Rwanda aspires to improve standards of living for all its citizens in the Vision of 2050. The Country is aiming to become a middle-income economy by 2035 and high-income economy by 2050. The Vision will be implemented through a series of seven-year National Strategies for Transformation (NST1), underpinned by detailed sectoral strategies that are aimed towards the  achievement of the SDGs and the Africa Agenda 2063. The NST1 came after the implementation of two, five-year Economic Development and Poverty Reduction Strategies—EDPRS (2008-12) and EDPRS-2 (2013-18), under which Rwanda experienced robust economic and social transformations. The growth averaged 7.5% over the decade to 2018 while per capita growth domestic product (GDP) grew at 5% annually. However, the rate of unemployment and underemployment is still prominent. With strategies like the NST 1 (2018-2024) and the Private Sector Development and Youth Employment Strategy (PSDYES), the Government of Rwanda is promoting skills development and the creation of off-farm jobs.

The Programme Skills Development for Economic Transformation (SD4T) as part of the priority area “Sustainable economic development, training and employment” of the Rwandan-German Development Cooperation, is supporting these efforts. The programme, with the objective of pro-employment growth in the Rwandan light industry is aligned with the principles of inclusiveness, productivity and environmental sustainability and will be implemented between January 2023 and December 2025.

The Programme aims at employment-intensive growth through strengthening the capacities of key sectoral institutions; improving the quality of TVET measures; increasing the performance of companies and enhancing women’s economic participation.

As one of the largest and most successful private sectors and the largest contributor to Rwanda’s export value, the GIZ-SD4T programme is building on previous achievements by continuing to support the country’s tourism sector. Due to its impact and size, tourism works as a motor for other sectors by increasing demand in manufacturing, conservation, agriculture, and other services.

Context

Hiking and biking tourism have grown exponentially worldwide over the past years and are perceived by most travelers as the most appealing ways to experience adventure while contributing to better health and supporting the economic growth of the host destinations. It is against this background, that Rwanda has over the last years invested in the development of hiking and biking trails to offer more opportunities for travelers seeking to experience the beauty of the country and get immersed with the local culture. The Congo Nile Trail (CNT) is the longest trail and was developed in the western part of Rwanda, along the shores of lake Kivu and through different community plantations, homes and villages. The CNT connects 5 districts of the Western province of Rwanda namely Rubavu, Rutsiro, Karongi, Nyamasheke and Rusizi. The Trail is used for both hiking and biking.

The development and sustainability of the Congo Nile Trail has called  for a more participatory approach between the public sector and the private sector to promote the destination, contribute to community development and offer benefits for all the local stakeholders. To ensure maximum satisfaction to the tourists visiting the CNT and maximizing the tourism benefits to the local stakeholders, there are several expected requirements in terms of quality guiding services, accommodations, transport, infrastructure and many other ancillary services like refreshments, restrooms that visitors do not find easily during their visit.

This gap in tourism service delivery has been revealed by different users of the Congo Nile Trail, including tourists and tour guides as well as different experts. Such extra services do not only contribute to the satisfaction of the visitors of the Congo Nile Trail but also economically contribute to the welfare of the local communities through additional income generation opportunities.

In this framework, a project to address the issue has been implemented for the infrastructure improvements for the currently identified tourists’ ancillary service shops owned by the community along the Congo Nile Trail. This  involves the construction of wooden composting latrines and renovation of tourists’ ancillary service shops along the Congo Nile Trail. This has been done in parallel with the capacity building for those service providers along the trails. The current efforts intend to fulfil different aspects that will lead to the certification of the Congo Nile Trail. In addition to that, the constructed composting latrine appears to have piqued the interest of many and are expected to be replicated in other locations of Rwanda.

This project has been implemented by the GIZ’s programme for the Promotion of Economy and Employment (Eco-Emploi) currently referred to as  the Skills Development for Economic Transformation programme  (SD4T) in collaboration with Rwanda Development Board, the Chamber of Tourism (through the Kivu Belt DMU) and the local government in Rutsiro, Karongi, Nyamasheke and Rusizi districts.

However, all members of the local community are not familiar with how to properly use these latrines, which can lead to improper disposal of waste and negate the positive impact of the latrines.

GIZ shall hire an individual contractor for the anticipated contract term, from July, 2023 to June, 2024.

The contractor shall provide the following work/service:

  • At least visiting one site before starting the preparation of the training manual to have a firsthand understanding of how the actual composting latrines are constructed. The site visit will take place in Kivumu Sector of Rutsiro District.
  • Develop a training programme and materials for coaching the community about composting latrines: A training programme and materials in Kinyarwanda for coaching the community on how to properly use and manage the composting latrines will be developed by the contractor and validated by relevant institutions before being used. The trainees will be given a manual containing graphics and certificates which will be printed and provided by the contractor at the end of this training programme.  
  • Conduct two (2) training sessions for the community on the proper use of composting latrines: A two-days hands-on training session for a group of 7 people to be conducted in July, 2023 in Karongi district and later a two-days hands-on training session for another group of 4 people to be conducted in January, 2024 also in Karongi District of the Western Province of Rwanda.  GIZ will cover the travel and accommodation costs for the participants that will be taking part in these trainings and the contractor is expected to:
  • Provide demonstrations on how to use the composting latrines, including how to add organic material and maintain the latrines without harming the environment.
  • Provide information on the benefits of composting latrines, such as reduced water pollution and improved soil fertility.
  • Provide guidance on the proper disposal of waste in the composting latrines including how to use the compost as the soil fertiliser and how to train at least one person back home on how to use composting latrines
  • Conduct 2 follow-up visits to ensure that the community is using the latrines correctly and addressing any issues that arise: At least 2 followup visits for each site conducted at the different 11 sites along the CNT based on the  agreed-on timelines after the trainings. The sites are located in the remote areas of the Kivu Belt Region, specifically Rutsiro, Karongi, Nyamasheke and Rusizi districts of the Western Province of Rwanda.  A Follow-up report on the progress of this visit is expected at the end of the assignment.

Qualifications of proposed staff

General qualifications

  • At least a Bachelor's degree in a relevant field such as Environmental Science, Sanitation Engineering, Agronomy or any other relevant field.
  • Additional training certifications in composting techniques, sustainable sanitation, community development, or adult education will be an added value

Professional experience

  • At least 5 years’ experience in training and education on sanitation and hygiene, particularly working with communities in rural areas. Proven by certificates of completion of previous similar assignmets.
  • The contractor should possess the skills to develop comprehensive training programmes and materials tailored to the community's needs. They should be familiar with instructional design principles and adult learning methodologies. Proven by at least 1 certificate/reference of completion of previous similar work.
  • The contractor should be knowledgeable about composting processes, waste management, sanitation practices, and environmental sustainability. He/She should be able to provide accurate information, guidance, and demonstrations on the proper use and maintenance of composting latrines. Proven by at least 1 certificate/reference of completion of previous similar work and education background certificates
  • Demonstrated knowledge of composting latrines and their benefits. Proven by at least 1 certificate/reference of completion of previous similar work and education background certificates.

Experience in the region/knowledge of the country

  • Rwanda

Language skills

  • Business fluency in Kinyarwanda and English is mandatory for this project

Appropriateness of proposed concept

  • Interpretation of the objectives in the ToRs and critical examination of tasks
  • Description and justification of the strategy for delivering the services put out to tender

Specification of inputs

Sustainability aspects for travel

GIZ would like to reduce greenhouse gas emissions (CO2 emissions) caused by travel. When preparing your tender, please incorporate options for reducing emissions, such as selecting the lowest-emission booking class (economy) and using means of transport, airlines and flight routes with a higher CO2 efficiency. For short distances, travel by train (second class) or e-mobility should be the preferred option.

If they cannot be avoided, CO2 emissions caused by air travel should be offset. GIZ specifies a budget for this, through which the carbon offsets can be settled against evidence.

The market for carbon credits is made up of a large number of providers, each with different claims as to their climate impact. The Development and Climate Alliance has published a list of standards. GIZ recommends using the standards specified there
