Introduction
Rwanda Men’s Resource Centre (RWAMREC) is a non-government organization striving to achieve gender equality through the promotion of positive masculinities and male engagement approaches in preventing gender-based violence in Rwanda. Basing on the understanding for the Men Engage approach, RWAMREC works in the following 4 areas: Community empowerment; building Healthy Families, Promotion of Gender Justice, and Youth Mentorship. RWAMREC operates in 21 districts of Rwanda to promote gender equality and to fight against sexual and gender based violence.
RWAMREC’s distinctive and innovative mission is to promote gender equality through reconstruction of a non-violent identity of men, adoption of healthy masculine behaviors and men’s empowerment to be positive and supportive partners, role models for other men, and change agents in promoting healthy families and women’s socio-economic development, eradication of sexual and gender-based violence, positive fatherhood and men’s health in Rwanda.

Background and context
Since 1994, Rwanda has made concerted efforts to promote inclusive governance and implement economic-transformation initiatives geared toward poverty reduction. The goal of these government-led initiatives has been to create a national identity by emphasizing one culture, one history, and one people. However, there have been achievements in the education, health, agriculture, democracy and governance, and economic growth sectors; there is increasing concern that this emphasis on a singular identity is superseding the recognition of social and economic marginalization (USAID, 2019). According to USAID (2019), not recognizing this marginalization may have unpredictable consequences for long-term political stability, economic development, and social cohesion.
Indeed, the gender equality and social inclusion gaps were identified in planning documents such as district development strategies, GBS, Imihigo, etc. According to RWAMREC report on assessment of domestication of national gender policy and national policy against GBV commitments towards gender transformative approaches in NST1, sector strategic plans, and district development strategies, there are gaps and challenges hindering the effectiveness of gender accountability from the perspective of planning, programme implementation, and monitoring and evaluation. These include but not limited to: (1) gender equality commitments are less reflected in District Development Strategies rendering annual action plans and Imihigo less gender sensitive and responsive; (2) most of the gender-related Imihigo seem to be the same across districts while districts have their specific contexts; (3) there is limited attempt for gender gap analysis in the economic pillar within GS while this takes more budget than other pillars and it is a more transformative pillar because of its greater opportunities to changing people’ lives; (4) insufficient involvement of local partners/stakeholders who could support to enrich GBS content and contribute to its effective implementation, etc.
In addition, there is a lack of proper planning to break barriers of marginalized people results into social exclusion of men, women, youth, people with disabilities (PWD), and elderly people while raising priorities/issues during planning and budgeting processes. According to Rwanda Governance Score Card, there is low citizen’s participation in development of policies, strategies, programs, GBS and Imihigo, which stands only at 27.4% (RGS, 2016); and low participation of the CSOs, FBOs, and NGOs in policy formulation at 67% (RGS, 2016). Hence, rights holders including marginalized people such as men, women, youth, PWD, and elderly people should be empowered to claim their rights in planning and budgeting processes, which are less enjoyed, unfulfilled and ignored or violated.
Due to the above gaps and challenges, there is limited substance in proposed interventions across GBS and Imihigo. Hence, to address gender equality and social inclusion gaps in planning documents mainly in GBS and Imihigo, there is a need of a program for capacity strengthening and advocacy on gender equality, social inclusion, and accountability to ensure the effective gender and social inclusion in planning and budgeting processes.
It is with the above background that RWAMREC has planned to conduct an assessment on gender and social inclusion issues and participation of marginalized people in planning and decision-making processes for evidence based advocacy. To achieve this, RWAMREC would like to recruit a qualified individual consultant or consultancy firm the above said assessment.

Objective of the assignment
The overall objective is to conduct an assessment on gender and social inclusion issues and participation in leadership processes to contribute to the development of effective and inclusive policy responses to GBS institutionalization in Imihigo

Tasks
The consultant shall carry out the following tasks:
• Conduct focus group discussions and interviews with targeted population to know their perceptions, experiences, and needs in regards to Gender and Social Inclusion issues;
• Identify all factors that affect negatively Gender balance and social inclusion issues in the community.
• Assess challenges that affect marginalized groups i.e in terms of women’s rights, youth, PWDs, and elderly people to influence the development of effective and inclusive policy responses to GBS institutionalization in Imihigo.
• Organize consultation with key informants and identify entry point for advocacy area for effective implementation of Gender and social inclusion and GBS institutionalization in Imihigo.
• Produce a draft action research report for inputs and comments and incorporate them
• Produce Final report;

Key deliverables
The consultant is expected to submit the following:
• An inception report with detailed methodology, work calendar, and data collection tools
• A draft assessment report indicating identified issues hindering marginalized people in participation in planning and decision making processes;
• Final Action report after incorporation of inputs.

Qualifications and skills
The specific expertise required for this assignment includes but is not limited to the following:
• Have prior working experience in research, data collection, and familiarity with socio-cultural context of Rwanda
• Proven knowledge and working experience in conducting research on gender and GBV;
• At least 5 years of experience in consulting in gender and GBV, especially gender and social inclusion issues.
• At least 2 certificates of good completion for previous consultancies in similar researches;
• Proven experience in advocacy related research for gender equality and fight against GBV, gender, and social inclusion issues.
• Proven experience on Men Engage Approach.
• The following qualifications and experience are required:
• MSc or PhD degree in Gender studies, Social Sciences, Economies or related field,
• More than ten (10) years working experience in the field of Gender or Social Sciences Management,
• Designated experience in conducting assessment, action research, and policy formulation,
• Knowledge of the Rwandan culture, and Fluency in Kinyarwanda and English.

Duration of the consultancy
The assignment shall be completed in a period of 30 days’ calendar from the date of the contract signing.
