Consultancy To Support Roam Through Grant Proposal Writing And Funds Mobilization. Terms Of Reference
Rwanda Organic Agriculture Movement(ROAM) is looking for an experienced grant proposal writing specialist for a short-term assignment to support ROAM through writing & developing project proposals. The financial support for this assignment is through the Local Subsidy program supported by GIZ to implement a project “Support to Strengthening Governance, Management and Technical Capacities of Rwanda Organic Agriculture Movement (ROAM).
1. BackgroundRwanda Organic Agriculture Movement (ROAM) is a National Umbrella Organization established in 2007 to respond to the needs expressed by different stakeholders in the organic sector (producers, farmers, processors, exporters and importers) to have an organized and more focused movement to spearhead the stimulation, development and promotion of the organic sector in Rwanda. ROAM started to operate as a legally registered non-governmental organization in 2014. ROAM has a mandate to promote the organic sector in Rwanda and intervenes in activities related to raise awareness amongst the population on the benefits of organic agriculture, provide capacity building to organic value chain actors, advocate and lobby for the adoption of organic policy and related legal framework in agriculture sector in Rwanda, Strengthen synergies and networking amongst the organic value chain actors. In addition, for ROAM to be financially stable and for the sustainability of the organization, a funds mobilization strategy is paramount.
For ROAM to fulfil its mandate to drive effectively the agroecology/organic sector in Rwanda and secure the long-term sustainability of the organization, ROAM is seeking the services of a qualified consultant in grant proposal writing to support ROAM through writing & developing project proposals. In addition, the consultant will develop a comprehensive resource mobilisation strategy for ROAM that will take into account the current global donor landscape, explore new funding modalities, and outline a strategic approach to leveraging existing and new partnerships, make recommendations on how to diversify ROAM’s funds resource and train ROAM’s team on the proposal writing.

The objective of the consultancy is to support ROAM through writing & developing project proposals, develop a resource mobilisation strategy and establish a clear overview of current and potential funding opportunities for ROAM to increase the long-term sustainability of the organization. The consultant will be responsible for developing proposals which reflects interventions in the thematic areas of agroecology/organic sector, climate change, environment & biodiversity conservation, nutrition and health and women & youth empowerment.
The specific tasks:• Consult with the ROAM team to understand the vision, mission and focus areas of the organisation.
• Develop a plan to engage new donors.
• Develop objectives for fundraising, methods, strategies and focus (bilateral, private sector, public funding, foundations).
• Develop a comprehensive resource mobilisation strategy for ROAM
• Draft fundraising proposals based on past proposals and aligned with the mentioned thematic areas.
• To identify grant funding opportunities aligned with priority thematic areas mentioned above.
• To train ROAM team on proposal writing.
• To develop concept notes and project proposals to be submitted to potential donors.
3. Expected output/deliverables• At least 4 concept notes and project proposals in the mentioned thematic areas developed and submitted to potential donors.
• Having 3-won project proposals in the mentioned thematic areas within the assignment period.
• ROAM team is equipped with knowledge and skills in writing project proposals.
• A comprehensive resource mobilisation strategy that includes an overview of the situation, a critical analysis of past fundraising experience, explores future opportunities and strategies to raise funds.
• An annex that maps donor interests worldwide - priorities, funding windows, and points that clarify actions that should be taken into account to mobilise resources and maintain relationships with donors.
• Periodical reports of the assignment progress.
4. TimelinesThe assignment will take 8 months (20 working days) starting from the contract signing date.
5. Requirements /Qualifications of the Consultant
1. Master’s degree / Bachelor’s degree in Social Sciences, Agriculture, Development studies, Business Administration, Communication, project management, or a related field.
2. At least 5 years’ experience in the development sector with proven experience and success in mobilising funds for non-governmental organisations.
3. Excellent knowledge of key donors in the identified thematic areas.
4. Samples of successful project applications,
5. Experience of working in multicultural contexts.
6. Excellent communication and writing skills in English.
