RECRUITMENT OF A LOCAL CONSULTANT TO DEVELOP THE COMPREHENSIVE STANDARD OPERATING PROCEDURES MANUAL (CSOPM) FOR THE INSTITUTE OF INTERNAL AUDITORS OF RWANDA.

  1. About Us

The Institute of Internal Auditors of Rwanda (IIA-Rwanda) was founded and signed a Memorandum of Understanding with IIA Global in 2012. IIA Rwanda is legally registered in Rwanda-by-Rwanda Governance Board (RGB) under Law Number: 04/2012 of 17/02/2012 governing the organization and functioning of National Non-Governmental Organizations with RGB Decision No: 028/NGO/2015 conferring Legal Personality upon Institute of Internal Auditors issued in May 2015.

The Institute of Internal Auditors of Rwanda (IIA-Rwanda), is the professional body that advocates for and promotes the development and professionalization of the internal audit function in Rwanda through capacity building initiatives, sharing of internal audit resources, and advocacy.

2. Terms of Reference

Recruitment of a Local Consultant to Develop the Comprehensive Standard Operating Procedures manual for the Institute of Internal Auditors of Rwanda.

2.1  Introduction

These Terms of Reference (ToRs) set out the scope of the work to comprehensively develop a standard operating procedures manual.

The assignment aims to develop a comprehensive standard operating procedures manual that will guide the Institute in its day-to-day operations and management. The manual will serve as the backbone of our operations. The Consultant will work collaboratively with our team to document current processes, pinpoint areas of improvement, and create clear, efficient procedures that will elevate our performance and efficiency.

2.2  Objectives

The primary purpose of the manual is to guide the day-to-day operations and activities of IIA of Rwanda. 

The manual will respond to the following specific objectives:

  1. The various operations of IIA Rwanda and donor/development partners are harmonized,
  2. Guidance is provided to all staff on the various business processes and operations of IIA Rwanda,
  3. The controls which have to be put in place are adequately described,
  4. The operations of IIA-Rwanda are carried out in accordance with the approved policies and procedures of IIA-Rwanda,
  5. The roles and responsibilities of the various stakeholders of IIA-Rwanda in its operations are clearly understood,
  6. There is a reference document for auditors, consultants, donors/development partners, and other stakeholders who may wish to understand IIA-Rwanda’s systems. 

 3. Call for development of a comprehensive standard operating procedures manual for IIA-Rwanda   

The Institute of Internal Auditors of Rwanda invites competent consultants to develop the comprehensive standard operating procedures manual to primarily guide in the day-to-day operations and activities of IIA Rwanda.

All parts/chapters (Administrative, HR, Procurement, Financial, Logistics, etc.) of the comprehensive standard operating procedures manual shall be interlinked in a manner that there is correlation and feeds each other. This is imperative as the manual will be used by different departments and stakeholders in executing the institute’s operations and activities.

The management of IIA-Rwanda is therefore calling for interested and competent consultants to submit their proposals, which respond to its need to develop a comprehensive standard operating procedures manual.

The consultant will also develop the User Guide for comprehensive standard operating procedures manual for the following chapters/volumes that will make up the procedures’ manual.

 4. Methods and deliverables

The consultant shall do a related literature review, and work hand in hand with the IIA-Rwanda personnel, management, Board of Directors, and other stakeholders for proper consultation. The collected data shall make a strong basis for the development of a sound comprehensive standard operating procedures manual. Five (5) Evaluation steps shall be made with the client, to assess the progress of the assignment as follows:

  • Inception Report: One week after the signature of the contract, to assess the methodology the consultant intends to use for the whole assignment,
  • Consultations and data collection: 4 weeks from the signature of the contract,
  • Draft comprehensive standard operating procedures manual: 8 weeks after the signature of the contract.
  • Final comprehensive standard operating procedures manual: 10 weeks after the signature of the contract

5. Expected output

The expected output is the final comprehensive standard operating procedures manual with its User Guide. These outputs shall be obtained after the presentation and validation processes.

6. Qualification, experience, and competencies.

The interested consultant to develop a comprehensive standard operating procedures manual will be required to have the following requirements:

  1. The consultant must have a master’s degree in business administration, economics, and other related disciplines.
  2. At least 10 years of work experience in consulting especially in business planning, strategic planning, and related areas
  3. Present at least 3 certificates of good completion in the development of the procedures’ manual. To have at least developed or participated in the development of a comprehensive standard operation procedures manual for one of the government-controlled companies, NGO or Private Company is an added value,
  4. Experienced in managing and running the operations of Start-ups. IIA-Rwanda being a young institute would require running from the experience of such a consultant with a good track record in managing the start-ups.
  5. A solid knowledge of and familiarity with corporate governance of learning institutes is an added value,
  6. A good knowledge of consulting firms is highly welcome.
