  1. Profile of DUHAMIC-ADRI

DUHAMIC -ADRI is a Kinyarwanda acronym that stands for Duharanira Amajyambere y’Icyaro.

Translating to ‘’ we strive for the development of the rural community ‘’in English. It is a non-profit organization located in Kigali, the capital city of Rwanda, within the kicukiro district, Niboye sector.it was established in 1979 by a group of Rwandans who identified the crucial need for rural development in the country.

DUHAMIC-ADRI is a Non-Governmental Organization legally granted by Rwandan law and legally recognized by the Ministerial Order No. 943 of July 12, 1985. Its statutes were amended and accepted by the Ministerial OrderNo.025/11of21th March 2005. With the vision to have « A rural world responsible for its self-socio-economic development », DUHAMIC-ADRI has a mission of « Supporting integrated development through the initiatives of the rural population in their struggle for self-development». DUHAMIC-ADRI’s interventions reaches 27 districts of Rwanda as follow: Kicukiro, Nyarugenge, Burera, Gakenke, Gicumbi, Musanze, Rulindo in Northern Province; Gisagara; Huye; Kamonyi; Muhanga; Nyamagabe; Nyanza; Nyaruguru and Ruhango in South Province; Nyabihu; Nyamasheke; Rubavu; Rusizi and Rutsiro of Western Province and then Gatsibo; Kayonza; Kirehe; Ngoma; Nyagatare and Rwamagana of Eeastern Province.

  1. General overview of CJC program

The Scottish Government (SG) was the first Government globally to commit funds specifically to climate justice, launching the Climate Justice Fund (CJF) in 2012, and ensuring that this fund not only supports communities in partner developing countries to become more resilient to climate change but does so in way that acknowledges, and tackles embedded inequalities. 

Following an independent evaluation in 2021 of the Climate Justice Fund’s work, drawing on experiences of communities in Malawi, Zambia and Rwanda who have implemented or are supported by the Fund and stakeholder feedback on the Climate Justice Fund, the Scottish Government set a future approach for action on climate justice and prioritized targeting the funding to the people most vulnerable to climate change in the communities– particularly women and youth – and ensuring their participation is at the centre of the Fund’s work which will be achieved through delivering against distinct pillars of climate justice. In March 2022, in line with this revised approach, the Scottish Government relaunched the CJF and a Supplier Event to provide details of this opportunity and answer questions on the programme specification, procurement and tendering process was held. In May 2022, the Scottish Government advertised a competitive, open tender procedure for the Provision of Climate Just Communities in Malawi, Zambia and Rwanda but the invitation to tender was published on 7 September 2022.

In response to this invitation to tender, a consortium made of Trōcaire, the Scottish Catholic International Aid Fund (SCIAF) and Christian Blind Mission (CBM) UK was constituted, with local partners including Rwanda Climate Change and Development Network (RCCDN), its member’s organizations (DUHAMIC-ADRI, DUTERIMBERE NGO) as well as the National Union of Disabilities Organisation Rwanda (NUDOR). This Consortium submitted a tender on 18 November 2022 and on 11 July 2023, the Scottish Government awarded the CJC contract to the Consortium. The contract entered into force on 1 August 2023 and will run until March 2025, with the option to extend up until March 2026.

The purpose of the 3-year Scottish Government funded CJC Programme is to implement effective climate justice interventions focusing on community voice and needs, prioritizing marginalized communities, women, and people with disabilities, and considering the Scottish Government’s pillars of climate justice. The CJC Programme will be “of” and “for” the community: communities will be engaged in a participatory, culturally sensitive manner to identify climate-change-related needs (in their own terms) then design interventions (owned by them) to respond.

The Programme will be implemented across 3 Districts (Gisagara, Karongi & Ngororero) and jointly in consortium with Trocaire (Principle Sub-Contractor) and local delivery partners including Rwanda Climate Change and Development Network (RCCDN), its member’s Organizations (DUHAMIC-ADRI, DUTERIMBERE NGO) as well as the National Union of Disabilities Organisation Rwanda (NUDOR).

  1. Back ground and objectives of construction of toilets for retrofitted houses

During the first year of the Climate Justice and Community (CJC) program, extensive retrofitting was conducted on 167 houses for the most vulnerable households affected by climate change in Gisagara and Ngororero districts. Despite the successful completion of these retrofits, a critical need for proper sanitation facilities was identified. To address this gap, the second-year plan of activities includes the construction of toilets for these households. Access to adequate sanitation is crucial for health, dignity, and well-being. The absence of proper toilets can lead to significant health issues, environmental contamination, and reduced quality of life. This project aims to ensure that all retrofitted houses are equipped with toilets, thereby improving living conditions and supporting community health.

The following are the specific objectives:

  • Improve Sanitation: Provide adequate sanitation facilities to 167 households.
  • Enhance Public Health: Reduce the incidence of sanitation-related diseases.
  • Support Community Development: Improve the overall living conditions and dignity of the most vulnerable households.
  1. Scope of work

The project involves the construction of 167 toilets, divided into three (3) lots in two districts:

Lot 1: Construction of 63 toilets in Gisagara District, covering the following sectors:

  • Ndora: 25 toilets
  • Muganza: 17 toilets
  • Kibirizi: 21 toilets

Lot 2: Construction of 45 toilets in Ngororero District, specifically in:

  • Kageyo: 45 toilets

Lot 3: Construction of 59 toilets in Ngororero District, distributed as follows:

  • Kavumu: 24 toilets
  • Muhanda: 35 toilets

  1. Deliverables:
  • Completed construction of 63 toilets in Gisagara district and 104 toilets in Ngororero district.
  • Documentation of materials used, labor hours, and any challenges encountered during the retrofitting process.
  • Final report summarizing the retrofitting activities, including lessons learned and recommendations for future projects.
  1. Qualifications:
  • Experience in construction, particularly in retrofitting houses for climate resilience.
  • Ability to manage and supervise retrofitting activities effectively.
  • Strong communication and coordination skills to liaise with project stakeholders and community members.
  1. Procurement process

The following terms and conditions shall be observed during tendering process:

  1. This tender is public for companies, cooperatives and others specialized institutions operating in Rwanda;
  2. Quotation shall include transportation to above mentioned sites
  3. The bidder must be able to complete the construction works within 30 days starting from the date of contract signing; (Demonstrated by a commitment letter)
  4. RDB Certificate
  5. Taxes clearance certificate
  6. Proof of using EBM
  7. Having conducted the same/similar activity, demonstrated by at least 2 certificates of good completion
  8. Companies are allowed to apply for more than one lot

The prices proposed in the financial proposal (quotations) shall include all taxes and transport costs

Bids will be submitted in a sealed envelope and addressed to the Executive Secretary of DUHAMIC-ADRI at Kicukiro head office no later than Monday, May 27,2024 at 10:00AM

The public opening of bids is scheduled on the same date at 10:30AM at the headquarters of DUHAMIC-ADRI.
