersand is an energy and mobility startup headquartered in Kigali, Rwanda. It is achieving the world's First true mass-market shift to electric vehicles, a vital tipping point in the fight against climate change. Ampersand was founded on the realization that the right conditions for a mass-market shift to electric mobility at current lithium battery prices already exist in Africa. East Africa’s Boda industry, with five million drivers spending large sums on fuel, represents the best, earliest opportunity to simply offer a cheaper, more powerful alternative to petrol motorcycles.

Rationale Of The Assignment
The economic empowerment of women and people living with disabilities is a cross-cutting effort in all activities of the Programme. Eco-Emploi’s success is mainly defined by the number of jobs that are created through the Programme’s activities. Sustainable transportation can enhance economic growth and improve accessibility. Sustainable transport achieves better integration of the economy while respecting the environment, improving social equity etc.
According to the above background, GIZ Eco-Emploi is recruiting a private driving school to conduct a training of motorcycle women trainees’ drivers, by ensuring the quality of the practical training is offered and also take responsibility to monitor and deliver other training services required for a smooth running of the training through the following activities:
• Joint identification of the trainees (beneficiaries).
• Daily management of the training delivery.
• Management and distribution of the transport allowances to the training participants.
• Ensuring the registration of the participants to a practical driving test.
• Ensuring payment of license fees for successful candidates.

Assignment Objective
The main objective of this assignment is to deliver complementary professional motorcycle practical driving training to females who have acquired advanced practical skills during a previous partnership, towards a definitive driving license.

Scope Of The Assignment:
Scope Description
Practical driving training will be offered to female motorcycle trainees who have acquired advanced skills and possess valid provisional driving licenses.
The service provider should make sure that latest 30th September 2022, at least 30 beneficiaries have acquired definitive driving licenses (category A).
To better fulfill the tasks and deliver on the expected responsibilities, the driving school will take the following responsibilities:
• Conduct a theoretical recap on Rwandan traffic rules, safety, and security on driving.
• Avail training space and motorcycles that will be used in the entire period of the training.
• Develop and deliver practical motorcycle driving sessions.
• Evaluating the daily progress of the training, identifying challenges, and taking actions to overcome them.
• Enforce the measures to prevent covid -19 transmission.
• Ensure valid risk and health insurance for the 36 trainees and 4 trainers during the training sessions.
• Keep records of participation of individual attendance of each training beneficiary and report to the project coordinators of absences.
• Conduct preparatory motorcycle driving sessions for trainees to pass the official driving test.
• Assist all trainees in the registration for the official driving test and their participation in the final driving test.

Definitive Driving Test Preparation The trainers will prepare the trainees on the techniques for the official driving test. 8

Key Deliverables.
• Specific training manual developed and validated by GIZ and Ampersand in accordance with the training plan and content of the assignment.
• Deliver a recap training on safe driving, code of conduct, customer care, and traffic rules for 1 day.
• Distribute a daily transport allowance to the trainees as per attendance on the practical sessions.
• Avail training space for practical driving skills.
• Avail 4 motorcycles in good conditions with valid insurance each for each training session.
• Ensure valid risk insurance of the trainees and trainers during the whole duration of the practical training
• Avail individual Protective Equipment for smooth delivery of the assignment and training risks minimization.
• Ensure strict adherence to measures against the spread of covid-19 as per the Rwandan government guidelines.
• Ensure that all trainees have registered for the final driving license.
• Hire a qualified male master trainer, a female senior trainer, and two female co-trainers (to be jointly identified from the successful beneficiaries from the previous project).

Requirements Criteria & Evidences
Participants selection criteria
The trainees will be selected from the group of 60 females that have participated in the previous project, beholders of a provisional driving license, with advanced practical skills.

Characteristics of the service provider
• Registered with RDB/RCA.
• A well-known and reputable training school with more than 5 years of experience performing similar training.
• Having excellent written and spoken English and Kinyarwanda language skills.
• Flexibility and ability to adjust to changing circumstances and needs whenever the need arises.
• Full availability to the assignment until September 2022
• Demonstrate the professional capabilities on the knowledge of the training outline as above mentioned.

Estimated Expert Days And Timeline
Training plan description
The training will be conducted using 4 motorcycles, whereby a group of 2 trainees will use one motorcycle. The training provider is expected to provide a training plan accordingly.

Reporting And Cooperation
• The driving school will report to the project coordinator of the training programme.
• The instructors should regularly provide basic information/ feedback of the training to GIZ and Ampersand (attendance or any other challenges faced in the process of the assignment) through the project coordinator.
• The driving school will work closely with GIZ and Ampersand.
• GIZ will make sure that all training facilities are availed on time prior to the requirements prerequisites, and Ampersand will make sure that all qualified training participants are available, and they can participate regularly at the training site and on time.
• The GIZ coordinator of this project is responsible for managing the entire contract in close collaboration with Ampersand Ltd’s technical focal person.

Location And Duration Of The Assignment
The location of this assignment is in Kigali city and this assignment should be completed in a maximum of 70 days between 2nd May and 30th September 2022.

• A Cover letter expressing interest in this assignment;
• Technical Proposal with a brief description of why you would be considered as the most suitable for the assignment, relevant expertise, and a detailed clear methodology, on how will be your approach and complete the assignment. It should be formatted, font type ARIAL, fond size 11, and should be clearly formulated. The offer should be drawn up in English language.
• The CVs shall not exceed 6 pages.

For the Financial Proposal:
The Financial Proposal indicates the all-inclusive total contract price, supported by a breakdown of all costs. The cost must be in Rwandan Francs and VAT excluded.
