Title: Consultancy services for the Financial Sector Skills Council, the training levy and the skills development fund for the financial sector

Lot 1: Maximum budget: 85 000 EUR - Performance period of 5 months Lot 2: Maximum budget: 300 000 EUR - Performance period of 12 months

The Luxembourg Agency for Development Cooperation (LuxDev) launches a CEOI for the acquisition of consultancy services for the Financial Sector Skills Council, the training levy and the skills development fund for the financial sector on behalf of project RWA/024 receiving financial support from the government of the Grand- Duchy of Luxembourg.

Service providers invited to express their interest to offer the services mentioned above should be legally established companies governed by private aw (Company Law in Rwanda or other countries), (excluding non- governmental organisations, not-for-profit organisations and public operators) and specialised in design and development of financial systems and the implementation of skills councils and capacity building mechanisms. Indicatively, service providers will have to demonstrate their technical capacity and experience in formulating strategic plans, working with the financial sector and international financial centres, as well as with policy reforms, skills development and talent attraction schemes. It is also essential for service providers to demonstrate a strong experience in stakeholder engagement, with a diversity of partners (government institutions, the private sector, financial institutions development agencies, local organisations).

This C-EOI is composed of two lots as follows:

Lot number 1: Consultancy services to develop the 5-year strategic plan for the Financial Sector Skills Council 2025-2030; and

Lot number 2: Consultancy services on the establishment of a training levy and skills development fund for the financial sector.

The start of the contract is foreseen for October 2024 and for a duration of 5 months (lot 1), and October 2024 for a duration of 12 months (lot 2). Service providers must be available for the entire period foreseen and willing to intervene in Rwanda. The maximum budget available for this contract is estimated at 85 000 EUR for Lot 1 and 300 000 EUR for Lot 2, so a total of 385 000 EUR for Lots 1 & 2 (all taxes excluded).

Interested service providers are invited to submit sufficient documentation to respond to the selection criteria. The dossier, including the selection criteria and the application form, is available on request at the address given below.

A shortlist of three minimum and eight maximum candidates per lot will be invited to submit a full offer evaluated as qualified and ranked, if necessary, against the selection criteria.
