Key Expert 1: OHS Expert

Tasks of key expert 1

  1. Review of international, regional and national social protection and OHS standards; Identify gaps and determine required interventions regarding the application of the standards; especially in mining, mineral beneficiation, mineral value addition facilities.
  2. Develop a user-friendly booklet containing gender sensitive guidelines, OHS, and social protection standards in both English and Kinyarwanda.
  3. Develop a training module and deliver a training to RMB staff on the developed gender sensitive guidelines, OHS and social protection standards.
  4. Develop an exit strategy for sustaining the acquired skills and knowledge.
  5. Develop a training module and deliver training for in-company trainers and field demonstrations on OHS and social protection standards.
  6. Participate in the revision of the school curriculum of the Rutongo  School of Mining with focus on health and safety in mining and environment and social protection. 

Qualifications of key expert 1

  • Education/training (2.2.1): A master's degree in occupational health and safety, public health, environmental engineering, or environmental sciences  

 Language (2.2.2): language proficiency in English C2  

  • General professional experience (2.2.3): 5 years of work experience in environmental and development projects with focus on OHS
  • Specific professional experience (2.2.4): 2 years of working experience in capacity building, developing training methodology and materials, and conducting trainings in mining sector

Key Expert 2:  Environment Expert

Tasks of key expert 2

5. Costing requirements

Assignment of personnel and travel expenses

Per-diem and overnight accommodation allowances are reimbursed as a lump sum up to the maximum amounts permissible under tax law for each country as set out in the country table in the circular from the German Federal Ministry of Finance on travel expense remuneration (downloadable at https://www.bundesfinanzministerium.de).

Accommodation costs which exceed this up to a reasonable amount and the cost of flights and other main forms of transport can be reimbursed against evidence

All business travel must be agreed on in advance by the officer responsible for the project.

Sustainability aspects for travel

GIZ would like to reduce greenhouse gas emissions (CO2 emissions) caused by travel. When preparing your tender, please incorporate options for reducing emissions, such as selecting the lowest emission booking class (economy) and using means of transport, airlines and flight routes with a higher CO2 efficiency. For short distances, travel by train (second class) or e-mobility should be the preferred option.

If they cannot be avoided, CO2 emissions caused by air travel should be offset. GIZ specifies a budget for this, through which the carbon offsets can be settled against evidence.

There are many different providers in the market for emissions certificates, and they have different climate impact ambitions. The Development and Climate Alliance (German only) has published a list of standards (German only). GIZ recommends using the standards specified there.

A budget of 2,500RWF is foreseen for flexible remuneration. Please incorporate this budget into the price schedule.

Use of the flexible remuneration item requires prior written approval from GIZ.

6. GIZ inputs/ Responsibility

The bidder is responsible for planning the validation workshop and its moderation. GIZ is responsible for the workshop's costs and logistics, such as venue, stationery and other consumables needed.

The structure of the tender must correspond to the structure of the ToRs. in particular, the detailed structure of the concept (Chapter 3) should be organised in accordance with the positively weighted criteria in the assessment grid (not with zero). The tender must be readable (font size 11 or larger) and clearly formulated. It must be written in English language.

The complete tender must not exceed 10 pages (excluding CVs). If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. External content (e.g., links to websites) will also not be considered.

The CVs of the personnel proposed in accordance with Chapter 4 of the ToRs must be submitted using the format specified in the terms and conditions for application. The CVs shall not exceed 4 pages each. They must clearly show the position and job the proposed person held in the reference project and for how long. The CVs can also be submitted in French.

Please calculate your financial tender based exactly on the tasks specified in Chapter 2. The consultant is not contractually entitled to use up the days, trips, workshops, or budgets in full. The number of days, trips and workshops and the budgets will be contractually agreed as maximum limits. The specifications for pricing are defined in the price schedule

8. Reporting 

The successful bidder will report to the Technical Coordination Team of the project. The type of the reports is described in section 2: Tasks to be performed and deliverables.

9. Confidentiality

The consultant will be required to sign a confidentiality agreement before commencing the work/assignment of this project. All project-related information will be treated as confidential and may not be disclosed to any third party without the project lead's prior written consent.

10. Submission of offer

The Expression of Interest should contain the following:

A. Technical Proposal:

  • A cover letter expressing your interest in this assignment.
  • Technical proposal with a brief description of why you would be considered as the most suitable for the assignment, relevant expertise, and a detailed, clear methodology, your approach to complete the assignment (see attached template).
  • CV of the Expert
  • VAT Registration certificate
  • Latest tax clearance certificate
  • Company registration certificate (RDB)
  • Proof of successful completion of related assignments. 

B. Financial Proposal: Indicates the all-inclusive total contract price, supported by a breakdown of all costs. The offer should indicate the category of document to be designed, price per page, per each category and total price based on the number of pages estimated. The price must be in RWF and VAT excluded.
