Dear Sir/Madam,

1. Ultimate Developers Ltd (UDL) is the largest property developer in Rwanda with signature projects that will change the real estate landscape upon completion. Our property development portfolio covers the development of both residential, commercial and mixed-use properties. Our current residential property development includes the luxurious Vision City Phase II whereas commercial property development project includes the upcoming Kigali Green Complex.

Our facility management portfolio has been growing over the years and has expanded to include the management of different exquisite properties not only in Kigali but also in the provinces. UDL manages seven commercial properties and two residential properties on behalf of Rwanda Social Security Board (RSSB).

2. The objective of this Letter of Invitation (LOI) is to seek competitive proposals from potential consultancy service provider in Rwanda with competence in construction design and supervision, to provide Consultancy Services for Design Review and Supervision of Works for the Construction of SOS new headquarters in Rwanda. More details on the Services are provided in the RFP to be purchased.
3. This Letter of Invitation is addressed to all competent companies with vast experience in the area of construction design and supervision. Bidding will be conducted through National Competitive Bidding (NCB).
4. Competent Bidders interested in this tender shall purchase the Tender Document (RFP) at nonrefundable fee of Fifty Thousand Rwandan francs (50,000 RWF) via Ultimate Developers Ltd’s Account Number open in Bank of Kigali, Account Number: 00048-00394853-25 in the names of Ultimate Developers Ltd, obtain the Tender Document from Monday 15^th January 2024 either physically or via email: procurement@udl.rw, and may obtain further information on the Tender Documents at UDL Head Office (Address below) during office hours 08:00 a.m. to 04:00 p.m. Local Time:

5. Well typed bids written in English, clearly marked with the Tender Title and tender reference number shall be deposited in sealed envelopes at the Procurement Office of UDL not later than 29/01/2024 at 10:00 a.m. local time (8:00 a.m. GMT). Online submission shall not be accepted.
6. A consulting firm will be selected under Quality and Cost Based Selections (QCBS) procedures and in a full Technical Proposal (FTP) format as described in the RFP, and in accordance with the UDL Procurement Policy and Procedure Manual.
7. The procurement process shall be done in compliance with the UDL Procurement Policy and Procedures Manual.
