Scope Of Work
The Ministry of Health (MOH) has prioritized the use of digital health technologies to ensure quality of care, universal health coverage, and equity across the health system. Electronic Medical Records (EMR) system is one of the digital tools that will be used to digitalize workflows in health facilities and community, becoming one of MOH’s leading digital health tools. However, the process of creating and implementing an EMR system can be tedious and complicated. Thus, conducting an EMR readiness assessment is essential prior to testing and implementation of EMR to ensure that the environment is ready to support the introduction of the system. The community EMR is expected to strengthen the performance of community health workers (CHWs) by improving quality of consultations, delivery of services, and reporting and data use. The community EMR is also expected to reduce CHWs’ reporting burden through the use of electronic data systems.
It is in this context that IntraHealth International seeks a national consultant to work with the USAID Ingobyi Activity and MOH to conduct community electronic medical records (cEMR) readiness assessment.
USAID Ingobyi Activity is a five-year cooperative agreement to improve the quality of reproductive, maternal, newborn, and child health (RMNCH) and malaria services, in a sustainable manner with the goal of reducing infant and maternal mortality in Rwanda. The USAID Ingobyi Activity builds upon the tremendous gains Rwanda has made as well as previous USAID investments in the health sector. Ingobyi Activity aims to contribute to the reduction of infant and maternal mortality and incidence of malaria in Rwanda. The Ingobyi Activity partners with the Government of Rwanda (GOR) to build on the country’s considerable achievements, guided by national health strategies, goals, objectives, and data.

Purpose Of The Consultancy
The purpose of this consultancy is to support Ingobyi Activity and MOH to conduct cEMR readiness assessment in Rwanda. The consultant will conduct robust cEMR readiness assessment in sampled districts of Rwanda to ensure that enablers and barriers related to implementation of cEMR are identified and documented prior to the piloting of the system at community level. Ingobyi Activity and MOH will use the findings to inform planning of piloting and scale-up of the cEMR in Rwanda.
The cEMR readiness assessment will focus on five major areas:
• Management and leadership
• Organizational alignment
• Resource mobilization
• Operational readiness
• Technical readiness

Specific Tasks
The specific tasks for the consultancy will be:
• Meeting with MOH and Ingobyi Activity teams to discuss the scope of work and expectations of the assignment.
• Conduct desk review on current community health digitalization efforts and readiness for cEMR.
• Develop data collection tools in consultation with Ingobyi Activity and MOH
• Conduct assessment in sampled districts using qualitative research methods, including key informant interviews and focus group discussions.
• Analyze results through the community health context lens.
• Prepare a draft report of the findings.
• Conduct a dissemination workshop to discuss findings with key stakeholders and address any gaps in the findings – including possibility of further investigation in response to gaps noted in the report and provide revised report.
• Based on assessment findings, work closely with MOH and Ingobyi Activity digital health teams to develop a detailed plan for piloting and deploying the community EMR.

Deliverables
The consultant will be responsible for the following deliverables aligned to the tasks outlined above:
• Inception report highlighting purpose of assignment, key tasks, implementation methods, deliverables, and timeline.
• Comprehensive cEMR readiness report with key findings of the desk review and qualitative assessment, highlighting current community digitalization efforts, key opportunities, potential enablers, barriers, and recommendations to consider in deployment of cEMR.
• Report on stakeholder workshop highlighting key recommendations and considerations for cEMR piloting and subsequent scale-up across the country.

Level Of Effort And Timeline
The estimated level of effort is 30 business days
Required Experience
It is envisaged that the consultant selected to undertake this assignment will have the requisite combination of skills, expertise, and experience to carry out the tasks outlined above. The required qualifications, competencies, and skills are outlined below:
• Consultant should have the relevant graduate training, preferably a master’s degree, in computer engineering, computer science, information technology, information system, digital health, or equivalent.
• At least 8 years of relevant professional experience in development, deployment, and/or using digital health solutions, including health management information systems;
• Minimum five years of experience working on EMR is required;
• Skills and experience in health systems analysis and health systems strengthening in general, business analysis, health information exchange; and
• Fluency in verbal and written English is required.

• Technical proposal (3 pages maximum), including applicant understanding of intended scope of work; and
• Consultancy fee-daily rate.

Selection Criteria
Selection criteria: Applications will be assessed on cost reasonableness (30%) and technical competence (70%).
Technical evaluation criteria/ 70 marks
