BACKGROUND AND CONTEXT

The Government of Rwanda wishes to achieve 100% of electrification countrywide. The existing MV national grid will be extended through construction of 84.8km of MV (15& 30kV) distribution lines and 444.29km of LV (0.4kV) network and connection to 30,522households. This project addresses access to electricity in the Southern province in Kamonyi district. The works include supervision of works, contract management, monitoring and procurement of electricity distribution materials including but not limited to poles, conductors, transformers, energy meters, and other connection hardware and local installation services.

This component will mainly be implemented on a turnkey contract basis, other than household connections and procurement of energy meters.

OBJECTIVE OF THE ASSIGNMENT

The project's broad objective is to support "improvement of access to reliable and cost-effective electricity services for households and priority public institutions and sustain the reliability of electricity supply in Rwanda and strengthen the institutional capacity of key sector players in the project."

DURATION OF THE ASSIGNMENT

The duration of the assignment is 18 months and 12 months of defect Liability Period and 1 month of reporting.

SCOPE OF THE ASSIGNMENT

The purpose of the consultancy service is to carry out the role of supervision for energy access construction works. The consultant will carry out the scope outlined below up to commissioning and preparation of final Project Completion Reports.

The Consultant tasks shall include but not limited to the following:

Review, update, and finalize the design and specifications prepared by the contractor and EDCL office to ensure that they conform to acceptable international standards, Assist EDCL's project team in contracts negotiations for all construction contracts with successful bidders, and preparation of all contracts and minutes of negotiation in coordination with EDCL's team, and submission of such draft contracts and minutes of negotiation for "No objection" to the Bank,

Preparation and submission to EDCL's project team detailed project implementation schedule for onward submission to the Bank,

Ensuring that the environmental and social impact mitigation and monitoring measures in the Project's Environmental and Social Management Plan (ESMP) and the Environmental and Social Impact Assessment (ESIA) included in it are appropriately executed by the contractors as well as by relevant community and local government authorities.

Preparation and submission of Project Completion Report, outlining, inter-alia, achievements in relations to objectives and targets in accordance with the Saudi Fund for Development requirements, Etc.

The selected most qualified firms shall be requested to provide proposals.

SELECTION PROCESS

Consultant Firm may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Procurement Regulations.

Five to eight Consultant firms shall be shortlisted and be invited to submit their technical and financial proposals. Firms will be ranked based on the number of provided previous experience in last ten years, works associated with design, supervision, and construction management of similar nature (distribution line and access /or transmission lines and substation projects).

The expression of interests must be submitted in written form (electronically) addressed to the Managing Director of the Energy Development Corporation Limited (EDCL) through the e- mails: procurement@edcl.reg.rw copy to jdruberanziza@edcl.reg.rw not later than 13/06/2024 at 5:00pm Kigali time (GMT +2).
