TERMS OF REFERENCE FOR COMMUNITY MOBILIZATION AND MASS MEDIA CAMPAIGN FOR COMMUNITY ENGAGEMENT AND AWARENESS ON MALARIA CONTROL INTERVENTION

Background

The USAID Tubeho project is a five-year initiative (2023-2028) aimed at strengthening service delivery and supporting health program implementation across Maternal, Newborn, Child and Adolescent Health (MNCAH), Family Planning/Reproductive Health (FP/RH), Malaria services, and Global Health Security. This project aim is to contribute to the government's efforts to enhance the capacity of healthcare providers in the above-mentioned technical areas in 20 districts supported (31 district hospitals) by this project with three expected results:

  • Increased access to, availability, and utilization of evidence-based, quality MNCAH/FP/RH/Malaria and Global Health Security services.
  • Strengthen health entities for sustainable, evidence-based Maternal, Newborn, Child, and Adolescent Health, Family Planning, Malaria, and Global Health Security services aligned with national and global standards, addressing emerging health threats promptly.
  • Increased evidence and adaptive learning use in MNCAH/FP/RH/Malaria and global health security programming.

To this end, the purpose of this activity, is to conduct community mobilization and mass media campaign for community engagement and awareness on malaria prevention and control to increase the uptake of existing malaria control interventions to prevent any Malaria outbreak during this high malaria transmission period. Several communication strategies such as media (TV and radios) advocacy, social mass media channels , community platforms will be emphasized

Rationale

Effective SBC interventions are described as evidence-based because they build on evidence or lessons learned with the target audience or implementers. Information is collected at various points to ensure approaches for malaria control are unfolding as planned and objectives are met. Against this backdrop, Malaria program with support from USAID Tubeho Project plans to implement different Social Behavior change activities (Community awareness and engagement through different channels of communication.

Objectives of this assessment

  • To increase awareness and ownership of the population and involvement of stakeholders in malaria control and prevention in Rwanda. Zero malaria starts with me, with you and with all of us.
  • To increase public awareness on Malaria Prevention for effective behavior change using different communication tools and approaches at National and decentralized level.
  • To Implement different Malaria SBC activities

Expected Outcome

  • community mobilization and mass media campaign for community engagement and awareness will be done.
  • Increased the uptake of existing malaria control interventions
  • Activity report will be provided

Methodology

As part of community engagement through zero malaria campaign, FOR Post Malaria day activities and different communication channels will be used:

  • Radio and TV programs
  • Social media campaigns
  • IEC Using different existing community platforms and Community forums
  • Dissemination of short videos with educative messages on Malaria Control and Prevention
  • Outreach community-based campaigns Ect
  • Dissemination of messages using multiple channels and approaches of communication, Through Known and Approved media houses with high community coverage .

Timeline and Deliverables

This activity is planned from October to December 2024, total cost related to this activity will be covered by Tubeho Project with Technical guidance of RBC /Malaria program
