Introduction

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy, and ICT (Information and Communications Technology).

Context

The Digital Solutions for Sustainable Development (DSSD) project has been advising the Government of Rwanda on priority projects of the Smart Rwanda Masterplan. The project aims at promoting the development of digital solutions, digital inclusion, and capacity-building in collaboration with sector ministries, local and international private companies, research institutions and civil society. When the project entered a new phase in 2021, a new component on digital inclusion and literacy was added to include more vulnerable groups such as the rural population, women and people with disabilities. The aim is to engage them in the digital transformation in line with the approach Leave no one behind. This assignment of capacitating local trainers by providing them with the knowledge and skillset to teach digital literacy is directly contributing to one of the DSSD projects main objectives (Module Objective 3) namely to implement digital literacy interventions. 

Rationale of the assignment

The digitization of the Rwandan economy and society are declared priorities of the Rwandan government to tangibly advance the country's sustainable development. For several years, there has been a high level of investment in improving the digital infrastructure, the digital skills of the population and in digital public services. By establishing the Ministry of ICT and Innovation (MINICT) as the responsible specialized ministry and the Rwanda Information Society Authority (RISA) as a subordinate authority for implementing and coordinating IT pro-jects in the government, Rwanda has created a structural framework for shaping the digital transformation. 

The government of Rwanda has been developing different approaches to bridge the digital divide and to facilitate the application and integration of technology by its citizens. Thereby, wider access to finance facilities, employment, business opportunities and government services have been provided. In alignment with the Rwanda Digital Talent Policy, the MINICT and RISA are leading a large-scale initiative to further increase the number of digitally literate citizens and their use of e-government and digital business services. DSSD is committed to support their efforts. Among other activities, a train-the-trainer program shall be implemented in all districts except for the wider Kigali area, training 100 trainers in total. Each trainer will be taught the understanding and use of different tools and services and will be equipped with the skillset to teach further 75 citizens in digital literacy. This will result in 7,500 citizens acquiring new digital skills, increase the country’s overall digital literacy, drive digital adoption and further bridge the ICT skills gap.

Tasks to be performed by the contractor

The overall objective for the consultancy is to train 7500 citizens in secondary cities and rural communities of Rwanda (in all districts but Kigali) in basic digital literacy skills, so that they can use digital tools and services.

The contractor is responsible for providing the following services:

Development and implementation of a training concept to provide 100 trainers with basic digital literacy training and basic training for e-teaching and didactical competencies and train 7,500 people in rural areas and secondary cities.

Onboarding of 100 trainers

Further Training and capacity development of the 100 trainers to enable them to support the roll out of the training for the 7,500 trainees. The contractor is responsible for the roll-out. The onboarding includes technical training so that the trainers are familiar with the approach, content and platform of the contractor. It also includes additional training on communication, monitoring, evaluation and finally assessment and certification of the 7,500 trainees. 

Providing Basic Digital Literacy Training for 7,500 trainees

The training intervention aims to reach 7.500 people outside of Kigali, of whom 2,250 are women and 75 people with disabilities. Digital Training (including assessment and certification) in this area should include (but is not limited to) the following modules and learning outcomes:

  • Irembo, Integrated Electronic Case Management System (IECMS)
  • Digital Financial Services 
  • Momo and MoCash
  • Digital marketing 
  • Digital commerce
  • Digital presence (e-mail, social media, Scanning using Smartphones)
  • Opportunity Discovery
  • Basic applications (PPT, Word, Excel)
  • E-learning 

Reporting and sustainability concept

An important aspect is the monitoring and evaluation of results in order to ensure that the target of 7.500 participants has been achieved. This lies in the consultants’ responsibility to find a mechanism to track the results and update GIZ regularly. 

The contractor is responsible for preparing the following reports:

  1. Inception report: The report includes the detailed approach, methodology and tools to be used, the proposed work plan and the implementation timeline. 
  2. Midterm report: This report, containing feedback from participants and relevant stakeholders, will be delivered in the middle of the training execution period.
  3. Final report: The final Report will contain all the details, incorporated feedback from the stakeholders and participants and recommendations how to retain the learnings gained.

Duration of the Assignment

Certain milestones, as laid out in the table below, are to be achieved by certain dates during the contract term:

Period of assignment: The work should be concluded within 4 months from start of the contract.

Expected Deliverables

The following deliverables should be submitted to the GIZ: 

  1. Preliminary report including the methodology adopted by the consultant and the proposed work plan for the execution of the assignment with the dates of the deliverables
  2. In-depth analysis of the current digital skillset and knowledge of the trainers
  3. Digital skills diagnosis of the citizens before receiving the training, estimating their current digital literacy level
  4. 4 monthly reports based on the weekly reports from the trainers, showing training progress, challenges, lessons learned and recommendations
  5. Final report, summarizing the progress of the citizens trained and the trainers, as well as the findings from the 4 monthly reports

The consultant shall submit each report and all working documents in editable files (Word, Excel, PowerPoint, etc.) in English.

Concept 

In the bid, the bidder is required to show how the objectives defined in Chapter 3 are to be achieved, if applicable under consideration of further specific method-related requirements (technical-methodological concept). In addition, the bidder must describe the project management system for service provision. 

Technical-methodological concept

Strategy: The bidder is required to consider the tasks to be performed with reference to the objectives of the services put out to tender (see Chapter 3). Following this, the bidder presents and justifies the strategy with which it intends to provide the services for which it is responsible (see Chapter 3).

The bidder is required to describe the key processes for the services for which it is responsible and create a schedule that describes how the services according to Chapter 3 are to be provided. In particular, the bidder is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors in accordance with Chapter 3.

The bidder is required to describe its contribution to knowledge management for the partner and GIZ and promote scaling-up effects (learning and innovation). 

Personnel concept

The bidder is required to provide personnel who are suited to filling the positions described, on the basis of their CVs (see Chapter 7), the range of tasks involved and the required qualifications.

The below specified qualifications represent the requirements to reach the maximum number of points. GIZ promotes gender equality and the inclusion of people with disabilities. At least 50% of the provided personnel must be female or divers, the assignment of personnel with disabilities is highly encouraged. 

Team leader

Tasks of the team leader

  • Overall responsibility for the advisory packages of the contractor (implementation, quality and deadlines)
  • Coordinating and ensuring communication with GIZ, partners and others involved in the project
  • Regular reporting in accordance with deadlines, including the responsibility for monitoring and evaluation
  • Organise and conduct the training and onboarding of the 100 trainers
  • Provide technical support and advice for the trainers to roll-out the training

Qualifications of the team leader

  • Education/training (2.1.1): University qualification (Master) in education, ICT or other related field with experience in teaching and curricula design
  • Language (2.1.2): excellent business language skills in English
  • General professional experience (2.1.3): 15 years of professional experience in the education or ICT sector
  • Specific professional experience (2.1.4): 10 years of experience in digital learning, with 3 evidence of curriculum design and training delivery. 
  • Leadership/management experience (2.1.5): 6 years of management/leadership experience as project team leader or manager in a company
  • Regional experience (2.1.6): 2 years of experience in projects in Sub-Saharan Africa (region)
  • Development Cooperation (DC) experience (2.1.7): 1 year of experience in DC projects

Pool of National Experts 

Tasks of Expert Pool 

  • Train 75 citizens each in basic digital literacy, face to face in the citizens region of origin 
  • Digital skills diagnosis of the citizens before providing the training, estimating their current digital literacy level
  • Draft weekly reports, showing training progress, challenges, lessons learned and recommendations

Qualifications of Expert Pool (up to 100 trainers) 

  • Education/training (2.6.1): secondary education
  • Language (2.6.2): good business language skills in Kinyarwanda, basic business language skills in English
  • General professional experience (2.6.3): 1 year of professional experience in digital business and services 
  • Specific professional experience (2.6.4): -
  • Regional experience (2.6.5): be residents of the district in Rwanda in which the citizens will be trained

Costing requirements

Assignment of personnel

Team leader: 50 expert days, of which up to 50 in Rwanda

Pool of Experts: as per needs, in Rwanda

Travel

The bidder is required to calculate the travel by the specified experts and the experts it has proposed based on the places of performance stipulated in Chapter 3 and list the expenses separately by daily allowance, accommodation expenses, flight costs and other travel expenses.

Requirements on the format of the bid

The structure of the bid must correspond to the structure of the ToRs. In particular, the detailed structure of the concept (Chapter 3) is to be organised in accordance with the positively weighted criteria in the assessment grid (not with zero). It must be legible (font size 11 or larger) and clearly formulated. The bid is drawn up in English.

The complete bid shall not exceed 10 pages (excluding CVs). 

The CVs of the personnel proposed in accordance with Chapter 7 of the ToRs must be submitted using the format specified in the terms and conditions for application. The CVs shall not exceed 4 pages. The CVs must clearly show the position and job the proposed person held in the reference project and for how long.

If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment.

Please calculate your price bid based exactly on the aforementioned costing requirements. In the contract the contractor has no claim to fully exhaust the days/travel/workshops/ budgets. The number of days/travel/workshops and the budget amount shall be agreed in the contract as ‘up to’ amounts. The specifications for pricing are defined in the price schedule.

Intellectual Property

The bidder shall grant to GIZ an irrevocable, non-exclusive, worldwide, royalty-free and transferable right of use to the reports and studies and other documents prepared in accordance with this contract, which GIZ may use for non-commercial purposes, including processing and translation and for use in electronic media, without limitation as to time and content. Upon request of GIZ, the bidder shall immediately hand over a copy of the materials to GIZ. GIZ shall be entitled to grant simple sub-use rights to third parties.

Bidding documents

The application should contain the following:

  • A Technical Proposal with a description of why the bidder would be considered as the most suitable for the assignment, relevant expertise, and a detailed clear methodology, on intended approach and completion of the assignment.
  • Key experts’ CV(s) indicating education background /professional qualifications, all past experiences, as well as the contact details (email and telephone number) of the experts.
  • A portfolio of previous work with similar functionalities or a certificate of completion.
  • Company registration certificate (RDB)  
  • VAT registration certificate with RRA  
  • Latest tax clearance certificate
  • Financial offer.

For the Financial Proposal:

The Financial Proposal indicates the all-inclusive total contract price, supported by a breakdown of all costs. The cost must be in Rwandan Francs and VAT excluded.
