    1. The Government of Rwanda has received financing from the African Development Bank hereinafter called the Bank toward the cost of the Rwanda Sustainable Water and Sanitation Program, and intends to apply part of the proceeds toward payments under the contract for the Construction of NGOMA River Water Supply System (Phase I). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method as defined in the Bank’s Disbursement Guidelines and procedures for Investment Project Financing.
    2. WASAC Development Ltd now invites sealed Bids from eligible Bidders for the Construction of NGOMA River Water Supply System (Phase I). These works will be executed within 18 months encompassing ten (10) sectors of Nyagatare District as well as two (2) sectors of Gicumbi District, located in the Eastern and Northern Provinces of Rwanda.
    3. Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the Bank’s Procurement Framework (Procurement Policy for Bank Group Funded Operations” dated October 2015) and is open to all eligible Bidders as defined in the Procurement Framework.
    4. Interested eligible Bidders may obtain further information from WASAC Development Ltd, Procurement Manager, E-mail: dprocurement@wasac.rw and inspect the bidding document during office hours 09:00am to 05:00pm local time (7:00am-03:00pm GMT) at the address given below.
    5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee often thousand Rwandan Francs only (10,000 Frw) or in any freely convertible currency. The method of payment will be to deposit the tender fee to the account N° 1000043059 of RSWS PROGRAM COUNTERPART ACCOUNT RWF opened at NATIONAL BANK OF RWANDA. The bidding document may be sent by email as may be requested by interested bidders (through the request addressed to dprocurement@wasac.rw
    6. Bids must be delivered at WASAC Development Ltd Head Office at the address given below not later than30th/12/2024 at 10:30a.m. local time (8:30a.m. GMT). Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders ‘designated representatives and anyone who chooses to attend at the address below on 30th/12/2024 at 11:00a.m. local time (9:00a.m. GMT).
    7. All Bids must be accompanied by a Bid Security of an amount of Seventy-Five Thousand United States Dollar (US$75,000) or its equivalent amount in a freely convertible currency.
    8. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
