The Government of Rwanda received financing from the African Development Bank towards the cost of establishing the Regional Centre of Excellence in Biomedical Engineering and e-Health (CEBE) funded as a project hosted and implemented by the University of Rwanda (UR). It is intended that part of the funds of this loan will be applied to eligible payments under the contract for the consultancy services to deliver the academic services under the CEBE project. The university invites interested individual consultants experienced and capable to express their interest in providing the following services.
Objective of the assignment
The objective of this assignment is to develop training material and deliver a 200-hour module of Legislation and Policy Frameworks in Assistive Technology for the Master of science training in Rehabilitation and Mobility Sciences.

Requirements
Design of Teaching Materials and Mode of Module Delivery
The Consultant will employ rigorous and varied methods of teaching and research to achieve this task. The mode of delivery shall ensure that there is transfer of skills to the trainees for sustainability purposes. The Consultant should demonstrate professionalism, integrity, and ethics in delivering the modules.
Expected Outputs/Deliverables
The consulting must offer the following expected outcomes:
The consultant is expected to undertake the following tasks based on the CEBE
approved objectives and content of the modules:
The contract period will be between One to Three weeks maximum for the module, and the estimated time of deliver is July/August 2023. The consultant will start from the date the contract becomes successful and will be based on the period in which the module is to be delivered. The consultant must cover the assigned module in accordance with the training schedule.
To better reflect its mission and scope coverage, the consultant will be offered from the date the agreement for the consulting service becomes efficacious. The consultant must develop the teaching material according to academic curriculum and relevant resources to complete the set terms of reference.
Reporting Requirements
A detailed work plan with clear deliverables and milestones must be submitted within 2 weeks of the contract agreement. The consultant will be requested to report the progress and performance according to the contract. The consultant must submit the students’ performance report at the end of each assessment period with a proof of module realization in accordance with academic schedule. The reports should be addressed to the body in charge.
Skills Transfer
The consultant will be experienced in rehabilitation sciences practice or related legislation and policy frameworks in assistive technology.
