The Digital Transformation Center is a Rwandan-German initiative aimed at developing impact-driven digital solutions at regional and continental level in Africa. Make-IT in Africa believes in African innovation and digital technologies for a green and sustainable development. In close collaboration with start-ups, local innovation enablers and political partners, Make-IT empowers entrepreneurial and innovation ecosystems. Together, Make-IT aims to strengthen an environment in which the full potential of digital innovation can unfold.

FAIR Forward
FAIR Forward – Artificial Intelligence for All strives for a more open, inclusive, and sustainable approach to AI on the international level. In Rwanda, the project focuses on strengthening AI skills and capacities, fostering access to open AI training data and technologies, and developing AI policy frameworks based on international best practices.

Context:
During the course of implementation, the Digicluster Teams from the respective programs are always in the process of planning and implementation of their day today business activities. Some of these activities require stakeholder engagement, focus group discussions, brainstorming sessions etc. and all these sessions require professional facilitation services respectively.
It is in this regard that the Digital transformation Centre is currently looking for a qualified consulting firm to help facilitate these sessions respectively.
Tasks to be performed by the contractor:
The Digital transformation Centre is currently looking for a qualified consulting firm to help facilitate these sessions respectively as per the requirements below:
Specific tasks to be performed include:
Work package 1: Team facilitation and moderation of planning workshops for the DSSD, Make-IT and Fair-Forward programmes. (Focus groups, brainstorming sessions, Digi cluster and partner workshops etc) This includes the following tasks:
1. Support preparation of methodology and materials for the workshops
2. Facilitating workshop tasks, individual and group contributions among cluster members and colleagues
3. Ensure everyone is contributing to the workshop in terms of required inputs and comments
4. Keep the discussion on track
5. Clarify contributions
6. Facilitating Group Discussion on parking lot ideas and required clarifications
7. Facilitation of the didactic Presentations
8. Facilitation of Small Group Work/Exercises
9. Facilitation and moderation of brainstorming of team sessions and additional ideas
10. Facilitation of the team on ending modules/the workshop compiling contributions
11. Facilitation on evaluating the inputs from all the requirements gathered
12. Prepare workshop documentation

Work package 2: Moderation and facilitation of digital cluster focus group workshops (Smart cities, Artificial intelligence, rapid prototyping, etc.)
1. Support development of meeting methodology and materials (e.g., agenda, whiteboards)
2. Conduct facilitation of meetings and guide discussions among participants
3. Facilitate discussions in smaller breakout groups
4. Facilitate documentation of discussions during the meeting, i.e., documentation on whiteboards or similar
5. Prepare meeting documentation
Milestones: The work to be done will require the following experts for this timeline:

Concept
In the bid, the bidder is required to show how the objectives defined in Section 2.2 to 2.5 are to be achieved, if applicable under consideration of further specific method-related requirements (technical-methodological concept). In addition, the bidder must describe the project management system for service provision for this development, it is preferable that in the technical offer the bidder stipulates the number of sprints required for the development, testing and deployment.

Technical-methodological concept
Strategy: The bidder is required to consider the tasks to be performed with reference to the objectives of the services put out to tender (see Section 2.2 to 2.5). Following this, the bidder presents and justifies the strategy with which it intends to provide the services for which it is responsible.
The bidder is required to present the actors relevant for the services for which it is responsible and describe the cooperation with them. In particular experts in the field of Software development and system integration for health information system.
The bidder is required to describe the key processes for the services for which it is responsible and create a schedule (project plan) that describes how the services according to Section 2.3 to 2.5 are to be provided. In particular, the bidder is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors in accordance with Section 3.
The bidder is required to draw up a personnel assignment plan with explanatory notes that lists all the experts proposed in the bid; the plan includes information on assignment dates (duration and expert days) and locations of the individual members of the team complete with the allocation of work steps as set out in the schedule.
Organization and Supervision Arrangements
The Consulting Firm/Consultants will work on daily basis with DSSD Team under the direct supervision of the DSSD Component Manager.
Reporting Requirements
The Consulting Firm/Consultant is required to report directly to DSSD Innovations and digital solutions Manager.
The following reports shall be submitted in English:
Inception Report
This report shall be given not later than (2) weeks after the commencement of the assignment detailing but not limited to the approach and methodology, proposed work plan for undertaking the assignment, and implementation timeline scheduling of the assignment.

The Phases Completion Reports
This report shall constitute a summary of the accomplished work for each phase and shall reveal in detail achieved milestone and the work plan for the coming phase. The report shall also identify the problems encountered during the implementation of previous phases and the suggested measures and needed help from DSSD Team to facilitate the next Phase work. This report should be submitted after each phase.
The Draft Final Report
This report will elaborate all activities undertaken during assignment execution including all moderation timelines or topics that have been moderated and their statistical attendances etc.
The Final Report
The final report shall incorporate comments/ feedback from DSSD Team on the draft report.
Personnel concept
The bidder is required to provide personnel who are suited to filling the positions described, based on their CVs, the range of tasks involved and the required qualifications.
The below specified qualifications represent the requirements to reach the maximum number of points.
Team leader
Tasks of the team leader
• Overall responsibility for the advisory packages of the contractor (quality and deadlines)
• Coordinating and ensuring communication with GIZ, partners and others involved in the project
• Personnel management, in particular; identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting all experts
• Regular reporting in accordance with deadlines

Qualifications of the team leader
• Education/training (2.1.1): MSc. in Social Innovation Management, Global politics, or Business Administration
o Language (2.1.2): Good business language skills in English. Knowledge in Kinyarwanda preferable.
o General professional experience (2.1.3): 5 years of professional experience in the supporting innovation programs for entrepreneurs and start-ups.
o Specific professional experience (2.1.4): 10 years in working with and facilitating trainings for entrepreneurs.
o Leadership/management experience (2.1.5): 4 years of management/leadership experience as project team leader or manager in a company
o Development Cooperation (DC) experience (2.1.7): 2 years of experience in DC projects
• Other (2.1.8): Experience in circular economy-based training for entrepreneurs and start-ups. Experience in designing curriculums and facilitating trainings. Experience in building strategic plans and operations.

Expert #1. (2 Experts are needed here)
Tasks of expert 1
• Responsible for identifying all and any business model advisory needs of the start-ups from a circular economy perspective.
• Responsible and attend to any other assignment activity, procedure, legal or regulatory tasks that may come up during this assignment.
Qualifications of expert 1
• Education/training (2.2.1): Bachelor’s in Business administration or any related course
• Language (2.2.2): Good business language skills in English. Knowledge in Kinyarwanda preferable.
• General professional experience (2.2.3): 4 years' experience in workshop facilitation and entrepreneur support
• Specific professional experience (2.2.4): Experience in business incubation, coaching and project management in Rwanda
• Leadership/management experience (2.2.5): 4 years leadership experience
• Regional experience (2.2.6): 3 years working in the region
• Development Cooperation (DC) experience (2.2.7): 4 years of experience in DC projects
• Other (2.2.8): Proven experience in social enterprises, Proven experience in financial advisory to entrepreneurs and start-ups.

• Education/training (2.2.1): Bachelor of computer science or business administration
• Language (2.2.2): Good business language skills in English. Knowledge in Kinyarwanda preferable.
• General professional experience (2.2.3): 3 years' experience in supporting and coordinating events
• Specific professional experience (2.2.4): 3 years' experience in supporting tech start-ups to scale
• Leadership/management experience (2.2.5): 3 years leadership experience
• Regional experience (2.2.6): 3 years working in the region
• Development Cooperation (DC) experience (2.2.7): 3 years' experience in DC projects
• Other (2.2.8): Experience with workshop design and facilitation
The bidder must provide a clear overview of all proposed short-term experts and their individual qualifications.

Requirements on the format of the bid
The structure of the bid must correspond to the structure of the ToRs. In particular, the detailed structure of the concept (Section 2.2 to 2.5 ) is to be organized in accordance with the positively weighted criteria in the assessment grid (not with zero). It must be legible (font size 11 or larger) and clearly formulated. The bid is drawn up in English (language).
The CVs of the personnel proposed in accordance with Chapter 5 of the ToRs must be submitted using the format specified in the terms and conditions for application. The CVs shall not exceed 8 pages. The CVs must clearly show the position and job the proposed person held in the reference project and for how long. The CVs should also be submitted in English (language). If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment. Please ensure that CVS are accompanied with copies of qualification certificates (Do not provide originals).
Please calculate your price bid based exactly on the aforementioned costing requirements. In the contract the contractor has no claim to fully exhaust the days/travel/workshops/ budgets. The number of days/travel/workshops and the budget amount shall be agreed in the contract as ‘up to’ amounts. The specifications for pricing are defined in the price schedule.

For the Financial Proposal:
