1. Background and rationale

Shora Neza is a WFP’s project in partnership with the Mastercard foundation (the foundation) implemented by DUHAMIC-ADRI in Southern and Western Provinces with the aim to create new and strengthen existing employment opportunities for young men and women, while considering their different needs, through strengthened, interlinked, and efficient agricultural value chains. The activities under this partnership build from WFP’s existing initiatives and aligns with the Foundation’s ‘Young Africa Works strategy. Specifically, the partnership will focus on contributing to achieving the following outcomes of the project:

2. Objectives of this assignment

DUHAMIC-ADRI is seeking a consulting firm to provide Business Development Services (BDS) and support the development of ‘agripreneurs’ through the implementation of a Farmer Service Centre (FSC) model. FSCs are youth-led, self-employed entities which act as key service hubs connecting private and public sector partners with smallholder farmers. The FSC business model contemplates income streams through direct sales and transaction commissions for quality agricultural inputs (e.g., seeds, fertilizers), services (e.g., soil testing, moisture measurement, mechanization), good agricultural practices (GAP) related products (e.g., irrigation kits, bio-digesters), post-harvest handling technologies and crop output aggregation services. 

3. Eligibility criteria

The interested candidates/applicants shall demonstrate the outstanding competencies and capabilities to perform the above assignment.

Their application/offers shall contain the following elements:

• Technical proposal illustrating the approach, methodology and work plan for conducting this assignment
• A copy of the company/firm registration certificate issued by RDB 
• A valid RSSB clearance certificate
• A valid tax clearance certificate issued by RRA;
• A valid company/firm good standing certificate
• A proof of using electronically generated bill (EBM) printed in the name of the consultancy company or firm for payment;
• Financial capacity proven by a credit line, promise of credit line or financial bank statement with the current deposit of at least Rwf 30,000,000 issued by a reputable financial institution.
• 3 certificates of good completion proving at least three years of professional experience in the following fields:
• Job creation for youth in agriculture and off-farm activities
• Agri-related value chain development;
• market facilitation and linkage services;
• Agri-financing;
• Development of business plan and technical support in development of actionable and profitable business models;
• Demonstrate proven experience to use digital data collection and reporting systems;
• Providing Business Development Services to farmers, farmer groups or agricultural cooperatives;
• Designing training and coaching materials Experience in training facilitation, mentoring and coaching techniques Proven by three certificates of Good completion 

The technical and financial proposals (hard copies) including the mentioned above elements will be submitted in one sealed envelope addressed to DUHAMIC-ADRI Executive secretary indicating either technical and financial proposals no later than December 15, 2023 at 10:00 AM at DUHAMIC-ADRI Head Office.

Public opening is scheduled on the same day at 10:30AM

Note: DUHAMIC ADRI has a similar tender designated to be implemented in the Southern Province. We would like to notify all interested bidders that participation in both tenders is permissible. However, it is important to note that during the analysis phase, no bidder will be awarded both tenders.
