JOB DETAILS:
Objectives.
The overall objective of the consultancy is to contribute to the readiness of Rwanda Revenue Authority Customs Officials in for trading under AfCFTA.
The consultancy is to deliver a Training on Schedules of Tariff Concessions which is Annex 1 of the Protocol on Trade in Goods under the AfCFTA.
Specific objectives
• Develop training materials or modules with topics that include;
1. Schedules of Tariff Concessions
2. Application of AfCFTA Offers by States parties
3. Amendments of HS 2022 under WCO
4. Amendments of EAC CET 2022
5. Impacts of amended EAC CET 2022 on EAC Tariff offers to AfCFTA Secretariat
• Deliver the training with the Rwanda Revenue Authority by holding a training with selected 100 Customs staff.
• Report on the feedback received from participants of the training and suggest and implement adjustments to the developed training concept and/or materials
Tasks to be performed by the contractor
The scope of work for the consultancy shall cover all activities necessary to accomplish the stated objectives of the project, whether a specific activity is cited in these terms of reference. During the first week of the assignment there will be an inception meeting between all parties (the consultant, Rwanda Revenue Authority and GIZ) to introduce the assignment, clarify any open questions and to further determine the scope of work and the way forward (activities). The consultant is expected to produce an inception report indicating the proposed detailed work plan, a training concept for the training as well as agreed communication and reporting lines. A comprehensive list of all customs collection points and relevant offices grouped into sectors are to be compiled.
The contractor is responsible for providing the following services.
• Draft a training concept including a layout of the proposed training schedule for the identified customs officials targeting their specific needs.
• Develop training materials or modules.
• Conduct an8days training workshop for selected customs officials in Rwanda to train and sensitize 100customs officials (2days for each group of 25customs officials from various boarders)
• Prepare a questionnaire (in close cooperation with GIZ) to assess the participants’ satisfaction with the conducted training workshops.
• Prepare a report (5-7 pages) including the used concept and outcome of the workshop and reflect on recommendations for future trainings based on the feedback of the participants and the outcome of the workshops
Period of Assignment
The assignment is expected to be implemented within the period of 1st September 2022– 31st October 2022. The total number of estimated days is 25 working days.
The assignment requires travelling to and within Rwanda as the trainings shall be held in person.
The consulting firm should have a long-standing experience working in areas of trade facilitation, customs cooperation, trade policy and regional trade. The firms should also show previous experience working with other cooperating partners in trade facilitation. The firm should also show having previously worked with customs authorities and having a good understanding of rules of origin procedures around Africa and globally.
The consultant team shall consist of one lead and one assistant consultant. The lead consultant shall be responsible for phase 1 of the assignment. The assistant consultant shall be specialized in the Rwandan context to ensure the smooth running of the training sessions.
Qualifications of the lead consultant:
• University master’s degree in economics, law, trade or similar
• Twelve (12) years of professional experience in Customs operations with reputable organizations.
• Vast experience in product classification, particularly with the Harmonized System
• Ten (10) years working experience in customs regimes and customs cooperation involving cross border trade as well as in-depth knowledge of the AfCFTA evidenced by 5 referenced assignments.
• Participated in the AfCFTA TiG protocols negotiations
• Knowledge of negotiation skills and able to transfer them to others
• Proven ability to conduct capacity building and/or training activities evidenced by 3 assignments.
• Excellent proficiency in English.
Qualifications of the assistant consultant:
• University master’s degree in economics, law, trade or similar;
• Excellent proficiency in English and Kinyarwanda.
• Ten (10) years of professional experience in trade policy and trade facilitation in the Rwandan context;
• Eight (8) years working experience in customs regimes and customs cooperation evidenced by 2 referenced assignments in the Rwandan context;
• Knowledge of Harmonized System and classification of products;
• One (1) year working related to rules of origin policy indicated;
• Proven ability to conduct capacity building and/or training activities evidenced by 2 assignments.
Inputs of GIZ
GIZ will assume the costs for the venue for the trainings and the catering during the workshops.
Bidding documents
The consulting firm shall submit written technical and financial proposals. The technical proposal should not be more than 12 pages and must include but not be limited to:
• A detailed work plan
• The CVs of relevant staff and consultants
• Quality control measures
• References to similar assignments
• Company registration certificate (RDB)
• VAT registration certificate with RRA
• Latest tax clearance certificate
For the Financial Proposal:
• The Financial Proposal indicates the all-inclusive total contract price, supported by a breakdown of all costs. The cost must be in Rwf and VAT excluded.
• The consulting firm is responsible for the costs of the consultants’ accommodation, feeding and travel and must be included in the financial proposal
