  1. ACTIVITY OVERVIEW

In October 2019, the United States Agency for International Development (USAID) awarded to a consortium led by Land O’Lakes Venture 37 a five-year Feed the Future Orora Wihaze (translated in English as ‘Raise Animal for Self-Sufficiency’) Activity to sustainably increase the availability of, access to, and consumption of Animal Sourced Foods (ASF) in Rwanda through the development of an inclusive profitable market. Utilizing a market systems development approach, this Activity will develop partnerships with micro, small, and medium enterprises (MSMEs) within the market system to pilot and scale innovations that address the constraints in Rwanda’s market for animal sourced foods, particularly fish, poultry, swine, and goat/sheep. Orora Wihaze will adaptively prioritize, and address interventions based on greatest opportunity for market impact.

  1. MISSION OF LAND O’ LAKES VENTURE37

Land O’Lakes Venture37 seeks to partner with all agricultural players to drive market development, reduce investment barriers, and strengthen farmer-to-fork agricultural systems. An additional goal of Land O’Lakes Venture37 is to facilitate innovative, customized solutions using agronomic knowledge, local insights, robust data, and innovative technology. In Rwanda and through the Orora Wihaze Activity focusing on production and consumption of animal sourced foods (ASF), Venture37 works to connect entrepreneurs and businesses to the resources they need to create transformational products and services that fuel long-term growth and profitability.

  1. BACKGROUND TO THIS CALL FOR APPLICATION

A key to unlocking the potential of ASF market (fish, poultry, pig, and goat/sheep) in Rwanda is increasing MSME’s access to finance. As one of its interventions, Orora Wihaze seeks to address a series of constraints that hinder MSME’s access to finance, including limited affordable financial products and services adapted to ASF sector needs; ineffective underwriting of risks related to ASF production, aggregation, and distribution; and lack of familiarity with market dynamics. This intervention intends to strengthen commercial financial institutions and MSMEs to develop sustainable relationships in targeted districts across Rwanda, leading to increased ASF-related financing.

To date, Orora Wihaze has partnered with several financial institutions to address several of the constraints mentioned above through capacity building of financial institutions staff in livestock value chain financing, inclusive finance and piloting innovative financial products tailored to livestock value chains, facilitating financial literacy trainings, and raising awareness of available financial products and services.

  1. PURPOSE OF THE CONSULTANCY AND TERMS OF REFERENCE

The purpose of this is consultancy is to build the capacity of financial institution staff on livestock value chain financing through existing partnership.

The training will address the following topics:

  1. Understanding the nature of livestock value chains with specific focus on pigs, poultry, and fish in Rwanda,
  2. Understanding livestock value chain financing approach and framework,
  3. Cash flow analysis in livestock value chains,
  4. Identifying the risk in livestock value chains and how to mitigate them,
  1. Valuating monthly, quarterly and total production in livestock value chains,
  2. Understanding of the appraisal and monitoring of livestock value chain loans and inclusive finance,
  3. Providing basic knowledge on livestock insurance and guarantee funds in Rwanda.
  • Key Activities of the Consultant
  • Using the existing training material, produce a capacity building plan in collaboration with financial institutions,
  • Train 87 financial institution’s staff (Business Development Managers, Credit Managers, Credit Analysts/Officers and Agri Officers) by equipping them with the required skills to understand the different components to deal with in livestock value chain financing and inclusive finance.
  • Submit activity reports
  • DELIVERABLES
  1. Inception report
  2. Attendance sheets, with names and signature of all participants in the trainings
  3. Final report (the content of the training sessions, and the evaluation: pre and post of the training by the participants themselves).
  4. APPLICATION INSTRUCTIONS FOR QUALIFIED CANDIDATES

Interested individual consultants are encouraged to send their applications to ProcurementROW@landolakes.com  no later than Sunday, December 18th at 22:00Hrs Kigali time. The title of the email must include: “Capacity Building of Financial Institution Staff Consultancy.” The application email should attach a comprehensive technical and financial proposals as one (1) document in PDF format:

  • Proposal that includes: (i) a brief description of why you consider yourself as the most suitable for this assignment, (ii) a detailed and clear methodology on how you will approach and complete this assignment, and (iii) a duly completed Letter of Confirmation of Interest and Availability using consultant’s self-created template.
  • The Proposal should also contain: (iv) personal CV indicating education background/professional qualifications, relevant experience, and contact details, (v) professional references, and (vi) a financial proposal that includes the total consultancy cost.
  • Organizational Arrangements

Orora Wihaze will engage individual consultant to undertake this assignment as described in the “Purpose of the Consultancy and ToRs”. above. Individual consultant will report to Orora Wihaze Deputy Chief of Party (DCOP) with acquisition plus related remuneration handled by the procurement department. Individual consultant will spearhead the assignment and will be responsible for the submission of the deliverables as requested. All deliverables submitted by individual consultant should be approved by Orora Wihaze’s DCOP before payments can be processed.

  • Duty Station

The duty station of the work will be in 8 Orora Wihaze districts (Kayonza, Ngoma, Gakenke, Burera, Ngororero, Rutsiro, Nyamagabe and Nyamasheke) with limited work in Kigali. Office space for the assigned consultant will be provided by Orora Wihaze.

  • Required Expertise and Qualifications

Required Qualifications:

  • A degree in finance, accounting, business, economics, agribusiness or related fields,
  • At least 6 years of relevant experience in banking sector with specific knowledge in agricultural finance,
  • Deep understanding of agricultural financial market in Rwanda,
  • Demonstrated knowledge of agriculture and/or small livestock value chains (piggery, poultry, fish, goat/sheep)
  • Proven experience in working and engaging with financial institutions
  • Proven experience of having worked on similar assignment in Rwanda
  • Experience in working and engaging with diverse sets of stakeholders, including private sector, public sector and farmers and farmer groups/cooperatives/associations
  • Excellent written and oral communication skills
  • Ability to handle multiple tasks and provide regular feedback on progress
  • Advanced computer literacy, including strong Excel and PowerPoint skills

Language requirement:

  • Excellent written and verbal communication skills in English is essential
  • Knowledge of Kinyarwanda and French is an advantage
  • Payment modalities

The individual consultant shall be paid the consultancy fee in accordance with Orora Wihaze’s procurement procedures upon completion of the milestones/deliverables as outlined in the final consultant agreements.

  • 20% after completion of inception report
  • 50% after completion of training
  • 30% after completion of the final report.
