PROJECT BACKGROUND:
The purpose of the five-year Feed the Future-funded Rwanda Nguriza Nshore project (“Lend so that I may invest”) is to drive rural economic growth through facilitating the emergence of a dynamic agribusiness sector. By alleviating constraints to investment and increasing access to financing, Nguriza Nshore will facilitate the creation and growth of small to medium agribusinesses, as an entry point for broader growth, to provide productive employment for rural populations and reduce poverty. By working with financial institutions, investors, public and private sector business development service providers, and a variety of Government of Rwanda ministries and initiatives, Nguriza Nshore will be the catalyst that strengthens and improves existing public-private platforms that support investment from international, local, bank and non-bank sources, creating a better-functioning finance and investment ecosystem.
ROLE’S PURPOSE:
The purpose of the Communications Officer is to support the development and implementation of communications across various platforms for the Feed the Future funded Nguriza Nshore project. The Communications Officer will assist the Communications Manager in the development and roll-out of the Nguriza Nshore communications strategy and systems. He/She will support the Communications Manager in all internal and external communications tasks. The Communications Officer will receive extensive training under the tutelage of the Communications Manager in order to assume responsibility for the Project’s communications activities in two-year’s time (24-months)..
Job Responsibilities:
The Communications Officer reports to the Communications Manager. He/She will assist in designing, producing and implementing the communications strategy, contribute to all internal and external publications and reports, manage Project social media accounts, translate content into Kinyarwanda, and assist in the design and delivery of staff training on communications-related topics. The following are the Communications Officer’s primary responsibilities:
• Assist in the development of the Nguriza Nshore communications strategy;
• Assist in the development of digital/social media campaigns
• Help manage the Nguriza Nshore website and social media accounts, including drafting of Facebook and Twitter posts;
• Contribute to and edit Nguriza Nshore fact sheets, brochures, success stories, infographics and other materials;
• Interview Project beneficiaries and write success stories;
• Manage the Project’s photo library and consent form documentation;
• Assist Communications Manager to support SMEs partners on communication and marketing needs as part of Nguriza Nshroe investment readiness support;
• Contribute to communications plan for the Entrepreneurship Development Policy, especially focusing on Kinyarwanda language materials;
• Support Communications Manager in preparing, writing and editing donor quarterly and annual reports;
• Assist in the design and delivery of staff and partner trainings on communications and marketing;
• Participate in trainings and other capacity building activities organized in collaboration with the Communications Manager;
• Give quarterly updates on learning plan in order to make adjustments to meet the two-year deadline of full handover of responsibilities from the Communications Manager.

• Master both USAID and Feed the Future branding and marking rules and regulations;
• Become competent in desktop publishing software such as Photoshop, InDesign and Illustrator;
• Build expertise in communications and marketing support for SME partners in Rwanda;
• Build expertise in communications strategy, branding and materials targeted at the international investor audience to promote investment in Rwanda;
• Improve professional written English level;
• Become competent in donor reporting requirements and format.

Job Qualifications:
• Bachelor’s Degree;
• At least 1 year of experience in project support communications in Rwanda;
• Experience creating social media content and solid understanding of social media analytics (Twitter, Facebook);
• Experience conducting interviews and writing success stories that showcase project milestones;
• Experience writing reports and producing visual presentations;
• Experience translating between English and Kinyarwanda;
• Good English writing and verbal skills;
• Excellent computer literacy and knowledge of Microsoft Office Suite;
• Interest in building a career in the communications field;
• English and Kinyarwanda fluency required.
REPORTING:
This position will report to the Nguriza Nshore Communications Manager for two-years. After this initial capacity building period, the person in this position will be promoted to assume all Nguriza Nshore communications responsibilities and will report to the Deputy Chief of Party.
COMPENSATION AND SUMMARY OF BENEFITS:

Level of Effort: Long-term technical assistance (LTTA)
Base Salary: The salary range for this position is 8,772,716 to 14,913,604 RWF annually, depending on experience, earned and paid on a monthly basis.
Please note that as a USAID contractor, DAI is required to withhold all applicable and required social contributions and/or taxes in accordance with Rwandan laws.

Status:
The standard workweek is 40 hours per week. Employees are not allowed to bill their hours as overtime unless they receive prior written approval from the Chief of Party. Employees will be compensated in accordance with Rwandan labor law, should they be working overtime.
Salary Payment Schedule:
Payments are made in arrears and will represent the amount earned during the previous monthly period.
Overtime may only be paid in accordance with local labor law and must be approved by the Chief of Party prior to being performed.
